                   Election Commission of India proposes to obtain the services of 10 (Ten) Data Entry Operators (DEO) Grade ‘A’ in the Level 04 [Rs. 25,500-81,100] of the Pay Matrix on deputation basis from amongst Officers under the Central Government holding analogous posts on regular basis.
     2.           The initial period of deputation will be for 03 (three) year, which may be extended till the services are required in the Commission.
     3.           The terms and conditions of deputation of the selected persons will be regulated in accordance with the Department of Personnel and Training OM No. 6/8/2009-Estt. (Pay-II), dated 17.06.2010, as amended from time to time.
    4.           Eligible and interested persons and whose services can be spared immediately by their parent office may apply, through proper channel in prescribed format (Annexure-I), to the undersigned latest by 20.12.2018. 
     5.           While forwarding the application in the prescribed format, it may be ensured that following documents are enclosed with the application:-
                              I.           Attested copies of the Character Rolls of the person concerned for the last three years
                            II.           Vigilance clearance and Integrity Certificate.
                          III.           Statement of Penalties imposed, if any, during the last ten years.
     6.           Selection will be based on qualifying in the Interview/Personal Talk conducted by the Commission. The candidates selected will not be allowed to withdraw their candidature subsequently. No TA/DA or any other allowance shall be provided for Interview/Personal Talk.
    7.           Incomplete applications, in any form, will not be considered.

    It is proposed to fill up one post of Library and Information Officer in Level 11 [Rs.67, 700-208700] of the Pay Matrix (PB-3, Rs.15600-39100/- with corresponding Grade Pay of Rs.6600/-) in the Secretariat of the Election Commission of India, New Delhi on deputation basis.
     2.  Officers under the Central Government or State Government or Union territories:
     (a)      
      Holding analogous post on regular basis in the parent cadre/department;  or   With seven years regular service in post in Level 7 of the Pay Matrix (Pay Band-2 Rs.9300-34800/- with corresponding Grade Pay of Rs.4600/-) or equivalent and  (b)      possessing the educational qualification and experience as below: -
        Masters Degree in Library Science or Library Information Science of a recognized University or Institute;   Five years’ professional experience in a Library under Central/State Government/ Autonomous or Statutory organization/PSU/University or recognized Research or Educational Institution. Desirable: -
    One year experience of computerizing Library activities in a Library under Central/State Government/ Autonomous or Statutory organization/PSU/University or recognized Research or Educational Institution. One year Professional experience in the specific areas of activities of the Department/Ministry viz. Technical or scientific, if any, to be specified at the time of framing RRs Diploma in Computer Applications from a recognized University/ Institution           Note: The maximum age limit for appointment by deputation shall not exceed 56 years as on closing date for receipt of applications.
    3. The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the Election Commission of India or some other organization/ department of the Central Govt. shall not ordinarily exceed three years.
    4.  The applications, in duplicate, in the enclosed proforma, along with the complete and up-dated C.R. dossier for the last 5 years of the officials who could be spared in the event of his/her selection, may be forwarded to the Principal Secretary (Admin.), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-01 on or before 21.03.2019.     5.  Pay of the Official selected on deputation will be regulated under the provisions contained in the Deptt. of Personnel and Training O.M. NO.6/8/2009-Estt.(Pay-II) dated 17.06.2010 as amended from time to time.
    6.  If anyone is selected from a higher Scale/pay his or her pay shall be protected by the Commission.

    Election Commission of India invites sealed tender from registered and reputed agencies/firms having their garage located in Delhi/New Delhi and National Capital Region of Delhi for hiring Private taxies/cars (AC) Diesel driven/Petrol driven and CNG taxies (as per rules & regulations as amended from time to time) for a period of one year for picking and dropping of the officers and staff from Office (Nirvachan Sadan) to their respective residences and vice-versa etc.

