     In continuation of the Commission’s Press Note No. ECI/PN/23/2019, dated 10th March, 2019, the following may be read as:
    2.         The date of poll in respect of Bye Elections for 18 ACs of Tamil Nadu, as mentioned at Sl.No. 14 to Sl. No. 31, as already scheduled for Phase 2(Two) of Election, shall be read as 18th April, 2019 instead of 23rd April, 2019.
    3.         In the details of Schedule No. 3, 4 & 5 in respect of PC (3-Anantnag) in Jammu & Kashmir, the Date of Issue of Notification, Last Date of Filing Nominations, Scrutiny of Nominations & Last Date for Withdrawal of Candidature, shall be read as 28th March, 2019, 04th April, 2019, 05th April, 2019 & 08th April, 2019, respectively only with Dates of Poll as 23rd April, 2019, 29th April, 2019 & 06th May, 2019, respectively.

    विषय : भारत निर्वाचन आयोग द्वारा आगामी साधारण निर्वाचन 2019 के लिए मतदाता  सत्‍यापन सूचना कार्यक्रम (वीवीआईपी) का शुभारंभ
    भारत निर्वाचन आयोग ने आगामी साधारण निर्वाचन  2019 के लिए नागरिकों हेतु उनके नामों, नए रजिस्ट्रीकरणों, मतदाता विवरणों में परिवर्तनों और मतदाता पहचान पत्रों में शुद्धि के लिए मतदाता सत्‍यापन एवं सूचना कार्यक्रम (वीवीआईपी) का शुभारंभ किया है। भारत निर्वाचन आयोग ने इस वीवीआईपी कार्यक्रम के लिए अनेक चैनलों से मदद ली है। भारत निर्वाचन आयोग ने समस्त भारत में सभी जिलों में सम्पर्क केन्द्र भी स्थापित किए हैं। वोटर हेल्पलाइन नम्बर 1950 है। कॉल करने वालों की सहायता करने के लिए सम्पर्क केन्द्रों में नवीनतम सूचना एवं टेलीकॉम अवसंरचना उपलब्ध करवाई गई है ।

    साधारण निर्वाचन 2019 के संचालन के लिए वीवीआईपी कार्यक्रम का शुभारंभ सूचना एवं संचार प्रौद्योगिकी के प्रयोग से संबंधित 2 दिवसीय गहन प्रशिक्षण-सह-कार्यशाला के दौरान किया गया था । प्रशिक्षण-सह-कार्यशाला में सभी राज्यों एवं संघ शासित क्षेत्रों के मुख्य अपर निर्वाचन अधिकारियों, आईटी प्रभारियों, नोडल अधिकारियों, राज्य स्तरीय मास्टर प्रशिक्षकों एवं तकनीकी रिसोर्स व्यक्तियों ने भाग लिया ।
          इस अवसर पर बोलते हुए, निर्वाचन आयुक्‍त, श्री अशोक लवासा ने कहा कि प्रौद्योगिकी की ताकत यह है कि इसे सभी लोगों के इस्‍तेमाल करने के लिए आसान बनाया जा सकता है। उन्होंने कार्यशाला में भाग ले रहे व्‍यक्तियों को इन विषयों को आत्मसात करने और आगे इन्‍हें सभी को व्यापक रूप से समझाने के लिए प्रोत्साहित किया । श्री लवासा ने प्रतिभागियों को स्मरण दिलाया कि भारत निर्वाचन आयोग के प्रयासों का केन्द्रीय थीम निर्वाचनों को अधिकाधिक समावेशी बनाना है। इन एप्‍लीकेशनों के प्रयोग से, उचित प्रतिक्रियाएं सुनिश्चित की जानी चाहिए क्योंकि नागरिक अच्छी गुणवत्ता वाली सेवाओं की मांग करते हैं ।
          मुख्य निर्वाचन आयुक्त, श्री सुनील अरोड़ा ने कहा कि प्रौद्योगिकी वास्तव में एक प्रमुख स्थिति परिवर्तक है । प्रशिक्षण कार्यशालाओं में मुख्य उद्देश्य सुनना, सीखना, आत्मसात करना और उसका उपयोग करना होना चाहिए । उन्होंने संकेत दिया कि अब निर्वाचनों में कुछ ही समय बचा है और जो कुछ भी सीखा हुआ है उसे पूरी तरह समेकित करके मतदाता को सुविधाएं प्रदान करने में उसका उपयोग सुनिश्चित किया जाना चाहिए ।
          सभी राज्यों एवं संघ शासित क्षेत्रों को जिन एप्लीकेशन के लिए प्रशिक्षण दिया गया था उनमें से एक महत्वपूर्ण एप्लीकेशन सी विजिल था । सी विजिल एप आदर्श आचार संहिता / व्यय उल्लंघन का समय अंकित करते हुए, साक्ष्य आधारित सबूत उपलब्ध करवाता है जिसमें अपने आप अवस्थिति सम्‍बन्‍धी आंकड़ों के साथ-साथ सजीव फोटो / वीडियो आ जाते हैं । कोई भी नागरिक मोबाइल एप के माध्यम से शिकायत दर्ज कर सकता है । उसके बाद उड़न दस्ते मामले की छानबीन करते हैं और रिटर्निंग अधिकारी निर्णय लेता है । निर्धारित समय सीमा के भीतर सी विजिल की वस्‍तुस्थिति को सी विजिल शिकायतकर्ता के साथ साझा किया जा सकता है ।
          इस अवसर पर सी विजिल प्रयोक्ता मैनुअल एवं ईवीएम प्रबंधन प्रणाली प्रयोक्ता मैनुअल भी जारी किए गए । आज 'वोटर हेल्पलाइन' नामक एक नया एंड्राएड आधारित मोबाइल एप भी शुरू किया गया । यह एप सभी नागरिकों को निर्वाचक नामावली में अपने नामों को ढूंढने, ऑनलाइन फार्म भेजने, एप्लीकेशन की स्थिति की जांच करने, शिकायत दर्ज करने और अपने मोबाइल एप पर  उत्तर प्राप्त करने की सुविधा प्रदान करता है । इस मोबाइल एप के माध्यम से सभी फार्म, परिणाम, अभ्यर्थी शपथ पत्र, प्रेस नोट, मतदाता जागरूकता और महत्वपूर्ण अनुदेश उपलब्ध हैं ।
          दिव्यांग व्यक्तियों को नए रजिस्ट्रीकरण, पते में परिवर्तन, विवरणों में परिवर्तन और मोबाइल एप्लीकेशन के प्रयोग से स्वयं को दिव्यांग व्यक्ति के रूप में चिन्हित करने के लिए आवेदन करने में सहायता करने हेतु एक 'दिव्यांग एप' भी शुरू किया गया था । दिव्यांग व्यक्तियों के केवल सम्पर्क विवरणों को प्रविष्ट करते ही, बूथ स्‍तरीय अधिकारी के पास उनकी दहलीज तक सुविधाएं पहुंचाने के लिए संदेश पहुंच जाता है। दिव्यांग व्यक्ति मतदान के दौरान व्हीलचेयर की भी मांग कर सकते हैं ।
          भारत निर्वाचन आयोग द्वारा नवीनतम प्रौद्योगिकी के प्रयोग से मौजूदा निर्वाचन प्रणाली का संवर्धन होने के अलावा नूतन निर्वाचन कार्यकलापों का भी प्रचार हुआ है । निर्वाचनों के प्रभावी  संचालन के लिए, भारत निर्वाचन आयोग को निर्वाचनों की दिन-प्रतिदिन की प्रक्रियाओं में सुव्यवस्थित प्रौद्योगिकी के प्रयोग को समेकित करने का एक मार्ग प्राप्त हो गया है ।

