     ‘महिलाओं, दिव्‍यांगजनों तथा वरिष्‍ठ नागरिकों की निर्वाचकीय भागीदारी का संवर्द्धन: सर्वोत्‍तम प्रथाओं तथा नई पहल को साझा करना’ के संबंध में भारत निर्वाचन आयोग अंतरराष्‍ट्रीय वेबिनार की मेजबानी करेगा। 
    विश्‍व निर्वाचन निकाय संघ (ए.वेब) पूरे विश्‍व में निर्वाचन प्रबंधन निकायों (ईएमबी) का सबसे बड़ा संघ है और इसमें सदस्‍य के रूप में 117-ईएमबी तथा सहयोगी सदस्‍य के रूप में 16 क्षेत्रीय संघ/संगठन है। भारत निर्वाचन आयोग दिनांक 3 सितम्‍बर, 2019  से तीन वर्षों की अवधि के लिए ए-वेब का अध्‍यक्ष रहा है। ए-वेब की अध्‍यक्षता के दो वर्ष पूरा होने के अवसर पर, भारत निर्वाचन आयोग दिनांक 26 नवंबर, 2021 को ‘महिलाओं, दिव्‍यांगजनों तथा वरिष्‍ठ नागरिकों की निर्वाचकीय भागीदारी का संवर्द्धन’: सर्वोत्‍तम प्रथाओं तथा नई पहल को साझा करना’’ शीर्षक पर एक अंतरराष्‍ट्रीय वेबिनार का आयोजन कर रहा है’। 
    विश्‍वभर के 24 देशों नामत: बांग्लादेश, भूटान, कम्‍बोडिया, इथोपिया, फि़जी, जोर्जिया, कजाखिस्‍तान, कोरिया गणराज्‍य, लाइबेरिया, मलावी, मॉरीशस, मंगोलिया, फिली‍पींस, रोमानिया, रूस, साओ टोम और प्रिंसिपे, सोलोमन द्वीप, दक्षिण अफ्रीका, श्रीलंका, सूरीनाम, ताइवान, उज्बेकिस्‍तान, यमन तथा जाम्बिया और 4 अंतरराष्‍ट्रीय संगठनों – अंतरराष्‍ट्रीय आईडीईएम, अंतरराष्‍ट्रीय निर्वाचकीय प्रणाली प्रतिष्‍ठान (आईएफईएस), विश्‍व निर्वाचन निकाय संघ (ए-वेब) तथा यूरोपीय निर्वाचन केंद्र के लगभग सौ प्रतिनिधि इस वेबिनार में भाग लेने जा रहें हैं। 
    उज्‍बेकिस्‍तान के राजदूत और फिजी, मालदीव, मॉरीशस के उच्‍चायुक्‍त सहित लगभग 20 राजनायिकों को भी इस वेबिनार में उपस्थित होना है। 
    इस वेबिनार में, प्रतिभागी निर्वाचन प्रबंधन निकायों (ईएमबी) तथा संगठनों द्वारा महिलाओं, दिव्‍यांगजनों एवं वरिष्‍ठ नागरिक मतदाताओं की निर्वाचकीय भागीदारी बढ़ाने के लिए उनके द्वारा शुरू की गई सर्वोत्‍तम प्रथाओं और पहलों के संबंध में प्रस्‍तुतीकरण दिया जाएगा। महामहिम श्री मोहम्‍मद इरफ़ान अब्‍दुल रहमान, मॉरीशस के निर्वाचन आयुक्‍त तथा महामहिम श्री के. एम. नुरुल हुडा, बांग्‍लादेश के मुख्‍य निर्वाचन आयुक्‍त के साथ भारत के माननीय मुख्‍य निर्वाचन आयुक्‍त, श्री सुशील चंद्रा सत्र I की सह-अध्‍यक्षता करेंगे। 
    सत्र ।। की सह-अध्‍यक्षता माननीय निर्वाचन आयुक्‍त, श्री राजीव कुमार और महामहिम, श्री दाशो उग्‍येन चेवांग, आयुक्‍त, भूटान निर्वाचन आयोग द्वारा की जाएगी। 
    सत्र ।।। की सह-अध्‍यक्षता माननीय निर्वाचन आयुक्‍त, श्री अनूप चंद्र पाण्‍डेय और महामहिम श्री एम. एम. मोहम्‍मद, सदस्‍य, श्रीलंका निर्वाचन आयोग द्वारा की जाएगी। समापन सत्र को श्री पीटर वार्डले, सलाहकार, निर्वाचकीय लोकतंत्र संबंधी कैम्ब्रिज सम्‍मेलन, श्री पीटर एर्बेन, प्रधान सलाहकार, आईएफईएस; अध्‍यक्ष निर्वाचन आयोग दक्षिण अफ्रीका तथा उप-अध्‍यक्ष, ए-वेब की ओर से महामहिम डॉ. नोमसा मसुकू, आयुक्‍त, दक्षिण अफ्रीका निर्वाचन आयोग द्वारा संबोधित किया जाएगा। 
    इस वेबिनार में तीन प्रकाशनों का विमोचन किया जाएगा: ए-वेब इण्डिया जर्नल ऑफ इलेक्‍शन्‍स का अक्‍तूबर, 2021 का अंक; ‘वॉइस इंटरनेशनल’ मैंगजीन का अक्‍तूबर, 2021 का अंक और ‘पार्टिसिपेशन ऑफ वूमैन, पर्सन विद डिसएबिलिटीज एंड सीनियर सिटीजन वोटर्स इन इलेक्‍शन’ पर प्रकाशन। इसके अतिरिक्‍त, इस वेबिनार में निर्वाचनों में महिलाओं, दिव्‍यांगजनों तथा वरिष्‍ठ नागरिकों की सुविधा और भागीदारी पर एक अंतरराष्‍ट्रीय वीडियो प्रस्‍तुतिकरण का अनावरण किया जाएगा। 
    2 सितम्‍बर, 2019 को बेंगलुरु में आयोजित ए-वेब कार्यकारी बोर्ड की बैठक में लिए गए निर्णय के उपरांत नई दिल्‍ली में भारत ए-वेब केंद्र की स्‍थापना की गई है। ए-वेब सदस्‍यों के पदाधिकारियों की सर्वोत्‍तम प्रथाओं के आदान-प्रदान और क्षमता निर्माण करने हेतु भारत निर्वाचन आयोग ने इस केंद्र के लिए विश्‍व स्‍तरीय प्रलेखन, अनुसंधान और प्रशिक्षण के लिए सभी संसाधन उपलब्‍ध करवाएं हैं। यह अंतरराष्‍ट्रीय वेबिनार सभी प्रतिभागियों को अपने विचारों के आदान-प्रदान करने तथा सर्वोत्‍तम प्रथाओं से एक दूसरे के अनुभव से सीखने और महिला, दिव्‍यांगजनों एवं वरिष्‍ठ नागरिक मतदाताओं की निर्वाचकीय भागीदारी बढ़ाने के लिए शुरू की गई पहल के लिए एक अच्‍छा अवसर प्रदान करेगी।

  2. ‘’विश्‍व के सबसे बड़े लोकतंत्र के निर्वाचन की कहानी’’ पर मुख्‍य निर्वाचन आयुक्‍त ने वर्चुअल सेमिनार को संबोधित किया