List of items is given at annexure “A”.  The earnest money Deposit (EMD) of successful bidder shall be adjusted from the total payment. The successful bidder has to make full balance payment, after due adjustment of the EMD, in the form of Demand draft in favour of “Pay & Accounts Officer, Election Commission of India, payable at New Delhi” within three days after confirmation, failing which the offer will be cancelled and the EMD shall stand forfeited. The EMD of unsuccessful bidders shall be returned within one month after the auction date, without any interest. No item once disposed to the successful bidder shall be taken back by this Department on any condition whatsoever. The successful bidder will be required to lift all the items from the disposal site within five days after the payment of the balance amount. On failure to do so this office shall have the right to forfeit the entire amount of the bidder and dispose of the items through the alternate bidder. The successful bidder, on their own cost, will also be required to make their own arrangement of transport, labour etc. for lifting the disposed items.     NOTICE INVITING TENDER
                Sealed tenders are invited on behalf of Election Commission of India for supply of laptops on rental basis from the authorized dealers on L1 basis.  The rates shall be quoted in prescribed format enclosed with the tender notice.
    2.  The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of laptops on rental basis to the Election Commission of India”.
    3.  The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 12.02.2019 before 2.00 PM to the Section Officer (ICT Section), Election Commission of India, NirvachanSadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the NirvachanSadan building.  Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.

    8. The cost of tender is ‘NIL’.  The tender documents are not transferable.
    9. In case of any dispute, the decision of the Election Commission of India will be final and binding.
    10. The payment will be released by Public Financial Management System on production of original bill only after completion of the work.

    भारत निर्वाचन आयोग निम्‍नलिखित में से, वेतन मैट्रिक्स के लेवल 7 (रु.44,900- 1,42,400/-) [समूह ‘ख’, अराजपत्रित, सामान्‍य केन्‍द्रीय सेवा] में 08 (आठ) सहायक अनुभाग अधिकारियों की सेवाएं प्रतिनियुक्ति आधार पर प्राप्‍त करने का प्रस्‍ताव है:-  
    केन्‍द्रीय सरकार के अन्‍तर्गत ऐसे अधिकारी:
    क      (i) जो नियमित आधार पर सदृश पद धारित करते हों; या
    (ii) जिन्होंने वेतन मैट्रिक्स के लेवल 4 [रु. 25,500-81,100/-] के पदों पर पाँच वर्ष की नियमित सेवा की हो; और

    2.     प्रतिनियुक्ति की प्रारंभिक अवधि तीन वर्ष अथवा अगले आदेश होने तक, जो भी पहले हो, होगी। प्रतिनियुक्ति की अवधि तब तक के लिए बढ़ाई जा सकती है जब तक आयोग में सेवाओं की आवश्यकता हो।  
    3.     चयनित व्‍यक्तियों के वेतन और भत्‍ते कार्मिक एवं प्रशिक्षण विभाग के दिनांक 17.06.2010 के कार्यालय ज्ञापन संख्‍या 6/8/2009-स्‍था. (वेतन-II), समय-समय पर यथा संशोधित, के अनुरूप विनियमित किए जाएंगे। 
    4.     पात्र एवं इच्‍छुक व्‍यक्ति जिन्हें उनके मूल कार्यालय द्वारा तुरंत कार्यमुक्त किया जा सकता है, उचित माध्‍यम से अधोहस्‍ताक्षरी को विहित फॉर्मेट (अनुबंध-I) में 31.03.2020 तक आवेदन कर सकते हैं।

    6.     चयन, आयोग द्वारा संचालित साक्षात्‍कार/व्‍यक्तिगत चर्चा में अर्हता प्राप्त करने पर किया जाएगा। चयनित अभ्‍यर्थियों को बाद में अपनी अभ्‍यर्थिता वापस लेने की अनुमति नहीं दी जाएगी। साक्षात्‍कार/व्‍यक्तिगत चर्चा के लिए किसी प्रकार का टीए/डीए या कोई अन्‍य भत्‍ता नहीं दिया जाएगा।

    (ii)    डाटा इंट्री कार्य के लिए कम से कम प्रतिघंटा 1500  कुंजी दबाने की गति परीक्षा।