  5. Photo voter slips not to be valid as stand-alone identification document for voting

    PRESS NOTE
    Subject: Photo voter slips not to be valid as stand-alone identification   document for voting.
    Electors Photo Identity Card (EPIC) or one of the eleven specified photo identity documents, essential for casting vote.
    The Election Commission of India has directed that all electors in all constituencies who have been issued Electors Photo Identity Card (EPIC) have to produce the Electors Photo Identity Card for their identification at the polling station before casting their votes. Those electors who are not able to produce the EPIC shall produce one of the following alternative photo identity documents for establishing their identity. The list of eleven documents is: 
    Passport, Driving License, Service Identity Cards with photograph issued to employees by Central/State Govt./PSUs/Public Limited Companies, Passbooks with photograph issued by Bank/Post Office, PAN Card, Smart Card issued by RGI under NPR, MNREGA Job Card, Health Insurance Smart Card issued under the scheme of Ministry of Labour, Pension document with photograph, Official identity cards issued to MPs/MLAs/MLCs, and Aadhaar Card.  Overseas electors shall have to produce their original passport only for identification. To assist the Voters, the Commission has further directed its officers that in the case of EPIC, minor discrepancies in the entries should be ignored, provided the identity of the elector can be established by the EPIC. If an elector produces an EPIC which has been issued by the Electoral Registration Officer (ERO) of another Assembly Constituency, such card shall also be accepted for identification, provided the name of that elector finds place in the electoral roll pertaining to the polling station where the elector has turned up for voting.  If it is not possible to establish the identity of the elector on account of mismatch of photograph, etc. the elector shall have to produce one of the above mentioned alternative photo documents.
    Previously, the Commission had allowed Photo Voter Slip (PVS) as a document for identification. However, there have been representations against its use as a stand-alone identification document on the grounds of misuse since PVSs are printed after the finalization of the roll and distributed just close to the poll day through Booth Level Officers (BLO). The design of PVS does not incorporate any security feature. In fact, Photo Voter Slip was started as an alternative document, since the coverage of EPIC was not complete in earlier years. Currently, more than 99% electors possess EPIC, and more than 99% adults have been issued Aadhar Cards.
    Considering all the above listed facts, the Commission has now decided that PVS shall henceforth not be accepted as a stand-alone identification document for voting.  However, PVS will continue to be prepared and issued to electors as part of the awareness building exercise.  In order to make it clear to the electors that PVS shall not be accepted as a stand-alone identification document for voting, the words `THIS SLIP WILL NOT BE ACCEPTED FOR THE PURPOSE OF IDENTIFICATION IN POLLING STATION. YOU ARE REQUIRED TO CARRY EPIC OR ONE OF THE 11 ALTERNATIVE DOCUMENTS SPECIFIED BY THE COMMISSION FOR VOTING” shall be printed on the Photo Voter Slip in bold letters.
    All Returning Officers and Presiding Officers are being informed of these instructions. A copy of the instructions translated in the vernacular language will be supplied to each Presiding Officer. The Commission has directed to publicize the order immediately through Gazette notifications and through print/electronic media at regular intervals till poll day for public awareness.

    Subject: Voter Helpline: 1950
    In view of the impending General Elections, the Election Commission of India has strengthened its Voter Helpline to make it easy for the Voters to get authentic information pertaining to their voter registration.  The range of services provided by the Helpline Number 1950 have been refurbished and made easily accessible.
    The enrolled electors in the Electoral Roll can check the details of their personal information, the Polling Station planned for them to visit on the Poll Day and to know the contact details of Booth Level Officers, Electoral Registration Officers and District Election Officers, by using the Voter Helpline Mobile App or through www.nvsp.in  Portal or by calling 1950 Helpline Number.  In the same line, services through SMS can also be availed by citizens by sending SMS without any cost to 1950.  Formats in which such SMSs can be sent are:
    (i) ECI <EPIC Number>  <0 (for reply in English) or <1 (for reply in the regional language).   (ii) ECIPS <EPIC Number>    This will fetch the address of the Polling Station, where the said EPIC Number bearer needs to go to cast the vote.
    (iii) ECICONTACT <EPIC Number>   This will fetch the reply providing the sender with contact details of Booth Level Officers, Electoral Registration Officers and District Election Officers.
    Since mere possession of EPIC Card is not enough for the electors but their names should also be there in the electoral roll for enabling them to cast their vote on the poll day, it is necessary that the citizens/electors should check that their names figure in the electoral rolls.  If they are not enrolled, they can submit Form 6 online through www.nvsp.in or submit the form through Mobile APP or hard copy to the respective ERO Offices.  If there is any correction needed, they can submit Form 8 for necessary correction online through NVSP or through Mobile App or hard copy to respective ERO offices.  Also if their addresses are changed within the part, they need to submit Form 8A on the same lines as above.
    It is also clarified that all these services can be obtained directly or by approaching the concerned officials appointed by the Election Commission of India.  ECI has not authorized any intermediaries to provide these services.

    PRESS NOTE
    Sub: General election to 17th Lok Sabha, 2019 and State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim 2019 - Media Coverage during the period referred to in Section 126 of RP Act, 1951.
    The Schedule for holding general election to the 17th Lok Sabha 2019 and Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim 2019 has been announced on 10th March, 2019.  Poll is scheduled to be held in multiple phases. Section 126 of the Representation of the People Act, 1951, prohibits displaying any election matter by means, inter alia, of television or similar apparatus, during the period of 48 hours before the hour fixed for conclusion of poll in a constituency. The relevant portions of the said Section 126 are re-produced below:
    (126. Prohibition of public meeting during period of forty-eight hours ending with hour fixed for conclusion ofpoll-
    (1) No person shall-
    (a).....................
    (b) Display to the public any election matter by means of cinematograph, television or other similar apparatus;
    (c)........................
    In any polling area during the period of forty-eight hours ending with the hour fixed for the conclusion of the poll for any election in the polling area.
    (2) Any person who contravenes the provisions of sub-section (1) shall be punishable with imprisonment for a term which may extend to two years, or with fine, or with both.
    (3) In this Section, the expression “election mater” means any.matter intended or calculated to influence or affect the result of an election)
    2. During elections, there are sometimes allegations of violation of the provisions of the above Section 126 of the Representation of the People Act, 1951 by TV channels in the telecast of their panel discussions/debates and other news and current affairs programmes. The Commission has clarified in the past that the said Section 126 prohibits displaying any election matter by means, inter alia, of television or similar apparatus, during the period of 48 hours ending with the hour fixed for conclusion of poll in a constituency. "Election matter" has been defined in that Section as any matter intended or calculated to influence or affect the result of an election. Violation of the aforesaid provisions of Section 126 is punishable with imprisonment upto a period of two years, or with fine or both.
    3. The Commission once again reiterates that the TV/Radio channels and cable networks/internet website/social media platforms should ensure that the contents of the programmes telecast/broadcast/ displayed by them during the period of 48 hours referred to in Section 126 do not contain any material, including views/appeals by panelists/participants that may be construed as promoting/ prejudicing the prospect of any particular party or candidate(s) or influencing/ affecting the result of the election. This shall, among other things include display of any opinion poll and of standard debates, analysis, visuals and sound-bytes.
    4. In this connection, attention is also invited to Section 126A of the R.P. Act 1951, which prohibits conduct of Exit poll and dissemination of its results during the period mentioned therein, i.e. the hour fixed for commencement of poll in the first phase and half an hour after the time fixed for close of poll for the last phase in all the States.
    5. During the period not covered by Section 126, concerned TV/Radio/Cable/FM channels/internet websites/Social Media platforms are free to approach the state/ district/ local authorities for necessary permission for conducting any broadcast/Telecast related events (other than exit polls) which must also conform to the provisions of the model code of conduct, the programme code laid down by the Ministry of Information and Broadcasting under the Cable Network  (Regulation)  Act  with  regard to decency,  maintenance  of communal  harmony,  etc.  All Internet websites and Social Media platforms must also comply with the provisions of The Information      Technology      Act,      2000     and      ECI     guidelines No-491/SM/2013/Communication, dt 25thOctober,2013, for all political content on their platform. As regards political advertisement, the same needs pre-certification by the Committees set up at State/District level as per the Commission's order  No. 509/75/2004/JS-I, dt 15th April,2004.
    6. Attention of all print media is also drawn to the following guidelines issued    by Press Council of India to follow for observance during the election:
    i. It will be the duty of the Press to give objective reports about elections and the candidates.  The newspapers are not expected to indulge in unhealthy election campaigns, exaggerated reports about any candidate/party or incident during the elections.  In practice, two or three closely contesting candidates attract all the media attention. While reporting on the actual campaign, a newspaper may not leave out any important point raised by a candidate and make an attack on his or her opponent. ii. Election campaign along communal or caste lines is banned under the election rules. Hence, the Press should eschew reports, which tend to promote feelings of enmity or hatred between people on the ground of religion, race, caste, community orlanguage. iii. The Press should refrain from publishing false or critical statements in regard to the personal character and conduct of any candidate or in relation to the candidature or withdrawal of any candidate or his candidature, to prejudice the prospects of that candidate in the elections. The Press shall not publish unverified allegations against any candidate/party. iv. The Press shall not accept any kind of inducement, financial or otherwise, to project a candidate/party. It shall not accept hospitality or other facilities offered to them by or on behalf of any candidate/party.
    v. The Press is not expected to indulge in canvassing of a particular candidate/party. If it does, it shall allow the right of reply to the other candidate/party.
    vi. The Press shall not accept/publish any advertisement at the cost of public exchequer regarding achievements of a party/ governmentin power.
    vii. The Press shall observe all the directions/ orders/instructions of the Election Commission/Returning Officers or Chief Electoral Officer issued from time to time.
     