    ‘’विश्‍व के सबसे बड़े लोकतंत्र के निर्वाचन की कहानी’’ पर मुख्‍य निर्वाचन आयुक्‍त ने वर्चुअल सेमिनार को संबोधित किया 
    भारत के उच्‍चायोग, प्रिटोरिया; भारत के कंसुलेट जनरल, जोहान्‍सबर्ग और दक्षिण अफ्रीका निर्वाचन आयोग के सहयोग से भारत निर्वाचन आयोग ने 30 नवंबर, 2021 को भारत में ‘‘विश्‍व के सबसे बड़े लोकतंत्र के निर्वाचन की कहानी’’ पर एक अंतर्राष्‍ट्रीय वर्चुअल सेमिनार में भाग लिया। इस वेबिनार में दक्षिण अफ्रीका के विभिन्‍न विश्वविद्यालयों के भारतीय प्रवासियों, शिक्षाविदों और छात्रों सहित 50 से अधिक प्रतिभागियों ने भाग लिया।

    अपने मुख्‍य संबोधन में, श्री सुशील चंद्रा, भारत के मुख्‍य निर्वाचन आयुक्‍त ने कहा कि भारत में निर्वाचन कराना एक विशाल कार्य है और अब तक देश में 937 मिलियन से अधिक निर्वाचक पंजीकृत हो चुके हैं। उन्‍होंने कहा कि ‘कोई मतदाता न छूटे’ के उद्देश्‍य से भारत निर्वाचन आयोग प्रत्‍येक गांव, बस्‍ती और आबादी वाले क्षेत्र से पैदल दूरी के भीतर मतदान कोष्‍ठ स्‍थापित करता है। कोविड महामारी के बीच छह राज्‍यों में निर्वाचन कराने के अनुभव को साझा करते हुए श्री चंद्रा ने व्‍याप्‍त चुनौतियों के बावजूद निर्वाचन के सुचारू संचालन को सुनिश्चित करने के लिए अपनाई गई विभिन्‍न पहलों का उल्‍लेख किया। उन्‍होंने मतदान केंद्रों पर मतदाताओं की अधिक‍तम संख्‍या को 1500 से घटाकर 1000 करने और मतदान स्‍थलों पर भीड़भाड़ कम करने के लिए मतदान की अवधि एक घण्‍टे बढ़ाने; 80 वर्ष से अधिक आयु के वरिष्‍ठ नागरिेकों, दिव्‍यांगजनों और कोविड प्रभावित व्‍यक्तियों के लिए डाक मतपत्र की सुविधा प्रदान करने जैसे कदमों पर प्रकाश डाला जिससे कि भारत निर्वाचन आयोग वस्‍तुत: मतदान केंद्रों को उनके दरवाजे तक ले आया। श्री सुशील चंद्रा ने भारतीय निर्वाचनों में महिलाओं की भागीदारी के बारे में भी गहन जानकारी दी, जिसमें पिछले कुछ वर्षों में उल्‍लेखनीय वृद्धि देखी गई है। 
          श्री चंद्रा ने इलेक्‍ट्रॉनिक वोटिंग मशीन, वीवीपैट और आदर्श आचार संहिता के उल्‍लंघन की रिपोर्ट करने के लिए सी-विजिल ऐप जैसे मोबाइल ऐप्‍स; सेवा मतदाताओं और विदेशों में हमारे मिशन पर तैनात लोगों के लिए इलेक्‍ट्रॉनिक रूप से प्रेषित डाक मतपत्र प्रणाली की सुविधा का उदाहरण देते हुए डिजिटलीकरण और प्रौद्योगिकी के उपयोग पर भारत निर्वाचन आयोग के प्रयासों का भी उल्‍लेख किया।

    श्री उमेश सिन्‍हा, महासचिव, भारत निर्वाचन आयोग ने भारत में निर्वाचनों के संचालन पर वेबिनार के विषय पर एक प्रस्‍तुति दी। उन्‍होंने समावेशी, सहभागी एवं सुलभ निर्वाचन सुनिश्चित करने के लिए निर्वाचन प्रबंधन के विभिन्‍न आयामों का संक्षिप्‍त विवरण दिया। उन्‍होंने इतने बड़े परिमाण के निर्वाचनों को संभालने के लिए सर्वांगीण (360 डिग्री) संचार योजना के साथ निर्वाचकों और अन्‍य स्‍टेकहोल्‍डरों तक पहुंचने के लिए लक्षित कार्यकलापों के बारे में बताया। 
          श्री जयदीप सरकार दक्षिण अफ्रीका में भारत के उच्‍चायुक्‍त ने अपनी उद्घाटन टिप्‍पणी में वर्षों से भारत-दक्षिण अफ्रीका सहयोग और साझा इतिहास पर जोर दिया। दक्षिण अफ्रीका निर्वाचन आयोग के अध्‍यक्ष श्री वी जी माशिनिनि ने लोकतंत्र को मजबूत करने एवं सूचनाओं के आदान-प्रदान के महत्‍व के बारे में बताया तथा साथ ही भारत और दक्षिण अफ्रीका, दोनों में निर्वाचन आयोग द्वारा निभाई गई महत्‍वपूर्ण भूमिकाओं के बारे में भी बताया। 
          फिलहाल भारत निर्वाचन आयोग विश्‍व निर्वाचन निकाय संघ का अध्‍यक्ष है जबकि दक्षिण अफ्रीका निर्वाचन आयोग विश्‍व निर्वाचन निकाय संघ का उपाध्‍यक्ष है। भारत निर्वाचन आयोग और दक्षिण अफ्रीका निर्वाचन आयोग के बीच मधुर और मैत्रीपूर्ण संबंध हैं। दोनों संस्‍थाओं ने निर्वाचन प्रबंधन और प्रशासन के क्षेत्र में आपसी सहयोग के लिए अक्‍तूबर, 2021 में एक समझौता ज्ञापन पर हस्‍ताक्षर किए। इस फ्रेमवर्क के तहत, दोनों ईएमबी ने समय-समय पर निर्वाचन प्रबंधन के विभिन्‍न क्षेत्रों में उत्‍तम पद्धतियों का आदान-प्रदान किया है। 
          इस वेबिनार के दौरान संविधान दिवस के उपलक्ष्‍य में ‘मेकिंग ऑफ इंडियन कॉन्‍स्‍टीट्यूशन’ नामक एक लघु फिल्‍म भी दिखाई गई।

