     भारत निर्वाचन आयोग में निम्नलिखित में से पंद्रह (15) सहायक अनुभाग अधिकारियों (एएसओ) [समूह ‘ख’, अराजपत्रित साधारण केंद्रीय सेवा] की वेतन-मैट्रिक्स के स्तर 07 (44,900-1,42,400/- रु.) में प्रतिनियुक्ति आधार पर सेवाएं प्राप्त करने का प्रस्ताव हैः- 
    केंद्र सरकार के अधीन अधिकारीगणः-
          क)     (i) जो नियमित आधार पर सदृश पद धारित हों; अथवा
                   (ii) जिन्हेंने वेतन मैट्रिक्स के स्तर 4 (25,500-81,100/- रु.) में नियमित आधार पर पांच वर्ष की सेवा की हो और;
          ख)     जिन्हें स्थापना और निर्वाचन संबंधी मामलों में दो वर्षों का अनुभव हो। 
    2.    प्रतिनियुक्ति की प्रारंभिक अवधि 3 (तीन) वर्ष या अगले आदेशों तक, जो भी पहले हो, के लिए होगी। प्रतिनियुक्ति की अवधि आयोग में सेवाओं की अपेक्षा रहने तक बढ़ाई जा सकती है। 
    3.    चयनित व्यक्तियों के वेतन और भत्ते, कार्मिक एवं प्रशिक्षण विभाग के कार्यालय ज्ञापन सं. 6/8/2009-स्था. (वेतन-II), दिनांक 17.06.2010, समय-समय पर यथासंशोधित, के अनुसार विनियमित किए जाएंगे। 
    4.    पात्र और इच्छुक व्यक्ति, जिन्हें उनके मूल कार्यालय द्वारा तुरंत कार्य मुक्त किया जा सकता है, विहित फार्मेट (अनुबंध-I) में उचित माध्यम से अधोहस्ताक्षरी को 28.01.2022 तक आवेदन कर सकते हैं। 
    5.    विहित फार्मेट में आवेदन अग्रेषित करते समय यह सुनिश्चित किया जाए कि आवेदन के साथ निम्नलिखित दस्तावेज संलग्न हों:-
          I. संबंधित व्यक्ति के चरित्र पंजियों की पिछले तीन वर्षों की अनुप्रमाणित प्रतियां
          II. सतर्कता क्‍लीयरेंस और सत्यनिष्ठा प्रमाण-पत्र
          III. पिछले दस वर्षों के दौरान अधिरोपित शास्तियों, यदि कोई हों, का विवरण। 
    6.    चयन आयोग द्वारा संचालित साक्षात्कार/व्यक्तिगत वार्ता में अर्हता प्राप्त करने के आधार पर किया जाएगा। चयनित अभ्यर्थियों को बाद में अपनी अभ्यर्थिता वापिस लेने की अनुमति नहीं दी जाएगी। साक्षात्कार/व्यक्तिगत वार्ता हेतु कोई टीए/डीए या भत्ता प्रदान नहीं किया जाएगा। 
    7.    किसी भी दृष्टि से अपूर्ण आवेदनों पर विचार नहीं किया जाएगा। 
    8.    उपर्युक्त उद्धृत रिक्तियां अंतिम नहीं हैं और इनमें आयोग की आवश्यकता एवं अपेक्षा के अनुरूप परिवर्तन हो सकता है।

    (ii)  डाटा इंट्री कार्य के लिए कम से कम प्रतिघंटा 1500 कुंजी दबाने की गति परीक्षा।

    डाटा इंट्री ऑपरेटर (डीईओ) वर्ग ‘ख’
    क)   (i) मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारित हों, अथवा
           (ii) मूल संवर्ग/विभाग में स्तर–04 [25,500-81,100 रु.] में डाटा इंट्री ऑपरेटर वर्ग ‘क’ में या समतुल्य में नियमित आधार पर 5 वर्ष की सेवा की हो।
    क)  निम्नलिखित न्यूनतम शैक्षणिक योग्यता रखते हों:
    (i)  मान्यता प्राप्त बोर्ड या समतुल्य से विज्ञान वर्ग में गणित विषय के साथ 12वीं उत्तीर्ण हो।
    (ii)  डाटा इंट्री कार्य के लिए कम से कम प्रतिघंटा 1500 कुंजी दबाने की गति परीक्षा।