    7. Attention of the electronic media is invited to the "Guidelines for Election Broadcasts" issued by NBSA dt 3rd March, 2014.
    i. News broadcasters should endeavour to inform the public in an objective manner, about relevant electoral matters, political parties, candidates, campaign issues and voting processes as per rules and regulations laid down under The Representation of the People Act 1951 and by the Election Commission of India. ii. News channels shall disclose any political affiliations, either towards a party or candidate. Unless they publicly endorse or support a particular party or candidate, news broadcasters have a duty to be balanced and impartial, especially in their election reporting.
    iii. News broadcasters must endeavour to avoid all forms of rumor, baseless speculation and disinformation, particularly when these concern specific political parties or candidates. Any candidate/political party, which has been defamed or is a victim of misrepresentation, misinformation or other similar injury by broadcast of information should be afforded prompt correction, and where appropriate granted an opportunity of reply.
    iv. News broadcasters must resist all political and financial pressures which may affect coverage of elections and election related matters.
    v. News broadcasters should maintain a clear distinction between editorial and expert opinion carried on their news channels.
    vi. News broadcasters that use video feed from political parties should disclose it and appropriately tagged.
    vii. Special care must be taken to ensure that every element of news/ programmes dealing with elections and election related matters is accurate on all facts relating to events, dates, places and quotes. If by mistake or inadvertence any inaccurate information is broadcast, the broadcaster must correct it as soon as it comes to the broadcaster's notice with the same prominence as was given to the original broadcast.
    viii. News broadcasters, their journalists and officials must not accept any money, or valuable gifts, or any favour that could influence or appear to influence, create a conflict of interest or damage the credibility of the broadcaster or their personnel.
    ix. News broadcasters must  not  broadcast  any  form  of  'hate  speech' or other obnoxious content  that may lead  to incitement  of violence or promote public unrest or disorder as election campaigning based  on communal or caste factors is prohibited under Election Rules. News broadcasters should strictly avoid reports which tend to promote feelings of enmity or hatred among people, on the ground of religion, race, caste, community, region or language.
    x. News broadcasters are required to scrupulously maintain a distinction between news and paid content.  All paid content should be clearly marked as "Paid Advertisement" or "Paid Content”: and paid content must be carried in compliance with the "Norms & Guidelines on Paid News" dated 24.11.2011 issued by NBA.
    xi Special care must be taken to report opinion polls accurately and fairly, by disclosing to viewers as to who commissioned, conducted and paid for the conduct of the opinion polls and the broadcast. If a news broadcaster carries the results of an opinion poll or other election projection, it must also explain the context, and the  scope and limits of such polls with their limitations. Broadcast of opinion polls should be accompanied by information to assist viewers to understand the poll's significance, such as  the methodology used, the sample size, the margin of error, the fieldwork dates, and data used. Broadcasters should also disclose how vote shares  are converted to seat shares.
    xii. The broadcasters shall not broadcast any "election matter" i.e. any matter intended or calculated to influence or affect the result of an election, during the 48 hours ending with the hours fixed for the conclusion of poll in  violation of Section 126(1)(b) of  the Representation of the People Act1951.
    xiii. The Election Commission of India (ECI) will monitor the broadcasts made by news broadcasters from the time elections are announced until the conclusion and announcement of election results. Any violation by member broadcasters reported to the News Broadcasting Standards Authority (NBSA) by the Election Commission will be dealt with by the NBSA under its regulations.
    xiv. Broadcasters should, to the extent possible, carry voter education programmes to effectively inform voters about the voting process,  the importance of voting, including how, when and where to vote, to register to vote and the secrecy of theballot.
    xv. News broadcasters must not air any final, formal and definite results until such results are formally announced by the Election Commission of India, unless such results are carried with clear disclaimer that they are unofficial or incomplete or partial results or projections which should not be taken as final results.
     
    8. Internet and Mobile Association of India (IAMAI) has also developed a “Voluntary Code of Ethics” for all the participating social media platforms to ensure free, fair & ethical usage of their platforms to maintain integrity of electoral process during the general elections to the Lok Sabha 2019 and Legislative Assemblies of four states and the bye-elections being held simultaneously. Attention of all concerned Social Media platforms is invited to the following text of “Voluntary Code of Ethics” dt 20th March, 2019:   
    i. Participants will endeavour to, where appropriate and keeping in mind the principle of freedom of expression, deploy appropriate policies and processes to facilitate access to information regarding electoral matters on their products and/ or services.
    ii. Participants will endeavour to voluntarily undertake information, education and communication campaigns to build awareness including electoral laws and other related instructions. Participants will also endeavour to impart training to the nodal officer at ECI on their products/ services, including mechanism for sending requests as per procedure established by law.
    iii. Participants and the Election Commission of India (ECI) have developed a notification mechanism by which the ECI can notify the relevant platforms of potential violations of Section 126 of the Representation of the People Act, 1951 and other applicable electoral laws in accordance with procedures established by law. These valid legal orders will be acknowledged and/ or processed within 3 hours for violations reported under Section 126 as per the Sinha Committee recommendations. All other valid legal requests will be acted upon expeditiously by the Participants, based on the nature of reported violation.
    iv. Participants are creating/opening a high priority dedicated reporting mechanism for the ECI and appoint dedicated person(s) / teams during the period of General Elections to interface with and to exchange feedback as may assist with taking expeditious action upon receipt of such a lawful request, following due legal process, from the ECI.
    v. Participants will provide a mechanism for relevant political advertisers, in accordance with their obligations under law, to submit pre-certificates issued by ECI and/ or Media Certification & Monitoring Committee (MCMC) of the ECI in relation to election advertisements that feature names of political parties, candidates for the 2019 General Elections. Further, Participants shall expeditiously process/action paid political advertisements lawfully notified to Participants by the ECI that do not feature such certification.
    vi. Participants will commit to facilitating transparency in paid political advertisements, including utilising their pre-existing labels/ disclosure technology for such advertisements.
    vii. Participants will, pursuant to a valid request received from the ECI, via Internet and Mobile Association of India (IAMAI) provide an update on the measures taken by them to prevent abuse of their respective platforms.
    viii. IAMAI will coordinate with the Participants on the steps carried out under this Code and IAMAI as well as Participants will be in constant communication with the ECI during the election period.
    The above guidelines should be duly observed for compliance by all the concerned media.