    25 जनवरी 2021 को 11वें राष्ट्रीय मतदाता दिवस (एनवीडी) का आयोजन 
    इस वर्ष का एनवीडी थीम है 'मतदाता बनें सशक्त, सतर्क, सुरक्षित और जागरूक'
     भारत निर्वाचन आयोग 25 जनवरी 2021 को 11वां राष्ट्रीय मतदाता दिवस मना रहा है।
     भारत निर्वाचन आयोग द्वारा नई दिल्ली में आयोजित किए जा रहे इस राष्ट्रीय समारोह में मुख्य अतिथि भारत के माननीय राष्ट्रपति, श्री राम नाथ कोविंद होंगे। यह कार्यक्रम अशोक होटल, नई दिल्ली में आयोजित किया जाएगा और माननीय राष्ट्रपति वर्चुअल रूप से राष्ट्रपति भवन से इस समारोह की शोभा बढ़ाएंगे।
     श्री रविशंकर प्रसाद, माननीय केंद्रीय विधि और न्याय, संचार और इलेक्ट्रॉनिक्स तथा सूचना प्रौद्योगिकी मंत्री विशिष्ट अतिथि के रूप में समारोह की शोभा बढ़ाएंगे।
     इस वर्ष के एनवीडी थीम  'मतदाता बनें सशक्त, सतर्क, सुरक्षित और जागरूक', में निर्वाचनों के दौरान सक्रिय और सहभागी मतदाताओं की परिकल्पना की गई है। यह कोविड-19 वैश्विक महामारी के दौरान निर्वाचनों का सुरक्षित रूप से संचालन करवाने के प्रति आयोग की प्रतिबद्धता पर भी फोकस करता है।
     भारत निर्वाचन आयोग के स्थापना दिवस अर्थात, 25 जनवरी 1950 को मनाने के लिए पूरे देश में वर्ष 2011 से ही प्रत्येक वर्ष 25 जनवरी को राष्ट्रीय मतदाता दिवस मनाया जाता रहा है। एनवीडी मनाने का मुख्य उद्देश्य विशेषकर नए मतदाताओं को प्रोत्साहित करना, सुविधा देना और नामांकन बढ़ाना है। देश के मतदाताओं को समर्पित इस दिवस का उपयोग, मतदाताओं के बीच जागरूकता फैलाने और निर्वाचकीय प्रक्रिया में संसूचित भागीदारी को बढ़ावा देने के लिए किया जाता है। एनवीडी कार्यक्रमों में नए मतदाताओं को सम्मानित किया जाता है और उन्हें उनके निर्वाचक फोटो पहचान पत्र (एपिक) सौंपे जाते हैं।
     इस आयोजन के दौरान, भारत के माननीय राष्ट्रपति वर्ष 2020-21 के लिए राष्ट्रीय पुरस्कार प्रदान करेंगे और भारत निर्वाचन आयोग का वेब रेडियो: 'हैलो वोटर्स’ का शुभारंभ करेंगे। राज्य और जिला स्तर के अधिकारियों को निर्वाचनों के संचालन करवाने में उनके उत्कृष्ट प्रदर्शन के लिए विभिन्न क्षेत्रों जैसे आईटी पहल, सुरक्षा प्रबंधन, कोविड-19 के दौरान निर्वाचन प्रबंधन, सुगम निर्वाचन में और मतदाता जागरूकता तथा आउटरीच के क्षेत्र में योगदान हेतु सर्वश्रेष्ठ निर्वाचकीय परिपाटियों के लिए राष्ट्रीय पुरस्कार दिया जाएगा। राष्ट्रीय आइकनों, सीएसओ और मीडिया समूहों जैसे महत्वपूर्ण स्टेकहोल्डरों को भी मतदाताओं की जागरूकता के लिए उनके महत्वपूर्ण योगदान हेतु राष्ट्रीय पुरस्कार दिए जाएंगे।
     आयोग का वेब रेडियो: 'हैलो वोटर्स’: यह ऑनलाइन डिजिटल रेडियो सेवा मतदाता जागरूकता कार्यक्रमों को संचालित करेगी। यह भारत निर्वाचन आयोग की वेबसाइट पर एक लिंक के माध्यम से सुलभ होगी। रेडियो हैलो वोटर्स की प्रोग्रामिंग शैली, लोकप्रिय एफएम रेडियो सेवाओं के अनुरूप परिकल्पित की गई है। यह देश भर से हिंदी, अंग्रेजी और क्षेत्रीय भाषाओं में गीत, नाटक, चर्चा, स्पॉट्स, निर्वाचन की कहानियों आदि के माध्यम से निर्वाचकीय प्रक्रियाओं के संबंध में जानकारी और शिक्षा प्रदान करेगी।
     श्री रविशंकर प्रसाद, माननीय केंद्रीय विधि एवं न्याय, संचार और इलेक्ट्रॉनिक्स तथा सूचना प्रौद्योगिकी मंत्री, ई-एपिक कार्यक्रम का शुभारंभ करेंगे और पांच नए मतदाताओं को ई-एपिक और निर्वाचक फोटो पहचान पत्र वितरित करेंगे। ई-एपिक, निर्वाचक फोटो पहचान पत्र के डिजिटल संस्करण तक मतदाता हेल्पलाइन एप और https://voterportal.eci.gov.in/ और https://www.nvsp.in/ वेबसाइटों के माध्यम से पहुंचा जा सकता है।
     माननीय मंत्री, श्री प्रसाद इस आयोजन के दौरान निर्वाचन आयोग के तीन प्रकाशनों को भी जारी करेंगे। इन दस्तावेजों की प्रतियां, भारत के माननीय राष्ट्रपति को प्रस्तुत की जाएंगी।
     प्रकाशनों के विवरण नीचे दिए गए हैं:
     वैश्विक महामारी के दौरान निर्वाचन का आयोजन-एक फोटो यात्रा: इस फोटो बुक में वैश्विक महामारी के बीच निर्वाचनों का संचालन करवाने की चुनौतीपूर्ण यात्रा को दर्शाया गया है। आयोग ने देश में कई निर्वाचनों का सफल आयोजन किया, जिसकी शुरुआत राज्यसभा के द्विवार्षिक निर्वाचन से हुई थी। इसके बाद, बिहार में विधान सभा निर्वाचन हुए, जो वैश्विक महामारी के दौरान पूरी दुनिया में इस तरह की सबसे बड़ी कवायदों में से एक थी। देश के विभिन्न राज्यों में 60 निर्वाचन-क्षेत्रों के लिए उप-निर्वाचन भी आयोजित किए गए।
     स्वीप द्वारा किए गए प्रयास: लोकसभा निर्वाचन, 2019 के दौरान जागरूकता पहल: यह पुस्तक वर्ष 2019 में आयोजित 17वें साधारण निर्वाचन के दौरान मतदाता जागरूकता संबंधी कार्यकलापों, नवाचारों तथा पहल के बारे में विस्तृत जानकारी प्रदान करती है। यह लिंग, जाति, पंथ और धर्म की बाधाओं को पार करते हुए, सम्पूर्ण देश में मनाए गए लोकतंत्र का सबसे बड़े त्यौहार, 'देश का महात्यौहार' की भावना को प्रलेखित करती है।
     चलो करें मतदान: यह एक कॉमिक पुस्तक है जिसका उद्देश्य मतदाता शिक्षा को मज़ेदार और प्रेरणादायक बनाना है। युवा, नए और भावी मतदाताओं को लक्षित करते हुए, इस कॉमिक पुस्तक में दिलचस्प और संबद्ध पात्र शामिल किए गए हैं, ताकि निर्वाचकीय प्रक्रियाओं के बारे में बड़े पैमाने पर मतदाताओं को शिक्षित किया जा सके।

    2.  Biennial elections to fill up 11 seats could not be conducted by 11.08.2021 as the Constituent Local Bodies/Electors were not in existence at that time. The Commission vide letter dated 07.06.2021 had sought information regarding existence of constituent Local Bodies functioning and their percentage in the said Constituencies. The CEO, Andhra Pradesh vide letter dated 23.06.2021 had informed that of the above (8) Local Authorities’ Constituencies in Andhra Pradesh, the percentage of constituent Local Bodies functioning was ranging between 6.98 and 16 and the percentage of electors in position was ranging between 17.75 and 27.50 as elections to most of the local bodies in these 8 Local Authorities Constituencies were either pending or were not conducted by the State Election Commission, Andhra Pradesh.
    3.  Now, as per the information received from the CEO, Andhra Pradesh vide letter dated 01.10.2021, both the percentage of constituent Local Bodies functioning and the percentage of electors in position is above 75%, in respect of above mentioned 08 Local Authorities’ Constituencies in Andhra Pradesh.  
    4. With regard to Local Authorities’ Constituencies election, the Election Commission has laid down the guidelines that if atleast 75% of the local authorities in a local authorities’ constituency are functioning, and in addition at least 75% of the electors out of the total electorate of the constituency are available, then electorate is treated as available for electing representative(s) to the legislative council. These guidelines of the Election Commission got the approval of Supreme Court of India in Election Commission of India Vs Shivaji and Ors (AIR 1988 SC 61).
     5.  The Commission having re-assessed Covid-19 pandemic situation in the State of Andhra Pradesh and after taking into consideration all relevant facts, has now decided to conduct biennial election to the Andhra Pradesh Legislative Council from above-mentioned 08 Local Authorities’ Constituencies  in accordance with the following programme:-