    डाटा इंट्री ऑपरेटर (डीईओ) वर्ग ‘क’
    केंद्र सरकार के ऐसे अधिकारी, जो नियमित आधार पर सदृश पद धारित हों।
     2.    प्रतिनियुक्ति की प्रारंभिक अवधि 3 (तीन) वर्ष के लिए होगी, जो आयोग में सेवाओं की अपेक्षा रहने तक बढ़ाई जा सकती है। 
    3.    चयनित व्यक्तियों की प्रतिनियुक्ति के निबंधन एवं शर्तें, कार्मिक एवं प्रशिक्षण विभाग के कार्यालय ज्ञापन सं. 6/8/2009-स्था. (वेतन-II) दिनांक 17.06.2010, समय-समय पर यथासंशोधित, के अनुसार विनियमित किए जाएंगे। 
    4.    पात्र और इच्छुक व्यक्ति, जिन्हें उनके मूल कार्यालय द्वारा तुरंत कार्य मुक्त किया जा सकता है, विहित फार्मेट (अनुबंध-I) में उचित माध्यम से अधोहस्ताक्षरी को 24.01.2022 तक आवेदन कर सकते हैं। 
    5.    विहित फार्मेट में आवेदन अग्रेषित करते समय यह सुनिश्चित किया जाए कि आवेदन के साथ निम्नलिखित दस्तावेज संलग्न हों-
          I. संबंधित व्यक्ति के चरित्र पंजियों की पिछले तीन वर्षों की अनुप्रमाणित प्रतियां
          II. सतर्कता क्‍लीयरेंस और सत्यनिष्ठा प्रमाण-पत्र
          III. पिछले दस वर्षों के दौरान अधिरोपित शास्तियों, यदि कोई हों, का विवरण। 
    6.    चयन आयोग द्वारा संचालित साक्षात्कार/व्यक्तिगत वार्ता में अर्हता प्राप्त करने के आधार पर किया जाएगा। चयनित अभ्यर्थियों को बाद में अपनी अभ्यर्थिता वापिस लेने की अनुमति नहीं दी जाएगी। साक्षात्कार/व्यक्तिगत वार्ता हेतु कोई टीए/डीए या भत्ता प्रदान नहीं किया जाएगा। 
    7.    किसी भी दृष्टि से अपूर्ण आवेदनों पर विचार नहीं किया जाएगा। 
    8.    आयोग बिना कोई कारण बताए, किसी भी समय परिपत्र को वापस लेने/नियुक्ति प्रक्रिया रद्द करने का अधिकार सुरक्षित रखता है।

  3. Tender for supplying of cartridges of various printers in the Election Commission of India

    NOTICE INVITING TENDER
    Sealed tenders are invited on behalf of Election Commission of India for supplying of cartridges of various printers from competent agencies with sound technical and financial capabilities and meeting the Bidder’s Qualification Criteria. The rates shall be quoted in prescribed format enclosed with the tender notice.
    2. The Bidder shall have registered office in Delhi/NCR region to bid for the ECI Bidding Document in compliance with all the requirements as stated in the bidding document including OEM support for all the items for the duration of the contract.
    3. Annual Turnover of the Bidder shall not be less than INR 20,00,000.00 (Indian Rupees Twenty Lakh Only) in at least one of the immediate preceding three financial years as per the audited annual financial results. 
    4. The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supplying of cartridges of various printers in the Election Commission of India”.
    5. The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 30.12.2021 before 2.30 PM to the Section Officer (IT-1 Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    6. The bidder shall have to submit duly signed Bid Security Declaration along with Bid document as per Annexure-A.
    7. The Tender shall be opened on the scheduled date and time on 30.12.2021 at 3.30PM in Room No. 207, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all cartridges (Annexure-B) on L1 basis meeting the criterion.
    8. Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    9. The period of Contract shall start from the date of issue of Letter of Acceptance (LOA) till the supply of all cartridges. Bidder to quote for every cartridge, but the payment shall be made on actuals based on the number of cartridges supplied per month.
    10. On award of contract, successful bidder has to deposit 3% of the value of total contract. This may be in form of Bank Draft/Cheque of any nationalised bank.
    11.The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    12. The cost of tender is ‘NIL’.  The tender documents are non-transferable.
    13. In case of any dispute, the decision of the Election Commission of India will be final and binding.
    14. The payment will be released by Public Financial Management System on production of original bill only after completion of the work.
    15. Bidder shall be liable for any deficiency in the service due to whatsoever reasons. ECI will not pay any additional charges for replacement, transportation, labour, etc. SLA for supply of cartridges may be as follows: -
    Cartridges/faulty cartridges should be delivered/replaced within 4 days – No penalty. If cartridges/faulty cartridges delivered/replaced between 4 to 7 days, then penalty of 1% of amount of cartridges to be delivered/replaced may be imposed. If cartridges/faulty cartridges delivered/replaced beyond 7 days, then penalty of 1% of amount of cartridges to be delivered/replaced + Rs.100/- per day for subsequent days. 16.  Quantity of every cartridge mentioned at Annexure-B shall be increased or decreased by 10% and payment may be made on actuals and as per rate quoted by L-1 bidder. Monthly Payment shall be released on the basis of cartridges delivered by the supplier in a month.