    डाटा इंट्री ऑपरेटर (डीईओ) वर्ग ‘ख’
    क)   (i) मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारित हों, अथवा
    (ii)     मूल संवर्ग/विभाग में स्तर – 04 [25,500-81,100रु.] में डाटा इंट्री ऑपरेटर वर्ग ‘क’में या समतुल्य में नियमित आधार पर 5 वर्ष की सेवा की हो।
    क)            निम्नलिखित न्यूनतम शैक्षणिक योग्यता रखते हों:
    (i)     मान्यता प्राप्त बोर्ड या समतुल्य से विज्ञान वर्ग में गणित विषय के साथ 12वीं उत्तीर्ण हो।
    (ii)    डाटा इंट्री कार्य के लिए कम से कम प्रतिघंटा 1500  कुंजी दबाने की गति परीक्षा।

    डाटा इंट्री ऑपरेटर (डीईओ) वर्ग ‘क’
    केंद्र सरकार के ऐसे अधिकारी, जो नियमित आधार पर सदृश पद धारित हों।
     
    2.     प्रतिनियुक्ति की प्रारंभिक अवधि 3 (तीन) वर्ष के लिए होगी, जो आयोग में सेवाओं की अपेक्षा रहने तक बढ़ाई जा सकती है।
    3.     चयनित व्यक्तियों की प्रतिनियुक्ति के निबंधन एवं शर्तें, कार्मिक एवं प्रशिक्षण विभाग के कार्यालय ज्ञापन सं. 6/8/2009-स्था. (वेतन-II) दिनांक 17.06.2010, समय-समय पर यथासंशोधित, के अनुसार विनियमित किए जाएंगे।
    4.     पात्र और इच्छुक व्यक्ति, जिन्हें उनके मूल कार्यालय द्वारा तुरंत कार्य मुक्त किया जा सकता है, विहित फार्मेट (अनुबंध-I) में उचित माध्यम से अधोहस्ताक्षरी को 17.04.2020 तक आवेदन कर सकते हैं।
    5.     विहित फार्मेट में आवेदन अग्रेषित करते समय यह सुनिश्चित किया जाए कि आवेदन के साथ निम्नलिखित दस्तावेज संलग्न हों-
                  I. संबंधित व्यक्ति के चरित्र पंजियों की पिछले तीन वर्षों की अनुप्रमाणित प्रतियां
                 II. सतर्कता क्‍लीयरेंस और सत्यनिष्ठा प्रमाण-पत्र
                 III. पिछले दस वर्षों के दौरान अधिरोपित शास्तियों, यदि कोई हों, का विवरण।
    6.     चयन आयोग द्वारा संचालित साक्षात्कार/व्यक्तिगत वार्ता में अर्हता प्राप्त करने के आधार पर किया जाएगा। चयनित अभ्यर्थियों को बाद में अपनी अभ्यर्थिता वापिस लेने की अनुमति नहीं दी जाएगी। साक्षात्कार/व्यक्तिगत वार्ता हेतु कोई टीए/डीए या भत्ता प्रदान नहीं किया जाएगा।