    Chief Election Commissioner of India and current Chairman, FEMBoSA Shri Sushil Chandra accompanied by Election Commissioners Shri Rajeev Kumar and Shri A.C. Pandey, today inaugurated the 11th Annual meeting of the Forum of the Election Management Bodies of South Asia (FEMBoSA) for the year 2021. The meeting in Virtual mode was hosted by the Election Commission of Bhutan. Along with India, delegations from Afghanistan, Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka participated in the day-long meeting.
    Shri Sushil Chandra, CEC, as the outgoing  Chair of FEMBoSA, virtually handed over the Chairmanship of FEMBoSA to H.E. Dasho Sonam Topgay, Chief Election Commissioner of Bhutan at today's meeting. On behalf of Election Commission of Bhutan, H.E. Major General Vetsop Namgyel, Ambassador of Bhutan to India accepted FEMBoSA Logo from Shri Sushil Chandra for Election Commission of Bhutan assuming the role of new Chair of FEMBoSA 2021-22. 
    In his address, Shri Sushil Chandra stated that FEMBoSA represents a very large part of the democratic world and is an active regional cooperation association of Election Management Bodies. Its logo with golden pearls stands for the eternal values of transparency, impartiality, democracy and cooperation. Shri Chandra shared India’s experience of conducting Assembly elections in Bihar in November 2020 and Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry in March/April 2021 during the tough, testing times of COVID 19 pandemic. Shri Chandra noted that technological advancements and its impact on election management is of critical importance for all of us. Technology has been extensively used to make elections more participative, accessible and transparent. 
    The theme of today's meeting was ‘Use of Technology in Elections’. Shri Sushil Chandra mentioned that keeping pace with the rapid strides of Technology, ECI has digitized many processes. Technology driven processes became all the more important in view of Covid 19 situation by helping minimize person-to-person contact.  Shri Chandra added that ECI looks forward to further strengthening its interaction with FEMBoSA member EMBs in promoting activities of the Forum as per its objectives, and empowering fellow EMBs through sharing the skills and capacity building efforts in cooperation with the Members.   He reiterated ECI’s commitment to ensure that the ideals and objectives enshrined in FEMBoSA Charter shall be carried further. 
    Shri Umesh Sinha, Secretary General, ECI  presented a Stewardship Report on the activities of FEMBoSA members during the period of ECI's Chairmanship for the period Jan. 2020 – July 2021, as per the Work Plan 2020 approved at the 10th FEMBoSA meeting held in New Delhi on 24 Jan. 2020. 
    Accepting the responsibility of Chairperson of the Forum, H.E. Dasho Sonam Topgay, CEC of Bhutan thanked the delegates for the trust and confidence reposed in the Election Commission of Bhutan. He assured FEMBoSA members that Bhutan shall work with utmost devotion to carry forward FEMBoSA's objectives to promote contact among the Election Management Bodies of the SAARC countries; share experiences with a view to learning from each other and cooperate with one another in enhancing capabilities of the Election Management Bodies towards conducting free and fair elections.
    A Thimphu Resolution was unanimously adopted by the FEMBoSA members to extend tenure of chairmanship to two years during the current pandemic situation. The resolution document noted the commendable efforts put in by ECI and IIIDEM in capacity development of members from FEMBoSA. IIIDEM and ECI would continue to organise customised programs for the needs of member countries with mutual cooperation and support
    In his closing remarks, Shri Sushil Chandra reiterated ECI’s commitment to the objectives and mission of FEMBoSA. Shri Chandra said FEMBoSA offers a meaningful forum for exchange on matters of mutual interests as we continue to share our learning and experiences in the field of electoral management to gain new insights and possible solutions to challenges faced. Sh. Chandra noted that deliberations today have been very purposeful, productive and participative.

    50 officials of Bangladesh Election Commission being trained at IIIDEM
     
    Chief Election Commissioner of India Shri Sushil Chandra today addressed the Officials of Bangladesh Election Commission (BEC) at India International Institute of Democracy & Election Management, New Delhi. IIIDEM under the aegis of Election Commission of India is organizing the Capacity Development Programme for the BEC officials as part of Strengthening and Capacity Development of Election Commission Secretariat project (SCDECS) of the Bangladesh Election Commission. 

    Addressing the officials, Chief Election Commissioner Shri Sushil Chandra said that IIIDEM, as the dedicated training institute of ECI, has been organizing a series of such Capacity Development Programmes for officials from various Election Management Bodies (EMBs). So far IIIDEM has trained officials from over 90 countries. Recently a 2-weeks training programme was also organized for officials of the National Electoral Commission of Sierra Leone. A-WEB research centre for coordinating capacity building courses for A-WEB member countries is also housed at IIIDEM. CEC while interacting with the participants added that these training sessions provide a platform to share and mutually learn best practices in election management. Such courses also provide an opportunity for officials to get a good exposure of each other’s methodology of conducting elections. 

    A total of 50 BEC officials are to be trained at IIIDEM as part of this Capacity Development Programme. In the first phase during November 29- December 10, 2021, 25 BEC officials had undergone the training and the second batch of 25 BEC officials will be joining the training programme starting December 20, 2021 onwards. This is the first ever international batch being hosted by IIIDEM on a cost sharing basis with the BEC Secretariat. During the training programme, sessions on various aspects of election management including Electoral Administration, Voter Registration process, District Plans & Vulnerability mapping, Election Day monitoring including use of c-VIGIL app were held. As part of the field visits during the training programme, the Officials visited a Voter Registration Centre at Agra.

    ECI Condoles passing away of Former EC Dr. GVG Krishnamurty
    Election Commission of India deeply mourns the passing away of Former Election Commissioner Dr GVG Krishnamurty. Aged 86 yrs Former Election Commissioner of India Dr Krishnamurty, breathed his last at about 10am today due to age related ailments. He is survived by his wife Mrs Padma Murty and his son Dr. G.V.Rao, Senior Advocate Supreme Court of India and daughter Dr.Radha Bodapati.
    Mourning the loss of an illustrious former member of ECI family, Chief Election Commissioner Sh Sushil Chandra recalled that Dr GVG Krishnamurty made exemplary contribution during his tenure in the Commission as Election Commissioner from 1st October 1993 to 30th September 1996. His contributions particularly in strengthening Laws and procedures of conducting elections will be long remembered by the Commission.
    Dr Krishnamurty’s last rites were held at Lodhi Road crematorium, Delhi. A wreath on behalf of ECI was laid in his honour.