  4. Tender Notice for Courier Services.

    TENDER NOTICE
    Sealed Tenders are invited in two bid system i.e. “Technical bid” and “Financial bid” on behalf of Election Commission of India for providing Courier Services, domestic and International, from the reputed firms.
    2.  Sealed Tenders with separate envelopes clearly superscripting on it ‘Technical bid’ and ‘Financial bid’ duly filled in the enclosed Proforma in Annexure-I and III respectively and addressed to the Under Secretary (General Administration), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001, should reach latest by 3:00 PM on 24.12.2021 in Nirvachan Sadan, Ashoka Road, New Delhi.
    3.  The tender will be submitted both the bids simultaneously by the same date of receipt i.e. 3:00 PM on 24.12.2021. Both the bids should be put in separate and duly sealed envelopes superscripting clearly Technical and Financial Bids respectively and put together in third envelope superscripting Technical and Financial Bids for Annual Contract of Courier Service. The main cover should also be wax sealed.
    4.  The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer. The sealed tenders can be submitted in the Receipt & Issue Section located at the ground floor of the Nirvachan Sadan building during normal working hours.
    5.   Tender received after the prescribed time and date shall not be entertained. The Election Commission of India will not be responsible for the postal loss/delay.
    6.   The technical bids shall be opened on the same day 24.12.2021 at 4:30 PM in Room No.316 by a committee constituted for the purpose by the commission, in the presence of tenderers or their representatives who may choose to be present.
    7.   The Financial bids of only those tenderers who qualify the conditions for technical bids shall be opened. The date for opening of financial bids shall be intimated separately. The Financial bids shall also be opened by a Committee Constituted for the purpose by the Commission in the presence of qualified tenderers or their representatives who may choose to be present.
    8.   The Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason therefore.
    9.    The cost of tender is NIL. The tender documents are not transferable.
    10.   The undersigned shall be the accepting officer and hereinafter referred to as such for the purpose of this contract.
    11.   The Annexures hereto should be dully filled-up and Annexure-I be put with technical bid cover while Annexure-II be put with financial bid cover.
    12.  All bidders are therefore required to submit their offers in two covers as under:-
    (a)  FIRST COVER (Technical Bid) should contain the following details:- as prescribed in Annexure-I
    Tender documents duly completed and signed BUT WITHOUT INDICATING THE RATES QUOTED. Details of E.M.D. Performance statement for last three year along with supporting documents Copy of PAN No. GST Registration Number copies. Any other relevant document which the firm wishes to submit and Valid on the date of Tender Enquiry. This cover should be superscribed “Technical Bid for providing Courier Services in Election Commission of India. (b)  SECOND COVER (Financial Bid) should contain the financial offer giving following details:- as in Annexure-III
    (c)  The Composite bid i.e. offers with rates indicating in the Technical bids shall be summarily ignored.
    13. Bidders shall submit along with the tenders the Bid Security Declaration Form enclosed herewith as Annexure II together with Technical Bid. Technical Bid not accompanied with the requisite Bid Security Declaration Form shall be rejected.
    14.  Bidders registered under Micro and Small Enterprises (MSEs) as defined in MSME Department of Micro, Small and Medium Enterprises (MSME) are exempted from submission of Bid Security Declaration Form upon submission of valid registration certificate(s) alongwith the Technical bid.
    15. Successful bidder will be required to submit interest free performance security equivalent to 3% of tender value in form of Bank Draft/Bank Guarantee.
    16.  In case of any dispute, the decision of the Election Commission of India will be final and binding.
    17.  All payments to the firm shall be released by the Election Commission of India on the basis of work on monthly basis and amount certified by Section Officer, Receipt and Issue Section.