    आज, निर्वाचन सदन में कुछ राष्‍ट्रीय और राज्‍य स्‍तरीय मान्‍यता प्राप्‍त राजनैतिक दलों का प्रतिनिधिमंडल आयोग से मिला।
    आयोग ने वोटर वेरीफाएबल पेपर ऑडिट ट्रेल मशीन (वीवीपीएटी) पर्चियों की गणना के सम्‍बन्‍ध में प्रतिनिधियों के सरोकारों संबंधी मांगों के बारे में सुना।
    आयोग ने राजनैतिक दलों को आश्‍वास्‍त किया कि उनके द्वारा उठाए गए मुद्दों पर विचार किया जाएगा और उनकी जांच की जाएगी । राजनैतिक दलों द्वारा किए गए प्रकथनों पर विचार करते हुए, आयोग विभि‍न्‍न माननीय न्‍यायालयों द्वारा दिए गए निर्णयों को ध्‍यान में रखेगा तथा साथ ही इस विषय पर भारतीय सांख्यिकीय संस्‍थान की रिपोर्ट शीघ्र अपेक्षित होने के अतिरिक्‍त, किसी प्रतिक्रिया को अंतिम रुप देने से पहले जमीनी स्‍तर पर समग्र प्रशासनिक और प्रचालानात्‍मक व्‍यवहार्यता को भी ध्‍यान में रखेगा।

    विषय : 25 जनवरी 2019 को मनाया जाने वाला नौवां राष्ट्रीय मतदाता दिवस
    पूरे देश में 25 जनवरी, 2019 को 6 लाख से अधिक स्थानों पर नौवां राष्ट्रीय मतदाता दिवस मनाया जाएगा जिसमें देश-भर के लगभग 10 लाख मतदान केन्द्रों को कवर किया जाएगा । राष्ट्रीय मतदाता दिवस के समारोह में नए मतदाताओं का सम्मान किया जाएगा और उन्हें उनके ईपीआईसी (निर्वाचक फोटो पहचान पत्र) दिए जाएंगे ।
    भारत निर्वाचन आयोग द्वारा मानेकशॉ केन्द्र, दिल्ली छावनी में आयोजित किए जा रहे इस राष्ट्रीय समारोह में भारत के महामहिम राष्ट्रपति श्री राम नाथ कोविंद मुख्य अतिथि होंगे । श्री रवि शंकर प्रसाद, माननीय कानून मंत्री भी इस राष्ट्रीय समारोह की शोभा बढ़ाएंगे । आगामी लोकसभा निर्वाचन के मद्देनजर राष्ट्रीय मतदाता दिवस के थीम के रूप में “कोई भी मतदाता न छूटे” का चयन किया गया है ।
    इस अवसर पर एक तिमाही पत्रिका, महत्वपूर्ण है मत मेरा, का शुभारंभ किया जा रहा है और आयोग द्वारा इसकी पहली प्रति महामहिम राष्ट्रपति जी को भेंट की जाएगी ।
    निर्वाचनों के संचालन में उत्कृष्ट कार्य के लिए अधिकारियों को सर्वोत्तम निर्वाचन प्रक्रियाओं हेतु राष्ट्रीय पुरस्कार प्रदान किए जाएंगे । इसके अलावा, उन सिविल सोसायटी संगठनों और मीडिया हाउसों को भी पुरस्कार दिए जाएंगे, जिन्होंने मतदाता जागृति और आउटरीच के क्षेत्र में उत्कृष्ट योगदान दिया है ।
    बंगला देश, भूटान, कजाखस्तान, मालदीव, रूस और श्रीलंका के मुख्य निर्वाचन आयुक्त और वरिष्ठ अधिकारी भी इस समारोह की शोभा बढ़ाएंगे । विभिन्न देशों के राजनयिकों और लोकतंत्र एवं निर्वाचनों के क्षेत्र में कार्यरत राष्ट्रीय एवं अंतरराष्ट्रीय संगठनों के प्रतिनिधियों के अलावा राजनैतिक दलों के सदस्यों, संसद सदस्यों द्वारा भी इस राष्ट्रीय समारोह में भाग लेने की आशा है ।

    भारत निर्वाचन आयोग द्वारा आज नई दिल्ली में और राज्यों की राजधानी के मुख्य निर्वाचन अधिकारियों द्वारा तथा जिलों में जिला निर्वाचन अधिकारियों द्वारा मतदाता जागरूकता मंचों (वीएएफ) की शुरुआत की गई 
    आज प्रवासी भारतीय केन्द्र, नई दिल्ली में भारत सरकार के 44 मंत्रालयों के नोडल अधिकारियों और भारतीय  उद्योग परिसंघ (सीआईआई) तथा फेडरेशन ऑफ इंडियन चेंबर ऑफ कामर्स एंड इंडस्ट्री (फिक्की) के प्रतिनिधियों को संबोधित करते हुए आयोग ने उनसे तत्काल मतदाता जागरूकता मंच स्थापित करने और निर्वाचक नामावली में सभी अधिकारियों और कर्मचारियों को पंजीकरण करवाने के लिए सुविधा प्रदान करने का आग्रह किया ।