    More than 100 delegates from 26 countries participate in the two day event
    Election Commission of India today hosted International Virtual Election Visitors Programme (IEVP) 2021 for Election Management Bodies (EMBs) /Organisations from 26 countries  and three International Organisations during the ongoing elections for Legislative Assemblies of Assam, Kerala, Puducherry, Tamil Nadu and West Bengal. 
    Chief Election Commissioner Shri Sunil Arora in his inaugural address said that the Covid 19 has led to an unprecedented disruption in election schedules all over the world and while the challenges for conducting elections were numerous, it also has presented an opportunity that brought Election Management Bodies together to share and learn from each others' best practices. Adding further, Shri Arora also touched upon ECI’s experience of conducting elections to the Bihar Legislative Assembly during these tough and testing times. Sh Arora stressed that the objective of the Election Commission amidst pandemic is to conduct free, fair, transparent, robust and safe elections. 
    On the sidelines of IEVP 2021, the Chief Election Commissioner also released the maiden issue of A-WEB India Journal of Elections today. Shri Sunil Arora while releasing the journal, emphasized that this academic journal would bridge the gap between academics and practice in electoral landscape. He further added that this scholarly journal is aimed at specialists, researchers and experts. He also appreciated the tremendous support received from Mr, Jonghun Choe, Secretary General, A-WEB and his colleagues in this endeavour. 
    Election Commissioner Shri Rajiv Kumar gave the overview of the magnitude of the ongoing Assembly elections in four States of Assam, Kerala, Tamil Nadu, West Bengal and the Union Territory of Puducherry which involved over 187.2 million voters spread over 824 Assembly constituencies. He added that the Commission has enhanced use of Information and Communication Technology to strengthen citizen participation and transparency.
    Secretary General  ECI, Shri Umesh Sinha  while giving an overview of the International Virtual Election Visitor Programme 2021 stressed that Election Commission of India has been very proactive in enhancing co-operation with Election Management Bodies across the world. He mentioned that over 106 delegates from over 26 countries are participating in the IVEP 2021. 
    A short film on the glimpse of ongoing elections in the states of Assam, Tamil Nadu, West Bengal, Kerala and UT Puducherry and also on the A-WEB India Journal was showcased to the delegates. 
    The Journal, published by the India A-WEB Centre (http://indiaawebcentre.org/) which was set up at ECI in 2019, highlights research papers, articles, book reviews, etc. from eminent writers, experts, researchers  and practitioners from the A-WEB Community and from across democracies of the world in the area of Elections and Electoral Democracy.  A-WEB India Journal of Elections is envisaged to be a Journal of the highest international standards and will include peer reviewed contributions from members of theA-WEB community and beyond.
    Over 106 delegates from over 26 countries across the world including Afghanistan, Australia, Bangladesh, Bhutan, Bosnia & Herzegovina, Cambodia, Georgia, Kazakhstan, Kenya, Republic of Korea, Madagascar,   Malawi, Malaysia, Maldives,Mauritius, Mongolia, Nepal,Panama, Philippines, Romania, Russia, South Africa, Suriname, Ukraine,  Uzbekistan and Zambiaetc. and 3 international organizations (viz. International IDEA,  International Foundation of Electoral Systems (IFES) and Association of World Election Bodies (A-WEB) are participating in the IEVP 2021.  The Ambassadors of Georgia and Uzbekistan, Acting High Commissioner of Sri Lanka and other members of Diplomatic Corps are also attending the IEVP 2021.
    IEVP 2021 would provide the participants an overview of the large canvas of Indian electoral process, the new initiatives taken by ECI on voter facilitation, transparency and accessibility of electoral system, ECI’s response to the changing needs of training and capacity building and the new formats necessitated by COVID-19 and provide insights into the elections underway in the states of Assam, Kerala, Tamil Nadu, West Bengal and the Union Territory of Puducherry.  On the 6th of April 2021 the delegates will be given a virtual tour of live snapshot of how elections are conducted at some polling stations including familiarization with the electoral process, polling station arrangements, facilitation of Persons with Disabilities and senior citizens and  interaction with various stakeholders.

    सिएरा लियोन के राष्ट्रीय निर्वाचन आयोग (एनईसी एसएल) के एक सात सदस्यीय प्रतिनिधिमंडल ने एनईसी एसएल के विदेश मामलों के निदेशक, श्री अल्बर्ट मासाकोई के नेतृत्व में आज निर्वाचन सदन में भारत के मुख्य निर्वाचन आयुक्त श्री सुशील चंद्रा से मुलाकात की। एनईसी एसएल के अधिकारी ईसीआई के तत्वावधान में स्थापित प्रशिक्षण संस्थान, भारत अंतर्राष्ट्रीय लोकतंत्र एवं निर्वाचन प्रबंधन संस्थान  (आईआईआईडीईएम) में आयोजित किए जा रहे क्षमता निर्माण प्रशिक्षण पाठ्यक्रम प्राप्त कर रहे हैं।

    मुख्य निर्वाचन आयुक्त, श्री सुशील चंद्रा ने प्रतिनिधिमंडल के साथ बातचीत के दौरान ऐसे क्षमता निर्माण पाठ्यक्रमों की उपयोगिता पर जोर दिया, जो एक दूसरे के अनुभवों और सामना की गई चुनौतियों से सर्वोत्तम प्रथाओं के आदान-प्रदान और सबक लेने का अवसर प्रदान करते हैं। सीईसी ने आश्वासन दिया कि अधिकारियों के विचारों के आदान-प्रदान और प्रशिक्षण के लिए आईटी बुनियादी ढांचे और ई-लर्निंग पोर्टल के विकास के अनुरोध के लिए सिएरा लियोन के राष्ट्रीय निर्वाचन आयोग को भारत निर्वाचन आयोग हर संभव सहायता प्रदान करेगा।

    अपने दो सप्ताह के प्रशिक्षण पाठ्यक्रम के दौरान, निर्वाचन प्रबंधन के विभिन्न पहलुओं पर अधिकारियों ने मतदाता पंजीकरण, निर्वाचन परिणाम प्रबंधन, शिकायत निवारण, डाटा विश्लेषण और प्रबंधन से संबंधित आईसीटी अनुप्रयोगों पर प्रशिक्षण प्राप्त किया। प्रशिक्षण कार्यक्रम के भाग के रूप में, अधिकारियों को ईसीआई में 3 दिवसीय आईटी अनुप्रयोगों और साइबर सुरक्षा के व्यावहारिक अनुभव के लिए भी सम्मिलित किया गया है। अधिकारियों ने क्षेत्रीय दौरे के रूप में आगरा में एक मतदाता पंजीकरण केंद्र और दिल्ली में एनआईसी डाटा सेंटर का भी दौरा किया। इस प्रशिक्षण मॉड्यूल की योजना एनईसी, सिएरा लियोन के निर्वाचन अधिकारियों के लिए आयोजित कई बैठकों और प्रशिक्षण आवश्यकता विश्लेषण (टीएनए) कार्यशाला के बाद बनाई गई थी।

    Subject: Extension of hours of Poll in bye-election to 26-Serchhip (ST) Assembly Constituency of Mizoram till 7.00 pm.
    Under the programme for holding bye-election to 26-Serchhip (ST) Assembly Constituency announced by the Commission on 16th March 2021 and subsequent notification on the 23rd March 2021, the hours of poll were 7.00 AM to 6.00 PM of the 17th April, 2021.
    The Commission has now taken into account the request of extension of polling time to enable all the voters to exercise their franchise made by political parties and also recommended by the Chief Electoral Officer Mizoram. Accordingly, the Commission has today notified that the hours of poll for the bye-election to 26-Serchhip (ST) Assembly Constituency to be held on 17th April 2021 will be 7.00 AM to 7.00 PM i.e. extending it by one hour more.
    All the political parties and candidates are being informed and due notice will be put at polling stations about the extension of the timing. The Chief Electoral Officer, Mizoram has been directed to arrange wide publicity of this extension of timing so that voters can avail the benefit.
    Commission expects that its decision will help voters to turnout in large numbers and exercise their franchise.