           As mentioned in the “Actual work output” in “Part V- Evaluation Criteria & Price Bid Isuues” of tender notice no. 491/ SVEEP -II/ WebRadio/ 2021 dated 11/11/2021, “The agency will have to prepare 30 mins comprehensive programming, on the subject allotted to them. The actual work output to be submitted along with the proposal, in the Pen-drive. The topics to be given during the Pre-bid Conference.  (The same programme to be split in 5 mins of 6 capsules and 10 mins to 3 capsules.)”
           In this reference, details of topics for 30 minutes programme have been attached herewith at Annexure-I for your ready reference.

    In this connection, the Election Commission of India invites competitive and sealed tenders from experienced agencies/ companies for making arrangements (as per list enclosed “Annexure-I”) for its International Webinar to be held on 26th November, 2021 and trial run on 25th November, 2021 in a hotel located at New Delhi. The whole setup should be ready by afternoon to have live trial run on 25th November, 2021. The tender should be kept in a separate sealed envelope superscribing “Quotation for ECI event on 26th November, 2021”.  The tender may reach to the Commission by 8th November, 2021 (Monday) upto 11.00 AM to the Principal Secretary (Protocol), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The tender will be opened on the same day at 12.00 Noon in Room No. 705 at 7th floor, Nirvachan Sadan, Ashoka Road, New Delhi.
    The agencies/companies or his representative may also present, if they so desire. The sealed tender can also be submitted in the R&I Section located at the ground floor of the Nirvachan Sadan building.  Tender received after the due date and time shall not be accepted. The Election Commission of India will not be responsible for the postal loss/delay. Election Commission of India reserves the right to accept or reject in part or in full any or the entire tender at any stage without assigning any reason thereof.