     
    मुख्य निर्वाचन आयुक्त, श्री सुनील अरोड़ा ने कहा कि संविधान के संस्थापकों का देश के नागरिक वर्ग पर पूरा भरोसा था और इसलिए उन्होंने भारत की जनता को सार्वभौमिक व्यस्क मताधिकार का उपहार दिया जबकि अन्य लोकतंत्रों ने अपने नागरिकों को यह अधिकार देने में वर्षों लगा दिए । अतः, यह हमारी सामूहिक जिम्मेवारी है कि हम इस अधिकार का महत्व जानें  और इसे संभाल कर रखें और इस प्रयास में मतदाता जागरूकता मंचों को एक महत्वपूर्ण भूमिका का निर्वहन करना है । उन्होंने नोडल अधिकारियों से कहा कि वे मतदाता जागरूकता मंच के लक्ष्यों जो कि जागरूक और नैतिक सहभागिता को प्रोत्साहित करना है और जिसका प्रथम चरण पंजीकरण है, के लिए स्वयं को प्रतिबद्ध कर दें ।
    निर्वाचन आयुक्त, श्री अशोक लवासा ने कहा कि सरकार के हजारों अचर्चित और बिना किसी श्रेय के काम करने वाले कर्मचारी विभिन्न क्षमताओं और भूमिकाओं में निर्वाचन प्रक्रिया को संरक्षित करने के कार्य की जिम्मेवारी लेते हैं । अधिकारियों को “लोकतंत्र के राजदूत” कहते हुए, श्री लवासा ने कहा कि नोडल अधिकारी के रूप में अब वे अपने कार्यस्थल पर सहयोगियों और स्टाफ को शिक्षित करेंगे तथा यह सुनिश्चित करेंगे कि उनके मंत्रालयों और विभागों के सभी सदस्य पंजीकरण करवाने से लेकर मत डालने तक की निर्वाचन प्रक्रिया से भली-भांति परिचित हों । अब उन पर यह एक अतिरिक्त जिम्मेवारी होगी ।
    इससे पहले, इस अवसर पर बोलते हुए वरिष्ठ उप निर्वाचन आयुक्त ने सभी उपस्थितों को ‘मतदाता सत्यापन तथा सूचना’ अभियान के बारे में सूचित किया जो आयोग शुरू कर रहा है और मतदाता जागरूकता मंचों से कहा कि वे सदस्यों को उनके नाम और ब्योरे ईसीआई के ऑनलाइन एनवीएसपी पोर्टल और मतदाता हेल्पलाइन संख्या 1950 के माध्यम से निर्वाचक नामावली पर ढूंढने की सुविधा प्रदान करें ।  
    मतदाता जागरूकता मंच की अवधारणा से विभिन्न मंत्रालयों और महासंघों के अधिकारियों को परिचित करवाने तथा वीएएफ के नोडल अधिकारियों के रूप में उनकी भूमिका के बारे में उन्हें ब्रीफ करने के लिए आधे दिन की ब्रीफिंग आयोजित की गई । देशभर में मुख्य निर्वाचन अधिकारियों और जिला निर्वाचन अधिकारियों द्वारा इसी प्रकार के ब्रीफिंग सत्र आयोजित किए गए जहां क्रमशः विभागों, गैर-सरकारी विभागों, सिविल सोसाइटी संगठनों, कार्पोरेट और मीडिया घरानों के नोडल अधिकारियों को ब्रीफ किया गया ।
    मतदाता जागरूकता मंच परिचर्चाओं, प्रश्नोत्तरियों, प्रतियोगिताओं और अन्य सहभागिता संबंधी गतिविधियों के माध्यम से जागरूकता उत्पन्न करने वाला एक अनौपचारिक मंच है । संगठन के सभी कर्मचारियों से अपेक्षा की जाती है कि वे मतदाता जागरूकता मंच के सदस्य बनें और मतदाता जागरूकता मंच के अध्यक्ष के रूप में उस संगठन के प्रमुख कार्य करें ।
    मतदाता जागरूकता मंच, भारत निर्वाचन आयोग के निर्वाचक साक्षरता क्लब कार्यक्रम का एक भाग है । 25 जनवरी, 2018 को आठवें राष्ट्रीय मतदाता दिवस पर आरंभ किया गया निर्वाचक साक्षरता क्लब कार्यक्रम औपचारिक शिक्षा प्रणाली से बाहर रह जाने वालों को कवर करने के लिए प्रत्येक बूथ पर एक चुनाव पाठशाला और प्रत्येक शैक्षणिक संस्थान में निर्वाचक साक्षरता क्लब स्थापित करने की परिकल्पना की गई है । इस कार्यक्रम की शुरुआत के पहले वर्ष में देशभर में लगभ 2.11 लाख निर्वाचक साक्षरता क्लब पहले ही स्थापित किए जा चुके हैं ।

    Subject: Voter Awareness Forums shall be set up in Ministries, Departments and Other Institutions for promoting awareness on electoral process
    Voter Awareness Forums will be set up in Ministries, Government Departments, Non-Government Departments and other Institutions to promote electoral awareness. Election Commission of India will be briefing the Nodal Officers of Ministries, Government of India and a representative from Federations on 16th January 2019 at Pravasi Bhartiya Kendra, New Delhi.
    Similar briefing sessions are being held across the country by the Chief Electoral Officers and District Election Officers on the same day where nodal officers of Departments, Non-Govt Departments, CSOs, Corporate and Media Houses in the State and District are being briefed respectively. 
    Voter Awareness Forums are informal Forums for generating awareness around electoral process through activities like discussions, quizzes, competitions and other engaging activities. All employees of the Organisation are expected to become members of the VAF with the Head of the Organisation acting as Chair of VAF. 
    VAF is part of the Electoral Literacy Club programme of ECI. Launched on the 8th National Voters Day, 25th January 2018, the ELC programme envisages setting up of Electoral Literacy Club in every educational institution and Chunav Pathshala at every booth to cover those outside the formal education system.  Around 2.11 Lakh ELCs have already been established across the country in the first year of the launch of the programme.
     The ELCs and Chunav Pathshala activities are conducted by the Convener using a resource Guide where step by step instructions are given for conducting each activity. Separate Resource books have been developed for Class IX, X, XI and XII. A calendar of activities in a year has also be indicated. Total of 6-8 activities, with specific learning outcome, running into approximately 4 hours in all, have been identified for each class.

     भारत निर्वाचन आयोग ने आज लोक सभा और चार राज्‍यों की विधान सभा के आगामी निर्वाचनों की तैयारी के रूप में निर्वाचन होने वाले राज्‍यों में तैनात किए जाने वाले प्रेक्षकों हेतु पहला ब्रीफिंग सत्र आयोजित किया। आईएएस, आईपीएस अधिकारियों तथा साथ ही भारतीय राजस्‍व सेवा और कुछ अन्‍य केन्‍द्रीय सेवाओं से लिए गए 1800 से अधिक वरिष्‍ठ अधिकारियों ने इस ब्रीफिंग बैठक में भाग लिया। इन अधिकारियों को सामान्‍य, पुलिस और व्‍यय प्रेक्षकों के रूप में तैनात किया जा रहा है।

     
    प्रेक्षकों को उनकी महत्‍वपूर्ण भूमिका का स्‍मरण करवाते हुए मुख्‍य निर्वाचन आयुक्‍त, श्री सुनील अरोड़ा ने इंगित किया कि अधिकारियों को निष्‍ठावान होने की आवश्‍यकता है और उनके पास कोई विकल्‍प नहीं होना चाहिए सिवाय इसके कि वे यह सुनिश्चित करें कि कोई गलती न की जाए। श्री अरोड़ा ने स्‍मरण किया कि हाल ही में आयोजित राज्‍य निर्वाचनों में ईवीएम-वीवीपीएटी हेतु निर्धारित प्रोटोकाल का अनुसरण करने में चूक की घटनाओं या निर्वाचक नामावली से कुछ नामों के छूट जाने अथवा मतों की गणना में देरी का प्रतिशत नगण्‍य रहा है और पृष्‍ठभूमि में रहकर सभी अच्‍छा कार्य चलता रहा। उन्‍होंने अधिकारियों को याद दिलाया कि लोकतांत्रिक प्रक्रियाओं की आधारशिला के रूप में कार्य करने के लिए वर्ष 1950 से एक विशिष्‍ट संस्‍था के रूप में संस्‍थापित, भारत निर्वाचन आयोग विभिन्‍न कार्यक्षेत्रों के अधिकारियों को इसमें सम्मिलित करता रहा है जो सुपरिभाषित कर्तव्‍यों के अनुसार निर्वाचनों के संचालन में मदद करते हैं। मुख्‍य निर्वाचन आयुक्‍त ने इस बात पर बल दिया कि निर्वाचन प्रक्रिया का पालन करते समय अधिकारी प्रेक्षक के रूप में भारी कर्तव्‍यों का निर्वहन करते हैं और आयोग यह देखता है कि ये अधिकारी यह सुनिश्चित करें कि उन्‍हें विनिर्दिष्‍ट  कर्तव्‍यों का वे ईमानदारी से निर्वहन करें। श्री अरोड़ा ने नोट किया कि बदलते हुए समय में धनबल और साथ ही सोशल मीडिया के दुरूपयोग के बारे में सरोकार, नई चुनौतियों के रूप में सामने आ रहे हैं। उन्‍होंने कहा कि भारत निर्वाचन आयोग का प्रयास न केवल स्‍वतंत्र और निष्‍पक्ष निर्वाचन अपितु पारदर्शी, निष्‍पक्ष और नैतिक निर्वाचन भी आयोजित करवाना है।
    निर्वाचन आयुक्‍त, श्री अशोक लवासा ने समूह को स्‍मरण करवाया कि प्रेक्षक के रूप में उन्‍हें यह सुनिश्चित करने की आवश्‍यकता है कि ईसीआई के सभी अनुदेशों का अक्षरश: कार्यान्‍वयन हो। श्री लवासा ने उल्‍लेख किया कि हाल ही में आरंभ किए गए सी-विजिल ऐप ने आयोग की सहायता करने के लिए प्रत्‍येक नागरिक को सशक्‍त किया है ताकि वे आदर्श आचार संहिता के उल्‍लंघन के संबंध में अपनी आंखे खुली रखते हुए सतर्क रहें। परन्‍तु इस ऐप की उपलब्‍धता ने अपने आप ही निर्वाचन तंत्र का प्रबंधन और निरीक्षण करने वाले अधिकारियों पर और अधिक जिम्‍मेदारी डाल दी है। उन्‍होंने इस संबंध में पुन: उल्‍लेख किया कि प्रेक्षकों को जमीनी स्‍तर पर सभी स्‍टेकहोल्‍डरों के लिए सुलभ और उपलब्‍ध रहने की आवश्‍यकता है क्‍योंकि ये अधिकारी पूरी तरह से ईसीआई का अभिवृद्धित अंग होते हैं।