    Record Seizures worth Rs. 331 crores have been made in Expenditure Monitoring Process in ongoing Assembly Elections, 2021 in States of Assam, West Bengal, Tamil Nadu, Kerala and Union Territory of Puducherry. Seizures already surpass the total seizures made in Assembly Elections to these State/UT in 2016 and significant point is that record seizures have been made even though polling is yet to start. Details of record seizures already done so far (as on 16th March 2021) - compared to total of Rs 225.77 cr in AE 2016 is put as under:

    Total seizures in the above poll bound States/UT  in Assembly Elections 2016: Rs 225.77 crores
    For effective monitoring to curb black money in General Election to Legislative Assemblies of Assam, West Bengal, Tamil Nadu, Kerala and Union Territory of Puducherry, Election Commission of India has deployed 295 Expenditure Observers. Commission has also appointed five Special Expenditure Observers; Ms. Madhu Mahajan, ex-IRS(IT):1982 and Sh. B. R Balakrishnan, ex-IRS(IT):1983 (both for Tamil Nadu and UT of Puducherry), Sri B.Murali Kumar, ex-IRS, 1983 batch  (for West Bengal), Ms. Neena Nigam, ex-IRS, 1983 batch (for Assam) and Sri Pushpinder Singh Puniha, ex-IRS, 1985 batch (for Kerala). These officers having formidable domain expertise and impeccable track record are deputed for more effective election expenditure monitoring.  After due assessment, 259 Assembly Constituencies have been marked as Expenditure Sensitive Constituencies for more focussed vigil.
    On expenditure monitoring, Commission has convened various meetings with senior officials of Enforcement Agencies of poll bound States and UT. Seeking the importance of central enforcement agencies in election expenditure monitoring process, Commission also convened a meeting of Revenue Secretary, Chairman CBDT, Chairman CBIC and Director FIU-Ind on 02.03.2021.
    Distributing cash and gifts during electoral process is not permitted under the law, e.g., distribution of money, liquor, or any other item disbursed and given to the electors with the intent to influence them. This expenditure comes under the definition of “bribery” which is an offence both under 171B of IPC and under R.P. Act, 1951. The expenditure on such items is illegal. With the drive for curbing inducements which vitiate electoral process intensifying, the seizure figures are expected to rise further.

    Polling for Phase 1 Assam and West Bengal Assembly Constituencies conducted peacefully & successfully
    The first phase of Assam and West Bengal Assembly Elections was conducted successfully across 21825 Polling Stations spread over 77 Assembly Constituencies today. The Commission has laid great emphasis on ensuring transparent and vigilant mechanism for inducement and intimidation free elections. 
    The first phase of elections were conducted for 30 Assembly Constituencies in West Bengal. Nearly 74 lakh electorates  across 10,288 Polling Stations are registered to exercise their franchise in this phase. Voting was held in 47 Assembly Constituencies of Assam with a total of 81lakh electorates registered across 11,537 Polling Stations. The number of Polling Stations has increased in view of the fact that the number of voters per polling station has been reduced from 1500 to 1000 keeping social distancing norms in view. 
    As a major push in conducting free and fair elections, live monitoring and webcasting mechanism for more than 50% of Polling Stations including critical and vulnerable polling booths was put in place to ensure safe and secure atmosphere in polling areas. Commission, CEOs, DEOs, Observers could watch live streaming and keep a close watch on these polling booths in Assam and West Bengal. Webcasting arrangements were put in place for 5392 Polling Stations in West Bengal and 5039 Polling Stations in Assam. 
    As an initiative towards inclusive and accessible elections, the option of postal ballot facility has been extended to PwDs, Senior Citizens above the age of 80 years, COVID-19 suspect or affected persons and persons employed in essential services. The Observers were specifically asked to oversee arrangements for facilitation of these voters. 
    For handholding and for guidance of the poll going states the Commission also directed Special Observers to have additional role in supervising deployment of forces and their randomization for poll duties.
    All the Polling Stations were directed to follow COVID-19 Safety protocols. Accordingly it was ensured that the Polling Stations were sanitized one day prior to poll and facility of thermal scanning, hand sanitisers,  face masks were also made available at the Polling Stations. Proper arrangements for social distancing were put in place. Nodal Health Officers have been  designated for State, district and Assembly Constituencies to oversee COVID-19 related arrangements and preventive measures during the entire electoral process. 
    All the 21825 Polling Stations of phase-1 in Assam and West Bengal, have been equipped with Assured Minimum Facilities (AMF) of drinking water, waiting shed, toilet with water facility, adequate arrangements for lighting, ramp of appropriate gradient for wheelchair for PwD electors and a standard voting compartment etc were made available at all the Polling Stations. All arrangements like transport facility, volunteers assisting Persons with Disability and senior citizens have also been put in place.
    During this phase, a total of 10288 Ballot Units (BUs), 10288 Control Units(CUs) and 10288 VVPATs were used in West Bengal and 11,537 Ballot Units (BUs), 11,537 Control Units (CUs) and 11,537 VVPATs were used in Assam. As per standard procedure all these EVMs and VVPATs had already undergone First Level Checking, Randomisation, and Commissioning in the presence of Political Parties/Candidates agents. During FLC and during commissioning each of these EVMs and VVPATs had undergone mock polls. Today before the start of the poll each of the EVMs and VVPATs again underwent a mock poll in the presence of polling agents of the candidates with minimum 50 votes cast on each, as per standard procedure. At the end of the mock poll the result of EVM were matched with the result of VVPAT slips and shown to the polling agents.   Nonfunctioning rate during the poll is lesser than experienced in last few polls. 
    Since the date of notification of Election till first phase, record seizure of Rs. 281.28 Crore has already been achieved for both the states. The seizure figure, which includes seizure of cash, liquor, narcotics, freebies etc, is more than four times higher than the total combined seizure of Rs. 60.91 Crore in GE LA 2016. The Commission has been laying specific emphasis on inducement free elections and curbing the malaise of undue money power, liquor, freebies. Till date Rs. 97.31crore has been seized in Assam (as against a total seizure of Rs. 16.58crore in LA 2016) and a total of 183.97crores for West Bengal (as against a total seizure of Rs 44.33crore in  LA 2016). Total 53 & 85 Expenditure Observers have been deployed in Assam & West Bengal Assembly Elections, 2021 respectively for effective monitoring. In Assam, 603 Flying Squads (FS) and 762 Static Surveillance Teams (SST) were operationalised to check movement of cash, liquor, drugs & freebies. The figures of FS & SST deployed in West Bengal are 1137 & 1012 respectively. In Assam, 06 Air Intelligence Units (AIU) of IT Department are set up at Guwahati, Dibrugarh, Jorhat, Silchar, Tezpur & Lakhimpur. In West Bengal, 03 Air Intelligence Units (AIU) of IT Department are set up at Kolkata, Andal in Durgapur & Bagdogra.
    Election Commission of India’s Cvigil App is a citizen centric mobile application which empowers people to report cases of MCC violations in real time basis, with auto populated details of location etc and responded within 100 minutes after verification at field level. Today a total number of 167 cases of Model Code of Conduct violations were reported through the cVIGIL app from West Bengal out of which 111 were disposed as of 4.30 pm. Similarly 582 cases were reported from Assam with 423 disposed till 4.30 pm.
    Election Commission of India expresses gratitude to all stakeholders specially the voters for their enthusiastic and fearless participation in the election process today. Commission particularly thanks PwD electors, senior citizens, service voters for taking part in elections honoring COVID protocol norms. The voter turnout reported by 5pm from the 30 AC of phase 1 in West Bengal is 79.79%. The poll Percentage reported from the 47 ACs of phase 1 in Assam is 72.14% as of 5pm. 
    ECI also recognizes the services of the entire electoral machinery including polling staff on duty, security personnel, supervisory staff, Observers, Special Observers railway authorities, enforcement agencies as also the Health authorities for making comprehensive arrangements and dedicatedly working towards successful conduct of free, fair, transparent and safe elections despite pandemic. The Commission solicits active cooperation, close collaboration and constructive partnership from all stakeholders including media for delivering smooth and peaceful elections.