    NOTICE INVITING TENDER
    Sealed tenders are invited on behalf of Election Commission of India for providing annual maintenance service of 40 Network switches from competent agencies with sound technical and financial capabilities and meeting the Bidder’s Qualification Criteria. The rates shall be quoted in prescribed format enclosed with the tender notice.
    2. The Bidder shall be either the OEM OR the Bidder shall be a Channel Partner authorized by OEM to bid for the ECI Bidding Document in compliance with all the requirements as stated in the bidding document including OEM support for all the items for the duration of the contract. It shall have service/customer care centre in Delhi/NCR region.
    3. Annual Turnover of the Bidder shall not be less than INR 20,00,000.00 (Indian Rupees Twenty Lakh Only) in at least one of the immediate preceding three financial years as per the audited annual financial results. 
    4. The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for annual maintenance service of 40 Network switches in the Election Commission of India”.
    5. The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 10.08.2021 before 2.30 PM to the Section Officer (IT-1 Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    6.  The bidder shall have to submit duly signed Bid Security Declaration along with Bid document as per Annexure-A.
    7.  The Tender shall be opened on the scheduled date and time on 10.08.2021 at 3.30PM in Room No. 207, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all switches (Annexure-B) on L1 basis meeting the criterion.
    8.  Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    9.   The period of AMC shall start from the date of issue of Letter of Acceptance (LOA) till the completion of 2 years. Bidder to quote for 24 months, but the payment shall be made on pro-rated basis based on the number of months under support from the date of award.
    10.  On award of contract, successful bidder has to deposit 3% of the value of total contract. This may be in form of Bank Draft/Cheque of any nationalised bank.
    11.  The Bidder shall have either supplied and installed or provided support services or provided AMC of Local Area Networks (LAN) at any customer location in India for a period of at least 2 years.
    12.  The defected Network Switch shall be instantly replaced / repaired as per the SLA mentioned in point     no. 18.
    13. Bidder has to produce Manufacturing Authorization Form (MAF) of the respective OEM.
    14. The AMC of Network Switches & Access Points are to be done in all respect as per Annexure-B.  The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    15.  The cost of tender is ‘NIL’.  The tender documents are non-transferable.
    16.  In case of any dispute, the decision of the Election Commission of India will be final and binding.
    17.  The payment will be released by Public Financial Management System on production of original bill only after completion of the work.
    18. Bidder shall be liable for any deficiency in the service due to what so ever reasons.ECI will not pay any additional charges for replacement, transportation, labour etc.SLA of AMC for 24 Port and 48 Port network switches are as follows: -
    Faulty switches should be replaced / repaired within 12 hours - No penalty If faulty switches replaced / repaired more than 12 hours and less than 24 hours, then penalty 1% of total quarterly payment. If faulty switches replaced / repaired more than 24 hours then penalty will be 1% of total quarterly payment + Rs. 1000/- per day for subsequent days.  19.  SLA of AMC for core switches are as follows: -
    Faulty switches should be replaced / repaired within 12 hours - No penalty If faulty switches replaced / repaired more than 12 hours and less than 24 hours, then penalty 5% of total quarterly payment.     2.            The quotation in typed form on Company’s letter-head duly signed and having Company’s stamp/seal on prescribed Performa (Annexure-B) including details of GST, if any, in a sealed envelope clearly super scripting “Quotation for Sanitization of office space in Election Commission of India”  The quotation should be submitted in the Receipt & Issue Section located at the ground floor of the Nirvachan Sadan building during normal working hours. The bid submitted at any other place or in open condition or without required documents will be rejected summarily.  The date of opening of bid is 19.08.2021 at 4.00 p.m. in the presence of the Committee duly constituted for this purpose.  Tenderers who may wish to present themselves, are requested to present themselves in Room No.209-E during opening the bids.
    3.              The Bidder shall submit a declaration (Annexure-A) in their Letter Head in lieu of submitting Earnest Money Deposit (EMD).
    4.              Terms and conditions of the contract will be as under :
                     a)         All the office locations mentioned at pre-page must be thoroughly sanitized.
    b)         The Bidder shall use Virex-II 256 from diversey, a broad spectrum  environmental  cleaner & disinfectant and Ultra Low Volume (ULV) cold foggers  to sanitize all the sites.
    c)         The chemicals, equipments and other items required for carrying out the sanitization   must be brought by the vendor himself and shall not be provided by the Commission.  All materials to be used for cleaning and other consumables shall be in conformity with the specifications/brand/make of Government approved standards. 
    d)         No vehicle shall be provided by the Commission for carrying out the sanitization at all the locations.  The vendor shall have to make their own arrangements to reach the locations with their equipments to carry out the sanitation.
    e)         The tender is for a period of one year which may be extended further, if required.  However, the Commission reserves the right to close the tender at any time before the expiry of tender by giving one week notice.
    f)         The quoted rate of the firm shall remain same for the tender period and no change shall be made in the rate.
    g)         The Commission, at its discretion, increase or decrease the area to be sanitized.
    h)         The Service Provider would submit a daily monitoring report to the buyer office.
    i)          The said office spaces include Rooms, Committee rooms, corridors, stairs, lifts, washrooms, cars etc.
    j)          The Service Provider will have to deploy experienced and skilled workers for the job of sanitation.
    k)         The Service Provider would submit a list of all employees’ alongwith full addresses for security to the buyer office at the time of contract.  The employees deployed should be medically fit.  The body temperature of all the employees undertaking sanitization must be done daily.  Any employee who has symptoms of cough, cold, high temperature etc. must be replaced by another employee to prevent the possible spread of Coronavirus.
    l)          If required, a particular area/room/committee rooms etc. may be sanitized multiple times depending on the requirement.  The same must be adhered to and carried out.
    m)        The payment shall be made as per the area actually sanitized (in sq.ft.) on monthly basis for which the bill, complete in all respect, must be submitted by 5th of next month.  The payment shall be made online through PFMS.
    n)         The Agreement shall commence w.e.f. the date of effectiveness of the agreement unless it is curtailed or terminated by the authority owing to deficiency of service, sub-standard quality of manpower deployed, breach of contract etc. or change in requirements.
    o)         The Service Provider shall not engage any sub-Service Provider or transfer or sub-let the contract to any other person in any manner.
    p)         The Commission shall have the right to inspect the cleaning site at any time and also to issue such orders and direction to the organization as may be considered necessary.  The organization shall ensure that such orders are compiled forthwith.
    q)         In all matter of dispute relating to this contract, the decision of the Commission will be final and binding upon the Company.
    r)         While submitting the quotation, the bidder will be deemed to have read, understood and accepted all the terms and conditions stated in this document and no change, whatsoever desired, will be entertained by the Commission.
    s)         Firm should have annual turnover of more than Rs. Ten Lakhs for last three Financial Years.
    t)          The successful bidder will have to deposit Performance Security for an amount of 3% of the estimated value for one year period on the basis of rate quoted by the bidder.  No interest is payable on this deposit.
    u)         This Performance Security is liable to be forfeited, if the services of the company are found to be unsatisfactory in any respect and/or if any of the conditions of the contract is contravened/breached and/or towards any damage is caused to Govt. property due to the negligence or otherwise of the firm or its employees.
    v)         This Performance Security is also liable to be forfeited, if the company backs out of the contract mid-term without any express consent of the Commission.
    w)        After award of the work, if the bidder fails or refuses to perform the work, the Commission may ban the agency for this work for 3 years in future.
    5.         Following documents (self-attested) must be provided by the vendors: 
    i)               The firms should furnish a copy of GST Registration Certificate.
    ii)             Self –attested copy of PAN Card.
    iii)           Self-certification to the effect that the firm has not been banned/black listed by any Ministry/Department in the past.
    iv)            Annual Turnover proof for last 3 financial years duly certified by Chartered Accountant.
    v)             A duly signed statement indicating the combination of materials and machineries to be used for sanitisation.
    vi)            Duly filled up the proforma at Annexure-A.