     
    अधिकारियों को संबोधित करते हुए निर्वाचन आयुक्‍त, श्री सुशील चन्‍द्रा ने अधिकारियों का ध्‍यान इस ओर आकर्षित किया कि प्रेक्षक के रूप में उनकी भूमिका आयोग की आंख और कान बनना है ताकि स्‍वतंत्र और निष्‍पक्ष निर्वाचन सुनिश्चित करने में सभी निवारक उपाय किए जा सकें। उन्‍होंने इंगित किया कि व्‍यय प्रेक्षकों की भूमिका तब और भी अधिक महत्‍वपूर्ण हो जाती है जब मतदाताओं को प्रलोभित करने के तरीके भी बहुत अभिनव हों।
    दिनभर के ब्रीफिंग सत्र के दौरान अधिकारियों को ईसीआई के वरिष्‍ठ उप निर्वाचन आयुक्‍त, उप निर्वाचन आयुक्‍तों और महानिदेशकों द्वारा निर्वाचन प्रबंधन के विभिन पहलुओं के बारे में व्‍यापक और गहन इनपुट दिए गए। निर्वाचन योजना, प्रेक्षक की भूमिका और जिम्‍मेदारियां, निर्वाचक नामावलियों से सम्‍बन्धित मुद्दों, आदर्श आचार संहिता के प्रवर्तन, विधिक प्रावधानों, ईवीएम/वीवीपीएटी प्रबंधन, मीडिया सहयोग और आयोग के अग्रगामी कार्यक्रम स्‍वीप (सुव्‍यवस्थित मतदाता शिक्षा और निर्वाचक सहभागिता) के अधीन चल रहे मतदाता सुविधा सम्‍बन्‍धी कार्यकलापों पर विस्‍तृत विषयक प्रस्‍तुतीकरण दिए गए। प्रेक्षकों को निर्वाचन प्रक्रिया के प्रभावी और कुशल प्रबंधन तथा मतदाता सुविधा हेतु आयोग द्वारा इस क्षेत्र में आरंभ की गई विभिन्‍न आईटी पहल और मोबाइल एप्‍लीकेशनों से परिचि‍त करवाया गया। प्रेक्षकों को ईवीएम और वीवीपीएटी का कार्यात्‍मक प्रदर्शन किया गया और उन्‍हें बहुआयामी तकनीकी सुरक्षा विशिष्टियों, प्रशासनिक प्रोटोकॉल और प्रक्रियात्‍मक सुरक्षापाय, जो ईवीएम ईको-सिस्‍टम को पूर्णत: सुरक्षित, मजबूत, विश्‍वसनीय, छेड़छाड़ रहित और प्रामाणिक बनाते हैं, सम्‍बन्‍धी लक्षणों के बारे में ब्रीफ किया गया।  
     

     
    निर्वाचन प्रबंधन के विभिन्‍न विषयों पर सभी विषयक प्रस्‍तुतीकरणों के संकलन, राज्य/संघ राज्‍य क्षेत्र प्रोफाइल और राष्‍ट्रीय निर्वाचन प्‍लानर और निर्वाचन व्‍यय अनुवीक्षण पर अनुदेशों का सार-संग्रह, जैसे व्‍यापक प्रकाशनों का आयोग द्वारा अनावरण किया गया जिन्‍हें प्रेक्षकों को उपलब्‍ध करवाया गया ताकि उनके काम में आसानी हो सके।   
    भारत निर्वाचन आयोग ने पहली बार एक नया मोबाइल ऐप ‘ऑब्‍ज़र्वर ऐप’ शुरू किया है। इस ऐप का प्रयोग करते हुए सामान्‍य, पुलिस और व्‍यय प्रेक्षक सुरक्षित तरीके से अपनी प्रेक्षक रिपोर्ट ईसीआई को प्रस्‍तुत कर सकते हैं जिससे वे मोबाइल ऐप से सुसंगत दस्‍तावेजों को अपलोड कर सकते हैं। प्रेक्षक ड्यूटी पर रहते हुए सभी महत्‍वपूर्ण अधिसूचनाएं, एलर्ट और तत्‍काल संदेश, इस ऐप पर प्राप्‍त करेंगे। यह प्रेक्षकों को उनकी तैनाती की स्थिति, पहचान पत्र डाउनलोड करने और प्रोफाइल अपडेट करने में सुविधा प्रदान करेगा। चूंकि, प्रेक्षक आदर्श आचार संहिता के उल्‍लंघन सम्‍बन्‍धी  मामलों के रियल-टाइम निष्‍पादन में पूरी तरह से शामिल रहेंगे इसलिए सी-विजिल ऐप उनके क्षेत्राधिकार में इन सभी मामलों को देखने में मदद करेगा। उड़न दस्‍तों द्वारा मामले की जांच कर लेने के पश्‍चात, प्रेक्षक लिखित टिप्‍पणी कर सकते हैं। निर्वाचन की संपूर्ण प्रक्रिया के दौरान प्रेक्षक ईसीआई के साथ प्रतिनियुक्ति पर होते हैं।

    The 9th National Voters’ Day (NVD) is celebrated across the country on 25th January 2019. The theme for NVD this year was ‘No Voter to be Left Behind’ reiterating the commitment of Election Commission of India (ECI) in view of the Lok Sabha elections due this year.
     
    Hon’ble President of India Sh. Ram Nath Kovind, while presiding over the National Function organized by ECI at Manekshaw Centre, Delhi hailed various interventions taken up by the Commission for conduct of free, fair and participative elections and particularly appreciated the initiatives for reaching out to voters in the remotest corner to enroll their names in the electoral roll and to encourage them to exercise the Right to Vote. Referring to his recent visit to Gir National Forest in Gujarat where he came to know about set up of a polling station in the remote location that too for a single voter, Shri Kovind lauded the efforts of ECI to make every vote count in consonance with the theme of the year.
    He said that the framers of our Constitution set up the Election Commission as an independent and constitutional body one day before the birth of the Republic of India. This reflects an immense regard and deep-rooted belief in democracy and the democratic spirit. Talking about the electoral process – beginning with the preparation of electoral rolls and concluding with the declaration of election results – he said it is difficult for an ordinary person to comprehend the complexity of the entire process. The President said that through all this, the credibility of Indian electoral system has continuously strengthened and Indian voters have a firm belief in the integrity, diligence, fairness and transparency of the election mechanism of the country.
     