    Polling for Phase 2 Assam and West Bengal Assembly Constituencies conducted peacefully. 
    Elaborate arrangements made for COVID safe, intimidation free and inducement free elections 
    The second phase of Assam and West Bengal Assembly Elections was conducted peacefully across 21,212 Polling Stations spread over 69 Assembly Constituencies today. The Commission has laid great emphasis on ensuring transparent and vigilant mechanism for COVID safe, intimidation free and inducement free elections amidst tight security arrangements. 
    The second phase of elections were conducted for 39 Assembly Constituencies in Assam. More than 73 lakh electorates across 10,592 Polling Stations are registered to exercise their franchise in this phase. Voting was held in 30 Assembly Constituencies of West Bengal with nearly 76 lakh electorates registered across 10,620 Polling Stations in Phase II. The number of Polling Stations has increased in view of the fact that the number of voters per polling station has been reduced from 1500 to 1000 keeping social distancing norms in view. 
    Polling across ACs was conducted under strict security arrangements. Election Commission has laid out an elaborate security plan to ensure smooth and safe conduct of elections. Eighteen Police Observers have been deployed by ECI to ensure safe environment during the elections. Central Armed Police Forces (CAPFs) along with the local police force have been deployed to ensure peaceful, intimidation free and conducive atmosphere for the smooth conduct of elections in a free, fair, inclusive and accessible manner. Route marches in vulnerable pockets, regular point patrolling and other Confidence Building Measures were carried out to reassure voters, especially those belonging to the weaker sections of society. Force deployment in the Assembly segments has been done under the supervision of the Central Observers deputed by the Commission.
    It is the standing instruction of the Commission that outsiders will not be allowed in the areas of poll going assembly constituencies during the silence period i.e. 48 hours before the end of polling hours. DEOs and SPs were given instructions during briefings that this instruction should be strictly adhered to. The Commission has also issued instruction that police officials including CAPF personnel will not go inside the polling booth unless required by Presiding Officer due to law and order problem. The Commission had reiterated this instruction in briefing of DEOs and police officials. These guidelines were strictly and rigorously followed. In any case anecdote reportage of any kind is not a substitute for hard empirical evidence. ECI is always committed to enquire into specific instances and taking swift action. 
    As a major push for conducting free and fair elections, live monitoring and webcasting of more than 50% of Polling Stations including critical and vulnerable polling booths has been put in place as per ECI norms, to ensure safe and secure atmosphere in polling areas. Commission, CEOs, DEOs, Observers could watch live streaming and keep a close watch on these polling booths in Assam and West Bengal. Webcasting arrangements were put in place for 5535 Polling Stations in West Bengal and 5193 Polling Stations in Assam. 
    To ensure inclusive and accessible elections, ECI has extended the option of postal ballot facility to PwDs, Senior Citizens above the age of 80 years, COVID-19 suspect or affected persons and persons employed in essential services. The Observers at the ground level oversaw that proper arrangements for facilitation were made available for these voters. 
    Keeping pandemic concerns in view, all the Polling Stations followed COVID-19 Safety protocols. For the safety of the voters and the election officials it was ensured that the Polling Stations were sanitized one day prior to poll and facility of thermal scanning, hand sanitisers, face masks were also made available at the Polling Stations. Proper arrangements for social distancing were put in place. BLOs and volunteers monitored and regulated strict compliance of social distancing norms at the Polling Stations. At the last hour of poll, polling was conducted in full COVID-19 protective gear, with proper COVID-19 protocols and supervision of health authorities.
    Assured Minimum Facilities (AMF) like drinking water, waiting shed, toilet with water facility, adequate arrangements for lighting, ramp of appropriate gradient for wheelchair for PwD electors and a standard voting compartment etc were made available at all the Polling Stations. Arrangements like transport facility, volunteers assisting Persons with Disability and senior citizens were present at the Polling Stations.

Till date Rs. 112.54 crore has been seized in Assam (as against a total seizure of Rs. 16.58 crore in LA 2016) and a total of 253.55 crores for West Bengal (as against a total seizure of Rs 44.33 crore in  LA 2016). For effective monitoring and hand holding a total of 53 & 85 Expenditure Observers have been deployed in Assam & West Bengal Assembly Elections, 2021 respectively.     PRESS NOTE
    For the ongoing West Bengal Assembly Election-2021, invoking its powers under Article 324, the Commission (1) curtails the timing of campaign upto 7 PM. There shall not be any campaign between 7PM and 10AM on campaign day.
    (2) extends the silence period from 48 hours to 72 hours in each of the remaining three phases.
    Commission also directs the political parties/candidates to provide masks, sanitizers, etc. to the participants and account for the cost in expenditure limits. In view of unprecedented public health situation and the imperative of ongoing elections, Commission today extended the silence period upto 72 hours (instead of 48 hours) and restricted the period of campaign upto 7PM (instead of 10PM). These orders have come into effect immediately.
    Commission further directed all the political parties to adhere to the COVID norms/instructions. It has directed:
    Candidates and Political Parties shall ensure absolute, repeat absolute, adherence to Covid guidelines in letter and sprit. Violations, if any, shall be sternly dealt with and action, including criminal action, taken as per extant legal framework. It shall be the responsibility of the organisers of public meetings, rallies, etc. to provide masks and sanitisers to every person attending these meetings, rallies, etc at their cost which shall be added and counted within limits of prescribed expenditure. Organisers shall also ensure proper usage of masks, sanitisers and also be responsible for maintaining minimum social distance by everyone. Star campaigners/political leaders/candidates/aspiring policy makers shall demonstrate by their personal example and nudge all supporters in the beginning of the rally, meeting and any other event during campaign to wear mask, use sanitisers and maintain social distance and put in place such crowd control measures as are necessary for observance of extant guidelines. District Election Officers and Returning Officers shall take strict measures to enforce Covid guidelines during campaign. They shall cancel public meetings, rallies, etc. if any violations are observed, in addition to invoking penal sections. Special Observers and General, Police and Expenditure Observers shall strictly monitor compliance of covid norms during campaign. The Commission has directed that Chief Secretary, West Bengal, CEO, West Bengal, all DEOs and ROs of the remaining three phases shall ensure strict compliance of this order and enforcement of extant guidelines. Special observers and other district/ constituency (ies) level observers shall regularly monitor compliance.

    1.   ELECTORAL ROLL
    The Electoral Rolls for the aforesaid Parliamentary and Assembly Constituencies w.r.t 01.01.2021 as the qualifying date has been finally published. 
    2.   ELECTRONIC VOTING MACHINES (EVMs) and VVPATs
             The Commission has decided to use EVMs and VVPATs in these bye-election in all polling stations. Adequate numbers of EVMs and VVPATs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines. 
    3.   IDENTIFICATION OF VOTERS
             In continuance to the existing practice, the voter's identification shall be mandatory in the aforementioned election at the time of poll. Electoral Photo Identity Cards (EPIC) shall be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the electoral rolls, following alternate identity documents are also prescribed:
      Aadhar Card,   MNREGA Job Card,  Passbooks with photograph issued by Bank/Post Office,  Health Insurance Smart Card issued under the scheme of Ministry of Labour,  Driving License,  PAN Card,  Smart Card issued by RGI under NPR, Indian Passport, Pension document with photograph,  Service Identity Cards with photograph issued to employees by Central/State Govt./PSUs/Public Limited Companies, and  Official identity cards issued to MPs/MLAs/MLCs.  4.   MODEL CODE OF CONDUCT
             Model code of conduct shall come into force with immediate effect in the district(s) in which the whole or any part of the Parliamentary/Assembly constituency going for election is included, subject to partial modification as issued vide Commission’ s instruction No. 437/6/1NST/2016-CCS, dated 29th June, 2017 (available on the commission's website https://eci.gov.in/) (copy enclosed). The Model code of conduct shall be applicable to all candidates, political parties and the State government concerned. The Model Code of Conduct shall also be applicable to the Union Government also.        
    5.   VOTER INFORMATION SLIPS (VIS)
    To facilitate the voter to know the serial number of electoral roll of his/her polling station, date of poll, time etc., the Commission vide letter dated 26.02.2021, has decided to issue ‘Voter Information Slip’ to the voters in place of Photo Voter Slip. Voter Information Slip will include information like Polling Station, Date, Time etc. but not the photograph of the voter. Voter Information Slip will be distributed at least 5 days before the date of poll to all enrolled electors, by the District Election Officer. However, Voter Information Slip will not be allowed as proof of identity of voters. It may be recalled that the Commission had discontinued Photo Voter Slips as an identity proof with effect from 28th February, 2019.     
    6.   BROAD GUIDELINES TO BE FOLLOWED DURING THE CONDUCT OF BYE-ELECTIONS DURING COVID-19
    In view of spread of COVID-19, the Commission on 21st August, 2020, issued broad guidelines, which is to be followed strictly during the conduct of elections, which is available on Commission’s website. 
    All instructions issued during General Election to Legislative Assemblies of Bihar, 2020 and General Elections to Legislative Assemblies of 5 States/UT shall also be mutatis mutandis applicable to the aforementioned bye-elections.