    OFFICE MEMORANDUM 
    IIIDEM has been established by the Election Commission of India inter alia to train, prepare and equip election officials and other stake holders for delivery of free, fair and credible and error free elections. It also aims at sensitization, motivation and preparation of the machinery as well as the stake holders of the international democratic community and helping them in overcoming shortcomings and challenges of election management. IIIDEM invites applications for the following posts on contract basis from willing and eligible candidates in the Universities, Institutions & Organisations under the administrative control of the State Governments & Statutory Organisations, Universities, Research Institutions having recognition from University Grant Commission & also from deemed Universities & Institutions of Eminence: -

    1.    The broad terms of reference are on the following lines: - 
    a)   Composite method of selection
    The process for selection on deputation basis and also on contract basis shall continue simultaneously. In case applications are received from eligible candidates for selection on deputation basis & suitable candidates are found for appointment on deputation basis, even after issuance of advertisement for appointment on contract basis, there will be no scope for consideration of candidature of any candidate for appointment on contact basis. It is only under those circumstances where under no suitable candidate is available for appointment on deputation basis that appointments on contract basis will be considered. The terms and conditions explained in succeeding sub-paras are relevant only for appointments on contract basis.  
    b)    Remuneration
    Selected candidates will be eligible to draw their allowances in the scale of pay attached to the posts, as per usual terms and conditions.  
    c)    Qualification & Experience
    The conditions of eligibility i.e. qualifications & experience for various posts will be in terms of UGC Notification 18th July 2018, in addition, condition of minimum qualifying service, for appointment at different levels in the pay matrix in terms of 7th CPC shall be followed. 
    d)   Field of selection   
    Application for appointment on deputation basis from the candidates in the zone of eligibility as specified in OM no. 590/IIIDEM/Academic Affairs/Centre Head/2020 dated 26th March 2020 are to be considered upto 31st August, 2021. The candidates who have already applied for selection on deputation basis and those who are eligible for consideration for appointment on deputation basis in terms of the said circular, shall not be considered for appointment on contract basis.  
    e)    Maximum Age limit for eligibility
    40 years for the post of Assistant Professor & 65 years for all other categories. 
    f)    No right or claim for appointment on regular basis
    The arrangements of contractual assignments will be purely by way of ad-interim arrangements. The service rendered on contract basis will not be reckoned in any manner for the purpose of consideration of candidature for regular appointment, consequent upon finalization of the conditions of service.  
    3.  The engagement will be for a period of 1 year, extendable upto a total period of 3 years on the basis of review of conduct and performance etc. The pay & allowances and other Terms & Conditions of the persons selected for such assignment on contract basis shall be regulated in terms of extant guidelines issued by the University Grants Commission (UGC) and Department of Personnel & Training (DoP&T) from time to time, as may be decided by the Commission, keeping in view the exigencies of Public service.
    4.   The details like general conditions, eligibility criteria and pro forma of application form etc. is attached (Annexures A to F).
    5.   Willing and eligible candidates may send their application in the prescribed pro forma, through proper channel along with copies of the ACRs/ APARs, at least for a period of 05 years, for the period ending on 31.12.18/31.03.19 [Duly attested], cadre and vigilance clearance (wherever applicable) to the undersigned on or before 31st August, 2021.