    Applauding winners of the National Awards the President asked them to keep contributing to conduct of free and fair elections. Congratulating the new voters who were handed over the EPIC on this occasion, he asked them to take informed decision while casting their vote and said that their decision will define the future of the country. He said, Voters and Election Commission are most crucial to democracy and they compliment each other and also appreciated various initiatives taken by the Commission under the SVEEP programme particularly mentioning the Electoral Literacy Club (ELC) Programme and the All Women Managed Polling Station initiative.
    On receiving the inaugural issue of the new magazine of ECI he said that the magazine is most appropriately titled “My Vote Matters” and Every Vote counts equally in the formation of a government.
    Speaking on the same occasion, Sh Ravi Shankar Prasad, Union Minister, Law & Justice complimented ECI for the stellar role played by it for strengthening the Indian democracy. He lauded the courage, commitment and foresight shown by successive Commissions for conduct of free & fair elections and said that all should trust and believe the sanctity of the election process. Appreciating various initiatives of ECI for voter education and outreach he said voter education is integral to a good democracy.
    Earlier while addressing the audience, Shri Sunil Arora, Chief Election Commissioner reiterated Commission’s commitment to make elections more and more inclusive, voter friendly, transparent and festive and shared the new initiatives being taken up for efficient and effective connect with the voters and for strengthening the elector confidence.
    He briefed the audience about the cVIGIL initiative that provides time stamping proof of model code of conduct and expenditure violation by empowering every citizen to click a photo or video using Smartphone.
    In his welcome address, Shri Ashok Lavas, Election Commissioner briefed the audience about the significance of the day, saying that on this day we celebrate liberty and maturing of young minds into responsible citizens and thanked all stakeholders including voluntary organisations for their support.
    The First Issue of ECI’s quarterly bi-lingual magazine ‘My Vote Matters’ was presented by the Commission to the Hon’ble President of India. The new magazine hosts interesting and informative articles on many core subjects, new initiatives and topics of concurrent interest in elections, electoral processes and practices with the objective of developing a larger connect and interface with all the Stakeholders.
     As part of the regular NVD activity of felicitating the newly eligible voter, 6 young voters from Delhi were handed over their EPIC by the Hon’ble President.
    The National Awards for the Best Electoral Practices were conferred to Officers for outstanding performance in the conduct of elections. Special Awards were given to Departments and Officers from various departments for their contribution in smooth conduct of elections the general election to the Assemblies of 9 states in 2018. In addition, Awards were also given to CSOs and Media Houses who have made outstanding contribution in the field of voter awareness and outreach in these elections.  (Brochure attached)
    Chief Election Commissioners and senior officials from Bangladesh, Bhutan, Kazakhstan, Maldives, Russia and Sri Lanka and Heads/Senior Representatives of International Organisations viz. Malaysian Commonwealth Studies Centre, U.K.; International Centre for Parliamentary Studies, U.K. and International Institute for Democracy and Electoral Assistance (IDEA) graced the occasion and also visited the new campus of the India International Institute of Democracy and Election Management (IIIDEM) at Dwarka, New Delhi. Members of Political Parties, Members of Parliament besides Diplomats from various countries and representatives from national and international organizations working in the area of democracy and elections attended the National Voters’ Day function.  
    The National Voters’ Day (NVD) is celebrated all over the country on January 25 every year since 2011 to mark the Foundation day of Election Commission of India, which was established on this day in the year 1950. The main purpose of the NVD celebration is to encourage, facilitate and maximize the enrollment, especially for the new voters. Dedicated to the voters of the country, the Day is utilized to spread awareness among voters for promoting informed participation in the electoral process.

  20. Election Commission of India to host International Conference on ‘Making Our Elections Inclusive and Accessible’

    Sub: Election Commission of India to host International Conference on ‘Making Our Elections Inclusive and Accessible’ 
    In consonance with the 9th National Voters’ Day to be held on 25th January 2019, Election Commission of India (ECI) is going to host an International Conference on ‘Making Our Elections Inclusive and Accessible’ on 24th January 2019. Besides Chief Election Commissioner Sh. Sunil Arora and Election Commissioner Sh. Ashok Lavasa, Heads and dignitaries from six Election Management Bodies (EMBs) viz. Bangladesh, Bhutan, Kazakhstan, Maldives, Russia & Sri Lanka and three International Organisations viz. Malaysian Commonwealth Studies Centre, U.K and International Institute for Democracy and Electoral Assistance (IDEA) and International Centre for parliamentary Studies (ICPS) will participate in the event. 
    There will be two sessions during the Conference where representatives from the EMBs and International Organisations will participate and share their experiences, best practices and initiatives aimed at electoral engagement, enrolment and active participation in inclusive and accessible voting exercise in various countries. 
    During the Conference another issue of ECI’s quarterly magazine “Voice International” will be released which will carry the theme of “Making polling stations accessible and voter friendly”. On the sidelines of the Conference, ECI will also renew Memorandum of Understanding (MOU) for cooperation in the field of election management with the Election Commission of Bhutan.
    The MoUs provide for an institutional framework and aim for promotion of exchanges of knowledge and experience in the field of organizational and technical development, with a view to strengthen the administration of electoral processes; exchange of information, material, expertise and technical know-how relating to electoral processes and systems; training of personnel and organizational development and capacity building.
    Election Commission of India has, so far, signed MOUs with twenty-five Election Management Bodies and International Organizations (viz. Australia, Bosnia-Herzegovina, Brazil, Chile, Fiji, Georgia, Ivory Coast, Guinea, Republic of Korea, Kyrgyz Republic, Libya, Mauritius, Mexico, Moldova, Myanmar, Nepal, Russia, South Africa, Suriname, Yemen and United Nations, Intl. IDEA & IFES). 
    The International Conference is being organised with the purpose of sharing the experience of different EMB’s, International Institutions and Experts with regard to analysis of barriers, policy interventions, strategies, programmes, good practices and technological innovation for inclusive and accessible election. The international delegates will also attend the National Voters’ Day Celebrations in New Delhi besides visiting the new campus of the India International Institute of Democracy and Election Management (IIIDEM) at Dwarka, New Delhi on 25th January 2019.

  21. ECI to organize Two-Day Chief Electoral Officers’ Conference to review Poll Preparedness for the Lok Sabha Election 2019

    Subject: ECI to organize Two-Day Chief Electoral Officers’ Conference to review Poll Preparedness for the Lok Sabha Election 2019
    The Election Commission of India is holding a two-day Conference on 11th & 12th January, 2019 of the Chief Electoral Officers (CEOs) to review poll preparedness of the forthcoming General Elections to the Lok Sabha, 2019.  During the Conference, the Commission will discuss key issues related to poll preparedness such as Electoral Rolls, ERO Net, Polling Station arrangements, EVM-VVPAT  preparations, Security Management, Accessibility to Persons with Disabilities, Voter Education, use of IT applications, provision for Budget, manpower and other resources and so on.  Apart from reviewing the poll preparedness, the Commission will also discuss the takeaways and learnings from the recent poll gone States of Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana.
    During the Conference, these CEOs will make their comprehensive presentations of their poll preparedness on all important parameters.  The Commission desires from the CEOs that elections are made totally voter-friendly and accessible for Persons with Disabilities, Senior Citizens and Gender.  The Commission has already directed the CEOs to build a campaign on various media platforms to register eligible citizens and voters; provide every facility for search of their names through website, SMS gateway and through Voter Facilitation Centre at every ERO level.  The Commission has also directed all States to activate the voter helpline centre 1950 so that the grievances of the voters are promptly redressed. During this Conference, the Commission would review the status of facilitation provided to voters by both online and offline methods.  The Commission has already given a checklist to all CEOs on each important parameter and detailed report has been sought from them on each point of checklist.  The Commission will also review the status of vulnerability mapping, security planning, availability of police forces and their requirement during forthcoming Lok Sabha Election.

