    CIRCULAR
                   The Election Commission of India invites applications to engage 02 eligible candidates as Research Associate (Accounts) for a period of one (01) year from the date of engagement, purely on contract basis.
   1.            Job and Role Description
   To assist the Election Expenditure Policy Section (EEPS) with relation to the following functions:-
   Analysis of Audited Annual Accounts filed by political parties to check for adherence to accounting standards laid down by ICAI; Review of part and full Expenditure Statements filed by political parties and candidates and to capture details of trends of expenditure. Analysis of details of assets and liabilities filed by candidates in Form 26 at the time of nomination; Analysis of Contribution Reports filed by political parties and Annual Accounts filed by electoral trusts; Documentation of findings and creation of new documents for dissemination of information to the public; Preparation of detailed policy and procedural documents regarding reporting by political parties and candidates; Preparation of reports on international best practices pertaining to auditing of accounts of political parties and candidates; and Any other work assigned by DG (Expenditure), Election Commission of India. 2.            Essential Educational Qualification:-
   The Applicant must be a graduate in Accounts or a Chartered Accountant (as on the date of appearing in the interview) from any School/College/University/Institution established by law in India.
   3.            Work Experience / Professional Requirements:-
   The Candidate should have working knowledge of electoral systems, election law and election expenditure regulation policy and procedures; At least 4 years of relevant work experience in auditing of accounts/advisory services pertaining to audit; Prior work experience in a government department or independent regulatory commission is desirable; Excellent communication and presentation skills; Proven ability to produce reports of highest academic quality; and Proven ability to work and coordinate with different divisions and work as a team player. 4.         Salary and Allowance:-  Remuneration of Rs. 50,000/- per month and a fixed transport allowance of Rs. 12,000/- per month will be admissible to Research Associate(Accounts).  No other allowances of any kind will be admissible.
   5.          Mode of engagement:-  
   The candidates will be shortlisted for interview on the basis of academic qualification, work experience in relevant field e.t.c. Those short-listed will be interviewed to ascertain their suitability.
   The engagement will be purely on contract basis initially for one year subject to further renewal of the contract and shall be subject to satisfactory performance of duties. However, the Commission reserves the right to curtail the period of engagement or  terminate the contract at any point of time without any notice.               
   It is made clear that the above position needs full time engagement but it will not confer any right on the selected candidate to claim regular appointment in the Commission.
    6.            Last date of submission of the application 05th December, 2019, at 5:00 PM either by post or by email at bcpatra@eci.gov.in in the form attached at Annexure (A). Incomplete applications or any application received after last date and time will be summarily rejected.
    7.          Interview:- List of the candidates shortlisted for interview will be put on the ECI website (www.eci.gov.in). Only these candidates will be allowed to appear in the interview. The date of interview will be notified and intimated later on.

    NOTICE INVITING TENDER
                Sealed tenders are invited on behalf of Election Commission of India for supply of desktops on rental basis from the authorized dealers on L1 basis.  The rates shall be quoted in prescribed format enclosed with the tender notice.
    2. The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of desktops on rental basis to ECI”.
    3. The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 15.04.2019 before 2.00 PM to the Section Officer (ICT Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building.  Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.
    4. The Tender shall be opened on the scheduled date and time on 15.04.2019 at 2.30 PM in Room No 201, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time.
    5. Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    6. The supply of desktops to be done within 2 days of the receipt of the Purchase order as per Annexure-A.  If the firm fails to supply the desktops within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority.
    7. The supply of desktops is to be done in all respect as per Annexure-A.  The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    8. The cost of tender is ‘NIL’.  The tender documents are not transferable.
    9. In case of any dispute, the decision of the Election Commission of India will be final and binding.
    10. The payment will be released by Public Financial Management System on production of original bill only after completion of the work.