    Shri Sushil Chandra assumed charge as the 24th Chief Election Commissioner of India today, succeeding Shri Sunil Arora. Shri Arora demitted the office on 12th April, 2021 after completing his tenure.


    Shri Chandra has been serving in the Commission as Election Commissioner since 15 February 2019.He is also Member of Delimitation Commission since 18th February 2020 looking after Delimitation of Jammu Kashmir UT. Having held several posts in the Income-Tax Department for nearly 39 years, Sh Sushil Chandra had also been CBDT Chairman from 1stNovember 2016 – 14th February 2019.
    Since his tenure as Chairman, CBDT itself, Sh Chandra has played an active role in unearthing illegal money often used during Assembly Elections. With his continuous monitoring the seizures of cash, liquor, freebies, narcotics have increased substantially in recent elections. He has constantly emphasized the concept of "Inducement-Free" elections and it has become an important aspect of monitoring the electoral process in all ongoing and forthcoming elections. Process of focused and comprehensive monitoring through deployment of Special Expenditure Observers, activating the role of many more enforcement agencies in the process of Election Expenditure monitoring, more exhaustive and frequent reviews of observers and other agencies are few of the aspects of electoral management encouraged by him. His contributions are also reflective in systemic changes like the Form 26 that has now become an integral part of essential paperwork. Shri Chandra as Chairman CBDT took special efforts in the area of verification of affidavits filed by the candidates before elections. In 2018 in his role as Chairman CBDT, Shri Chandra was instrumental in evolving a uniform format of sharing details of all assets and liabilities not mentioned in the affidavits of the candidates. Facilitation through innovative IT applications in Election systems have been a unique contribution of Sh Sushil Chandra to the 2019 17thLok Sabha Elections and the Legislative Assembly Elections held since in Andhra Pradesh, Arunachal Pradesh, Odisha, Sikkim, Haryana, Maharashtra, Jharkhand, Delhi.
    Holding of elections to State Assemblies of Bihar, Assam, Kerala, Puducherry, Tamil Nadu and West Bengal amidst Covid concerns and making processes such as nomination and filing of papers online, extending option of postal ballot to the specific categories of senior citizens, Persons with Disabilities, essential services personnel as also Covid patients/suspects, has seen Sh Chandra lead from the front with an iron will to work despite challenges.
    The ECI family bid a warm farewell to outgoing Chief Election Commissioner, Sh. Sunil Arora on 12th April, 2021. After a fulfilling tenure of nearly 43 months in Commission and nearly 29 months as CEC, Sh Arora demitted office having successfully steered the 17th Lok Sabha election in 2019 and  elections to 25 State Assemblies since joining ECI in September 2017.
    Bidding farewell to Sh Arora, Election Commissioner Sh Rajiv Kumar recalled various initiatives taken up by the Commission during the tenure of Sh. Arora like providing optional postal ballot facility to senior citizen and PwD electors, setting up of India A-WEB Centre, and Voluntary Code of Ethics. He said that Shri Arora has laid special emphasis on ensuring inclusive and accessible elections during the term. He also added that Shri Arora would continue to be a source of strength to the entire ECI family.
    Shri Sunil Arora in his remarks thanked all the members of the Commission and wished for the successful conduct of all future elections. Shri Arora recalled every election presents unique challenges but conducting elections to the 17th Lok Sabha and the decision to conduct Bihar assembly elections during a pandemic was the most difficult. He congratulated all the officials involved in the exercise for their meticulous planning and hard work to ensure the smooth and successful conduct of these elections.

    निर्वाचन संबंधी प्रत्येक गतिविधि के दौरान हर एक व्यक्ति फेस मास्क पहनेगा। निर्वाचन के प्रयोजनों के लिए उपयोग किए जाने वाले हॉल/कमरा/परिसरों के प्रवेश पर:- सभी व्यक्तियों की थर्मल स्कैनिंग की जाएगी। सभी स्थानों पर सैनिटाइजर उपलब्ध कराए जाएंगे।  राज्य सरकार और गृह मंत्रालय के मौजूदा कोविड-19 दिशा-निर्देशों के अनुसार सामाजिक दूरी बरकरार रखी जाएगी। 4.    मुख्य सचिव, असम को निदेश दिया जा रहा है कि वे राज्य से एक वरिष्ठ अधिकारी को प्रतिनियुक्त करें ताकि यह सुनिश्चित हो सके कि निर्वाचन करवाने संबंधी व्यवस्थाएं करते समय कोविड-19 की रोकथाम के उपायों के संबंध में मौजूदा दिशा-निर्देशों का अनुपालन किया जाए।
    5.    इसके अतिरिक्त, आयोग ने इस निर्वाचन के लिए मुख्य निर्वाचन अधिकारी, असम को प्रेक्षक के रूप में भी नियुक्त किया है।

    आयोग के दिनांक 26 फरवरी, 2021 और 16 मार्च, 2021 के प्रेस नोट के तहत जारी असम, केरल, तमिलनाडु, पश्चिम बंगाल और पुडुचेरी की विधान सभाओं के लिए चल रहे साधारण निर्वाचन और लोक सभा तथा विभिन्न राज्यों की विधान सभाओं के उप-निर्वाचनों में, भारत निर्वाचन आयोग ने लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 126क की उप-धारा (1) के अंतर्गत शक्तियों का प्रयोग करते हुए 27 मार्च, 2021 (शनिवार) को पूर्वाह्न 7.00 बजे और 29 अप्रैल, 2021 (गुरुवार) को अपराह्न 7.30 बजे के बीच की अवधि को उस अवधि के रूप अधिसूचित किया है, जिसके दौरान किसी भी एग्ज़िट पोल का आयोजन करने और प्रिंट अथवा इलेक्ट्रॉनिक मीडिया अथवा किसी अन्य तरीके के माध्यम द्वारा एग्ज़िट पोल के परिणाम को प्रकाशित या प्रसारित करने पर प्रतिबंध होगा।     
    इसके अतिरिक्त, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 126(1)(ख) के अधीन, उपर्युक्त साधारण निर्वाचन और उप-निर्वाचनों के प्रत्येक चरण में संबंधित मतदान केंद्रों में मतदान की समाप्ति के लिए नियत समय पर समाप्त होने वाले 48 घंटों की अवधि के दौरान किसी भी इलेक्ट्रॉनिक मीडिया में किसी भी ओपिनियन पोल या अन्य किसी मतदान सर्वेक्षण के परिणामों सहित किसी भी प्रकार के निर्वाचन संबंधी मामले के प्रदर्शन पर प्रतिबंध होगा।     
    इस संबंध में दिनांक 24 मार्च, 2021 को जारी अधिसूचना सभी संबंधितों की सूचना के लिए इसके साथ संलग्न है।