    TENDER
    The Election Commission of India invites competitive and sealed tenders from experienced agencies/ companies for making arrangements (as per the list enclosed) for its “National Voters Day” to be held on 25th January 2019 in Manekshaw Centre, Delhi Cantt, New Delhi. The tender has to be submitted in two bid systems i.e Technical Bid and Financial Bid. These two bids should be kept in a separate sealed envelope superscribing “Technical Bid” and “Financial Bid. These two bid covers should be put in a single large envelope superscribing “Quotation for hiring of backdrop, signages, audio visual etc. on 25th January 2019”.  The Financial Bid of only those agencies shall be opened who found to be qualify in Technical Bid.  
    The tender should reach to the undersigned by 3.00 PM on 8th January, 2019 and the Technical Bid shall be opened at 4.00 PM on the same day and followed by Financial Bid. 
    Terms and Conditions: -
    1.    The Agency should be registered under the provisions of Companies Act and should complied with all the requirements of ROC (Registrar of companies).
    2.    The Agency should be empanelled with any Govt. / Public Undertaking organisation.
    3.    It should have minimum experience of 5 years in the field of providing audio/visual services, stage work and fabrications.
    4.    The minimum turnover of the agency should be 3 crores during the last 3 years. (Copy of ITR for the last 3 financial years to be attached)
    5.    The agency should have successfully executed at least 50 events during the last 3 years (till 31/03/2018) and out of which at least 15 events should be for Hon’ble President/ Prime Minister/ Chief Minister and Govt. Organizations/Ministries.
    6.    The Agency should have experience of holding event at major Government premises like Vigyan Bhawn, Manekshaw, Pravasi Bharitiya Kendra.
    7.    The Company should be registered with PF/ESI (certificate to enclosed). 
    8.    The Agency should neither be a black listed firm nor have its contracts been terminated/foreclosed by any company/ department/ organization till date. (certificate to be attached).
    9.    In case of any dispute, the decision of the Election Commission of India will be final and binding.
    10.    Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    11.    The payment will be released by PFMS on production of original bill only after successful completion of the work
    12.    The Earnest Money Deposit (EMD) of Rs. 50,000/-by way of cheque/demand draft shall be deposited in favour of “Under Secretary, Election Commission of India” alongwith the tender documents.

    Sir,
                  With reference to the Commission’s tender no.590/IIIDEM/Hotel Empanelment/2018/Trg.I dated 29th Nov., 2018 on the subject cited above. I am directed to state that Commission has clarified some queries raised by the bidders regarding tender for empanelment of hotels for providing boarding and lodging services :

    There are three geographical locations mentioned in the tender – NDMC area, Aerocity area and Dwarka area. The major areas covered under each category of geographical location in the tender may be specified.
     
    Aerocity Area:  Hotels located in aero city area including Mahipalpur.
    Dwarka area: Hotels located in any sector in Dwarka or close to Dwarka
    NDMC area:- Area under NDMC limits

    Since to obtain a 4 or 5 star ratings by the hotel necessary prior approvals from local authorities like Police, Fire department, FSSAI etc are required to be taken, therefore, there should be provision to tick mark for these items in the technical bid format.
     
    Documents should not be made compulsory to be attached along with technical bid.
     
    Only the Star rating certificate may be enclosed.
    The bidders may tick mark the items in the technical bid format as “Yes or No”. No need to enclose certificates of local authorities in those categories.

    Airport pick up and drop may be made on per car basis. 
     
    Rate to be quoted per participants for Airport pick and drop (both ways).
    Airport pick up and drop is mandatory whether Hotel quotes rate or not.
    If hotel does not quote rate for airport pick up and drop, the bid will still be valid but the hotel will provide this facility without charging on it.
    4.
    The Format “C” for audio visual requirement is to be made applicable to both kinds of requirements.
    Format ‘A’ – related to accommodation, food, airport pick up and drop etc. In this case participants will be staying in the hotel.
    Format ‘B’- related to work shop or conferences only. 
    The charges for audio visual equipment will be part of both the quotes in Format “A” and Format “B” separately.
    The financial evaluation will be done on the basis of Format “A” + Format “C” and Format “B” + Format “C” separately.
     
    5.
    The charges on audio visual may not be taken into consideration for evaluating financial bids.  IIIDEM may chose it’s own agency for this services as these services are outsourced by hotel also and vary from hotel to hotel.
    The charges for audio visual equipment for the items mentioned in Format “C” have to be quoted. 
    6.
    Charges for welcome dinner
    Charges for welcome dinner may be quoted for non residents only who may attend the same.  No separate charges for dinner in case of residents be quoted as this is already included in the accommodation item itself.
    7.
    How the empanelment will be done
    Based on quotes, the L1 will be selected.  Other technically qualified bidders will be given chance to match the L1 rates.  Those who agree with the L1 rates will be empanelled along with the Hotel who has quoted L1 rates.
    For bookings first chance will be given to the L1. If that hotel expresses non availability, offer will be made to other hotels based on requirement of IIIDEM.