    भारत निर्वाचन आयोग,  पूर्णत: संविदा आधार पर सहायक अनुभाग अधिकारी के स्तर पर 20 कार्यालय सहायक (स्तर-ग परामर्शी) की प्रारम्भ में 1 वर्ष की अवधि के लिए नियुक्ति का प्रस्ताव करता है, जिसे संतोषजनक निष्पादन के आधार पर 2 और वर्ष तक के लिए बढ़ाया जा सकता है।  तदनुसार, ऐसे सेवानिवृत सरकारी कर्मचारियों से आवेदन-पत्र आमंत्रित किए जाते हैं, जो निम्नलिखित पात्रता शर्तों को पूरा करते हैं :-   
    पात्रता मानदंड
    अनुभाग अधिकारी/ सहायक अनुभाग अधिकारी या समकक्ष पद के स्तर से केंद्र सरकार की सेवा से सेवानिवृत्त हुए हों। पद के लिए आवेदन जमा करने की अंतिम तिथि को अधिकतम आयु 65 वर्ष से अधिक न हो। सरकारी कार्यालयों की कार्यप्रणाली से भलीभांति परिचित हों। केंद्र सरकार के विभिन्न सेवा नियमों/ विनियमों की अच्छी जानकारी हो, प्रशासनिक / स्थापना मामलों (सामान्य प्रशासन सहित), नियम, विनियम बनाने, सतर्कता मामले, न्यायालय मामले, संसद के प्रश्न एवं संबंधित मामले, आरटीआई, लोक शिकायतें, लेखा परीक्षा एवं बजट, रोकड़ एवं  लेखा, आरक्षण, वित्तीय प्रस्तावों का परीक्षण, निर्वाचन इत्यादि कार्य करने में सक्षम हो।    स्नातक स्तर पर एक विषय के रूप में विधि, राजनैतिक शास्त्र, और सूचना प्रौद्योगिकी का अध्ययन करने वाले, संवैधानिक संस्थाओं में कार्य कर चुके  व्यक्तियों को वरीयता दी जाएगी। आवेदक दिल्ली/एनसीआर का निवासी हो। उसे कम्प्यूटर का कार्यसाधक ज्ञान हो।  2.    कार्यालय सहायकों की नियुक्ति निम्नलिखित शर्तों के अध्यधीन होगी :--
     कार्यालय सहायक किसी तरह के भत्ते और आवासीय सुविधा पाने का पात्र  नहीं होगा।  वे टेलीफोन सुविधाएं, सीजीएचएस, चिकित्सा खर्च की प्रतिपूर्ति, परिवहन  सुविधाएं,        स्टाफ कार और केंद्रीय सरकार के पूल से आवासीय सुविधा पाने के पात्र भी नहीं होंगे।           कार्यालय सहायक की नियुक्ति पूर्णत: संविदा आधार पर होगी।    आवेदक को एक स्व-घोषणा  भी करनी होगी कि उसके विरुद्ध कोई आपराधिक मामला लम्बित नहीं है। उनके चयन हो जाने की स्थिति में राजनैतिक असंबद्धता के बारे में गैर न्यायिक स्टाम्प पेपर पर उन्हें एक शपथ-पत्र देना भी अपेक्षित होगा।  जानकारी बाहर न भेजने (Non disclosure) के एक वचन-पत्र पर अभ्यर्थी को हस्ताक्षर  करने होंगे।  कार्यालय सहायक का मुख्यालय दिल्ली में होगा।  कार्यालय सहायक को आयोग के कार्य-समय के अनुसार कार्य करना होगा। बहरहाल,  कार्य की आवश्यकता होने पर उन्हें देर तक बैठना पड़ सकता है और उन्हें शनिवार/  रविवार और राजपत्रित अवकाशों पर भी बुलाया जा सकता है।  कार्यालय सहायक की सेवाएं कोई कारण बताए बिना किसी भी समय समाप्त की जा सकती हैं।  बहरहाल, यदि कार्यालय सहायक किसी भी करण से सेवाएं जारी रखने का           इच्छुक न हो, तो उसे कार्यालय को कम से कम एक माह का नोटिस देना होगा।  आयोग के दिनांक 13.07.2018 के परिपत्र में उल्लिखित अन्य शर्तें एवं निबंधन लागू होंगे।   3.    प्रति माह भुगतान किया जाने वाला समेकित परामर्शी शुल्क 39000 रु. (परिलब्धियां 30000 रु.+ 9000 रु.परिवहन भत्ता) होगा। किसी भी तरह का अन्य कोई भत्त्ता अनुमत्य  
          नही होगा।  
    4.    जो व्यक्ति, पात्रता संबंधी मानदंड पूरा करते हैं और संविदा आधार पर कार्यालय सहायक के रूप में अपनी सेवाएं देना चाहते हैं, वे विहित प्रोफॉर्मा (संलग्न) में ही विधिवत भरा हुआ
          अपना आवेदन ईमेल-bcpatra@eci.gov.in पर श्री बी.सी.पात्रा, सचिव,  भारत निर्वाचन आयोग को 09.09.2020 तक अवश्य भेज दें। अधूरे आवेदन-पत्रों को निरस्त कर दिया