  22. सेवा मतदाताओं की संख्या में पर्याप्त वृद्धि अपंजीकृत पात्र सेवा मतदाता, निर्वाचक नामावली के अंतिम भाग में पंजीकरण हेतु अभी भी आवेदन कर सकते हैं

    अपंजीकृत पात्र सेवा मतदाता, निर्वाचक नामावली के अंतिम भाग में
    पंजीकरण हेतु अभी भी आवेदन कर सकते हैं
    अर्हक तारीख के रूप में 01.01.2019 के संदर्भ में निर्वाचक नामावलियों के अंतिम भाग के सार पुनरीक्षण की प्रक्रिया आज, अर्थात 22.02.2019 को, अंतिम भाग के अंतिम रूप से प्रकाशन के साथ ही समाप्त हो गई   है । निर्वाचक नामावली, 2019 के अंतिम रूप से आखिरी भाग में देश में कुल 16,62,993 सेवा मतदाताओं को सेवा निर्वाचकों के रूप में पंजीकृत किया गया है ।
    वर्ष 2014 में यह तद्नुरूपी आंकड़ा 13,27,627 था । इस प्रकार से निर्वाचक नामावली 2019 में वर्ष 2014 के सेवा मतदाताओं की कुल संख्या की तुलना में उल्लेखनीय वृद्धि रिकॉर्ड की गई है । सेवा मतदाताओं की संख्या में यह वृद्धि सार पुनरीक्षण, 2019 के दौरान सेवा मतदाताओं के पंजीकरण को उच्चतम सीमा तक ले जाने के आयोग के भरसक प्रयासों तथा संबंधित सेवाओं/विभागों के संक्रिय योगदान और सेवा कार्मिकों की व्यापक सहभागिता के कारण हुई है । 
    विधि के उपबंधों और आयोग के अनुदेशों के अनुसार, निर्वाचक नामावली में असमाविष्ट और अपंजीकृत पात्र सेवा मतदाता सतत अद्यतन के दौरान निर्वाचक नामावली के अंतिम भाग में पंजीकरण हेतु निर्वाचनों के लिए नाम-निर्देशन दाखिल करने की अंतिम तारीख तक अपना आवेदन दे सकते हैं और वे सेवा मतदाता पोर्टल अर्थात servicevoter.nic.in पर अपने संबंधित रिकॉर्ड अधिकारी/कमांडिंग अधिकारी/प्राधिकारी के माध्यम से फॉर्म 2, 2क और 3, जैसा भी मामला हो, प्रस्तुत कर सकते हैं । यह स्पष्ट किया जाता है कि नाम-निर्देशन दाखिल करने की अंतिम तारीख के 10 दिन पहले तक प्राप्त किए गए सभी फार्मों का निपटान किया जाएगा और यदि संबंधित निर्वाचक रजिस्ट्रीकरण अधिकारी द्वारा इन फार्मों को सभी प्रकार से पूर्ण पाया जाता है, तो आवेदकों के नामों को निर्वाचक नामावली के अंतिम भाग में शामिल किया जाएगा ।
    यह सुनिश्चित करने के लिए कि सेवा कार्मिकों की अधिकतम संख्या को अंतिम भाग में पंजीकृत किया जाए, ताकि वे निर्वाचनों में अपने निर्वाचकीय मताधिकार का प्रयोग कर सकें, सभी संबंधित सेवाओं/विभागों से अनुरोध किया गया है कि वे पंजीकरण संबंधी कमियों, यदि कोई हैं, को दूर करने के लिए सभी अपंजीकृत पात्र सेवा मतदाताओं को प्रोत्साहित करके सतत अद्यतन के दौरान सेवा निर्वाचक के रूप में निर्वाचक नामावली में पंजीकृत कराएं ताकि वे आगामी निर्वाचन में निर्वाचक नामावली में पंजीकृत न होने कारण मत डालने से वंचित न हो जाएं ।

    Subject :  Registration of political parties under Section 29A of the Representation of the People Act, 1951 – Public Notice Period – regarding.
    Registration of Political parties is governed by the provisions of Section 29A of the Representation of the People Act, 1951. A party seeking registration under the said Section with the Commission has to submit an application to the Commission within a period of 30 days following the date of its formation  as per guidelines prescribed by the Election Commission of India in exercise of the powers conferred by Article 324 of the Commission of India and Section 29A of the Representation of the People Act, 1951. As per existing guidelines, the applicant association  is  inter-alia asked to publish proposed Name of the party in two national daily news papers and two local daily newspapers, on two days in same news papers, for inviting objections, if any, with regard to the proposed registration of the party before the Commission within  a 30 days from such publication. 
    3. The commission has announced the elections for the Lok Sabha and Assemblies to Andhra Pradesh, Orissa, Arunachal Pradesh on 10th March, 2019.  Therefore, in view of the current elections, the Commission has given one time relaxation  and has reduced the notice period  from 30 days to 7 days for  the parties who have published their public notice by 10th March, 2019 i.e. date of announcement of election.   
    4. Now, therefore, if any body has any objection with regard to the registration of any political party who have published their public notice by 10th march, 2019 may file their objection against that party by 17th March, 2019.

  25. Indian Statistical Institute (ISI) presents its Report on Sample Size of VVPAT Counting to Election Commission of India

    Indian Statistical Institute (ISI) presents its Report on Sample Size of VVPAT Counting to Election Commission of India
    Indian Statistical Institute(ISI) today presented its Report on the sample size of  Voter Verifiable Paper Audit Trail (VVPAT) slip counting to the Chief Election Commissioner Shri  Sunil Arora  and Election Commissioners Shri Ashok Lavasa and Shri Sushil Chandra.  The Report was presented by Prof. Abhay G. Bhatt, Head ISI, Delhi Centre.  It may be recalled that in view of the varying demands for enhanced percentage of VVPAT Slip count during elections in the country, the Commission had engaged the Indian Statistical Institute to systematically analyse and scientifically examine the issue of VVPAT Slip verification with electronic count of the Electronic Voting Machines (EVMs).

    ISI is one of the most prominent and reputed national institution devoted to research, teaching and application of statistics and sampling methodology in the country. Keeping in view their domain expertise and subject specialization, the Commission decided to engage the Institute in arriving at mathematically sound, statistically robust and practically cogent solutions to the issue of a number/percentage of VVPAT slip counts to done during the elections.
    Apart from Prof Abhay G. Bhatt, Head ISI, Delhi Centre, the Expert Committee also consisted of Prof Rajeeva L. Karandikar, Director, Chennai Mathematical Institute (CMI) and Shri Onkar Prosad Ghosh, Dy. Director General (Social Statistics Division), Central Statistics Office, MOSPI, who was nominated by Director General, National Sample Survey Office (NSSO). Before finalizing its report, the Expert Committee had wide ranging consultations with other experts in the field of statistics and examined suggestions received from other groups. This Expert Committee has submitted its Report titled 'Random Sampling For Testing of EVMs via VVPAT Slip Verification' to the Commission today i.e. 22nd March 2019. 
    The Report submitted by the Expert Committee shall now be examined by the Commission and necessary action initiated.