          उपर्युक्त विषय पर आयोग के दिनांक 18.03.2021 की निविदा सं. 485/एएमसी/2021/आईटी-ओएण्डएम के संदर्भ में, मुझे यह कहने का निदेश हुआ है कि आई टी मदों के लिए वार्षिक अनुरक्षण सेवा उपलब्ध कराने हेतु निविदा से संबंधित तकनीकी रूप से अर्हक बोलीदाताओं (मैसर्स ओ. ए. कॉम्पसर्व प्राइवेट लिमिटेड, मैसर्स कॉरपोरेट इंफोटेक प्राइवेट लिमिटेड और मैसर्स कार्वी इनोटेक लिमिटेड अर्हक हैं) की वित्तीय बोलियों को निर्धारित तिथि एवं समय पर दिनांक 02.06.2021 को अपराह्न 03.00 बजे कमरा सं. 602 ए, निर्वाचन सदन, अशोक रोड, नई दिल्ली में खोला जाएगा।

  25. Tender for supply of 98 laptops to the Election Commission of India-reg.

    NOTICE INVITING TENDER
                Sealed tenders are invited on behalf of Election Commission of India for supply of 98 laptops from the authorized dealers on L1 basis. The rates shall be quoted in prescribed format enclosed with the tender notice.
    2.  The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of 98 laptops to the Election Commission of India”.
    3.   The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 12.07.2021 before 2.30 PM to the Section Officer (IT-1 Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    4.   Bidders shall have to deposit Rs.1,00,000/- (Rupees one lakh only) as EMD in the form of Demand Draft in the name of “Pay and Accounts Officer, Election Commission of India, Ashoka Road, New Delhi” on or before bid submission closing date and time and submit before the Section Officer, IT-1 Section, Election Commission of India, Room no. 509, 5th Floor, Nirvachan Sadan, Ashoka Road, New Delhi -110001.
    5.   The Tender shall be opened on the scheduled date and time on 12.07.2021 at 3.30 PM in Room No. 207, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all laptops (Annexure-A) on L1 basis meeting the criterion.
    6.  Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    7.  On award of contract, successful bidder has to deposit 5% of the value of total contract. This may be in form of Bank Draft/Cheque of any Nationalised bank.
    8.  The supply of laptops to be done within 15 days of the receipt of the Purchase order as per Annexure-A.  If the firm fails to supply the laptops within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority. Laptops of Lenovo/Dell/HP brand shall be accepted and rest shall be summarily rejected. Firm has to produce Manufacturing Authorisation Form (MAF) of the respective OEM. Firm shall also be liable for any issue arising out of supply of defected laptops. Also, defected laptops shall be instantly replaced with new working laptops.
    9.  The supply of laptops are to be done in all respect as per Annexure-A.  The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    10. The cost of tender is ‘NIL’.  The tender documents are non-transferable.
    11.  In case of any dispute, the decision of the Election Commission of India will be final and binding.
    12.  The payment will be released by Public Financial Management System on production of original bill only after completion of the work.