          जाएगा।    
    5.    प्राप्त आवेदन-पत्रों की, साक्षात्कार हेतु आमंत्रित करने से पहले, शैक्षिक योग्यता और आयु के आधार पर छंटनी की जाएगी। छंटनी की प्रक्रिया के दौरान, उपर्युक्त पैरा1(v) में दी गई शर्त  के अलावा, उच्चतर शैक्षिक योग्यता वाले और हाल ही में सेवानिवृत व्यक्तियों को वरीयता दी जाएगी। कार्यालय सहायक के रूप में उपयुक्त अभ्यर्थियों का अंतिम चयन आपसी       वार्तालाप/ साक्षात्कार के आधार पर किया जाएगा। छंटनी किए गए अभ्यर्थियों को साक्षात्कार  की पूरी जानकारी उचित समय पर ई-मेल के माध्यम  से दे दी जाएगी।   
    6.    आयोग के पास नियुक्ति प्रक्रिया को किसी भी समय बिना कारण बताए निरस्त करने का अधिकार सुरक्षित है।

    2.   निविदा दस्तावेज बोली सं: जीईएम/2022/बी/2553777, दिनांक 19 सितम्बर, 2022 में गवर्मेंट ई- मार्केटप्लेस (जीईएम) पोर्टल पर पहले ही उपलब्ध है और बोली संबंधी विनिर्देशनों के अनुसार अन्य सुसंगत सूचना इसमें देखी जा सकती है। पंजीकृत जीईएम प्रयोक्ताओं/विक्रेताओं (वेंडरों) से बोलियां प्राप्त करने की अंतिम तारीख 29 सितम्बर, 2022 अपराह्न 3:00 बजे तक है।

    The Tender shall be opened on the scheduled date and time on 26.03.2021 at 12.30 PM onwards in Room No 509, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderes, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all items (Annexure-A) on Ll basis meeting the criterion.
    Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    The supply of software (MS Office) to be done within 05 days of the receipt of the Purchase Order as per Annexure-A. If the firm fails to supply the said items within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority.
    The supply of software  (MS Office) is to be done in all respect as per Annexure-A. The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    The cost of tender is 'NIL'. The tender documents are not transferable.
    In case of any dispute, the decision of the Election Commission of India will be final and binding.
    The payment will be released by PFMS (Public Financial Management System) on production of original bill only after completion of the work.

    भारत निर्वाचन की ओर से प्राधिकृत डीलरों से एल1 के आधार पर (i) 02 (दो) एचपी क्यूए180आईएन 27 इंच की स्क्रीन के साथ ऑल इन वन डेस्कटॉप, (ii) 01 (एक) एचपी मल्टीफंक्शनल प्रिंटर 180एन, (iii) 01 (एक) एचपी मल्टीफंक्शनल प्रिंटर 226डीडब्ल्यू और (iv) 01 (एक) लेनोवो योगा 530 लैपटॉप की आपूर्ति के लिए सीलबंद निविदाएं आमंत्रित की जाती हैं। निविदा सूचना के साथ संलग्न निर्धारित प्रारूप में दरों को उद्धृत किया जाएगा।
     2. इच्छुक एजेंसियों को सलाह दी जाती है कि वे अपनी दरों को सीलबंद लिफाफे में उद्धृत करें जिसके ऊपर "भारत निर्वाचन आयोग को कम्प्यूटिंग उपकरणों की आपूर्ति के लिए निविदा" लिखा हो।
    3.  इच्छुक डीलर / फर्में पूरी तरह से भरे हुए निविदा दस्तावेजों और अन्य अपेक्षित दस्तावेजों को अनुभाग अधिकारी (आईसीटी अनुभाग), भारत निर्वाचन आयोग, निर्वाचन सदन, अशोक रोड, नई दिल्ली-110001 को दिनांक 26.04.2019 को अपराह्न 2.00 बजे से पहले जमा कर सकते हैं।  सीलबंद निविदा को निर्वाचन सदन भवन के भूतल पर स्थित आर एन्ड आई अनुभाग में भी जमा करवाया जा सकता है। निविदा जमा करने की नियत तिथि और समय के बाद देरी से प्राप्त / विलंबित निविदा स्वीकार नहीं की जाएंगी। डाक से होने वाले नुकसान / विलम्ब के लिए भारत निर्वाचन आयोग उत्तरदायी नहीं होगा।
    4. निविदा, निविदाकारों के प्रतिनिधि, यदि कोई हों, जो उस समय उस स्थान पर उपस्थित होने का इच्छुक हो, की उपस्थिति में आयोग द्वारा इस प्रयोजनार्थ नियुक्त की गई समिति द्वारा कमरा संख्या 509, निर्वाचन सदन, अशोक रोड, नई दिल्ली में 26.04.2019 को अपराह्न 2.30 बजे निर्धारित तिथि और समय पर खोली जाएगी।
    5. भारत निर्वाचन आयोग कोई भी कारण बताए बिना निविदा के किसी भी स्तर पर आंशिक अथवा पूर्ण रूपेण किसी भी अथवा सभी निविदाओं को  स्वीकार या निरस्त करने का अधिकार सुरक्षित रखता है
     6. उपर्युक्त मदों की आपूर्ति अनुबंध-क के अनुसार क्रय आदेश प्राप्त होने के 3 दिनों के भीतर की जानी चाहिए। यदि फर्म अनुमोदित विनिर्देशन और दर के अनुसार निर्धारित समय के भीतर उपर्युक्त वस्तुओं की आपूर्ति करने में विफल रहती है, तो वह सक्षम अधिकारी द्वारा लगाए गए अर्थदंड की भागी होगी।
    7. उपर्युक्त मदों की आपूर्ति पूरी तरह से अनुबंध-ए के अनुसार की जानी चाहिए। निविदाकर्ता सीधे या अपने प्राधिकृत प्रतिनिधि के माध्यम से बोली प्रस्तुत कर सकते हैं। यदि निविदा, निविदाकर्ता के प्राधिकृत प्रतिनिधि द्वारा प्रस्तुत की जाती है, तो निविदा निविदाकर्ता के कानूनी मुख्तारनामे के अंतर्गत प्राधिकृत प्रतिनिधि द्वारा हस्ताक्षरित और प्रस्तुत की जाएगी।
    8. निविदा की लागत ‘शून्य’  है। निविदा दस्तावेज हस्तांतरणीय नहीं हैं।
    9. किसी भी विवाद के मामले में, भारत निर्वाचन आयोग का निर्णय अंतिम और बाध्यकारी होगा।
    10. कार्य पूरा होने के बाद ही मूल बिल के प्रस्तुत करने पर ही सार्वजनिक वित्तीय प्रबंधन प्रणाली के माध्यम से भुगतान जारी किया जाएगा।

    2.          Scope of Work, Eligibility and qualification criteria and terms and conditions of the contract is available in Annexure A to E. The forms are available at Appendix-I to IV.
    3.      Bidders shall have to deposit Rs.1,00,000/- (Rupees One Lakh only) as EMD in the form of Demand Draft in the name of PAO, Election Commission of India on or before bid submission closing date and time and submit before the Section Officer, IT Division, Election Commission of India, Room no. 509, 5th Floor, Nirvachan Sadan, Ashoka Road, New Delhi -110001.
    4.     The rates quoted should be exclusive of taxes and no discount free service/offers should be there in the rates. The AMC/tender is not transferable and financial bids of only those firms/companies will be opened who qualify in the technical bid.
    5.       If successful bidder (L-1) withdraws his bid after opening of the bid, during the period of bid validity specified by the bidder, then his bid security shall be forfeited, and necessary action may be taken as per provision. Further, in such case, AMC may be awarded to next successful bidder (i.e. L-2) and so on, at the rate of L-1 bid, subject to their acceptance of L-1 rate.
    6.     The Election Commission of India reserves the right to accept or reject any or all the tenders or amend/withdraw any of the terms and conditions contained in the Tender Document, without assigning any reason.
