16. Outsourcing of photocopy work, set making and spiral binding etc.

    Subject:  Outsourcing of photocopying work, set making, spiral binding etc.
     
                    Sealed quotations are invited from reputed and financially sound firms for photocopying, set making and spiral binding of various documents, reports, books etc. on outsourcing basis in the Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi initially for a period of one year from the date of award of contract on the terms and conditions enumerated in the following paragraphs. The tender document can be obtained from the Section officer (store & Purchase Section), Room No 302, 3rd Floor, Nirvachan Sadan, Ashoka Road, New Delhi on any working day during office hours. The tender document can also be downloaded from the Election Commission of India website: www.eci.gov.in.
    All rates shall be quoted strictly in the prescribed format (i.e. Annexure ‘A”, Commercial bid) enclosed with the tender notice.
    1.            Important Instructions to the Tenderers
    (i)            The tender has been invited under two bid system i.e. Technical Bid and Commercial Bid. The interested agencies are advised to submit two separate sealed envelopes super scribing “Technical Bid foroutsourcing of photocopying work, set making and spiral binding etc.to Election Commission of India” and “Commercial bid foroutsourcing of photocopying work, set making and spiral binding etc.to Election Commission of India”. Both sealed envelopes should be kept in a third sealed envelope super scribing “Tender bid for outsourcing of photocopying, set making and spiral binding etc.
    (ii)           The interested dealers/firm may submit the tender document complete in all respects along with other requisite documents by 04.01.2021at 3.00 PM to the Under Secretary (General Administration), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001. The sealed tenders can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.

    ख) निम्नलिखित न्यूनतम शैक्षणिक योग्यता रखते हों:
    (i) मान्यताप्राप्त बोर्ड या इसके समतुल्य बोर्ड से कंप्यूटर अनुप्रयोगों/सूचना प्रौद्योगिकी/कम्प्यूटर विज्ञान में स्नातक उपाधि और
    (ii)    डाटा इंट्री कार्य के लिए प्रतिघंटा कम से कम 1500 बार कुंजी दबाने की गति परीक्षा।

    डाटा इंट्री ऑपरेटर (डीईओ) वर्ग ‘ख’
    क)   (i) मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारित करते हों, अथवा
    (ii) मूल संवर्ग/विभाग में स्तर–04 [25,500-81,100रु.] में डाटा इंट्री ऑपरेटर वर्ग ‘क’ में या इसके समतुल्य वर्ग में नियमित आधार पर 5 वर्ष की सेवा की हो।
    क) निम्नलिखित न्यूनतम शैक्षणिक योग्यता रखते हों:
    (i) मान्यता प्राप्त बोर्ड या इसके समतुल्य बोर्ड से गणित विषय सहित विज्ञान में 12वीं उत्तीर्ण हो।
    (ii) डाटा इंट्री कार्य के लिए प्रतिघंटा कम से कम 1500 बार कुंजी दबाने की गति परीक्षा।

    डाटा इंट्री ऑपरेटर (डीईओ) वर्ग ‘क’
    केंद्र सरकार के ऐसे अधिकारी, जो नियमित आधार पर सदृश पद धारित करते हों।
     
    2.     प्रतिनियुक्ति की प्रारंभिक अवधि 3 (तीन) वर्ष के लिए होगी, जो आयोग में सेवाओं की आवश्यकता रहने तक बढ़ाई जा सकती है। 
    3.     चयनित व्यक्तियों की प्रतिनियुक्ति के निबंधन एवं शर्तें, कार्मिक एवं प्रशिक्षण विभाग के कार्यालय ज्ञापन सं. 6/8/2009-स्था. (वेतन-II) दिनांक 17.06.2010, समय-समय पर यथासंशोधित, के अनुसार विनियमित किए जाएंगे। 
    4.     पात्र और इच्छुक व्यक्ति, जिन्हें उनके मूल कार्यालय द्वारा तुरंत कार्य मुक्त किया जा सकता हो, विहित फार्मेट (अनुबंध-I) में उचित माध्यम से अधोहस्ताक्षरी को 22.02.2021 तक आवेदन कर सकते हैं। 
    5.     विहित फार्मेट में आवेदन अग्रेषित करते समय यह सुनिश्चित किया जाए कि आवेदन के साथ निम्नलिखित दस्तावेज संलग्न हों- 
           I. संबंधित व्यक्ति के चरित्र पंजियों की पिछले तीन वर्षों की अनुप्रमाणित प्रतियां
           II. सतर्कता अनापत्ति और सत्यनिष्ठा प्रमाण-पत्र
           III. पिछले दस वर्षों के दौरान अधिरोपित शास्तियों, यदि कोई हों, का विवरण। 
    6.      आयोग द्वारा संचालित साक्षात्कार/व्यक्तिगत वार्ता में अर्हता प्राप्त करने के आधार पर चयन किया जाएगा। चयनित अभ्यर्थियों को बाद में अपनी अभ्यर्थिता वापिस लेने की अनुमति नहीं दी जाएगी। साक्षात्कार/व्यक्तिगत वार्ता हेतु कोई यात्रा भत्ता (टीए)/दैनिक भत्ता (डीए) या कोई अन्य भत्ता प्रदान नहीं किया जाएगा। 
    7.     किसी भी दृष्टि से अपूर्ण आवेदनों पर विचार नहीं किया जाएगा। 
    8.     आयोग बिना कोई कारण बताए, किसी भी समय परिपत्र को वापस लेने/नियुक्ति प्रक्रिया रद्द करने का अधिकार सुरक्षित रखता है।

    Election Commission of India proposes to obtain the services of 07 (Seven) Assistant Section Officers (ASOs) (which may increase or decrease) in Level 7 of the Pay Matrix (Rs. 44,900 – 1, 42,400/-) [Group ‘B’, Non-Gazetted, General Central Service] on deputation basis from amongst the following:-
    Officers under the Central Government:-
                    a)  (i) Holding analogous posts on regular basis; or
                         (ii) With five years regular service in posts in Level 4 (Rs. 25,500-81,100/-) of the Pay Matrix and;
                    b)    Having two years’ experience in establishment or election matters.
    2.  The initial period of deputation will be for three years, which may be extended till the services are required in the Commission.
    3.  The pay and allowances of the selected persons will be regulated in accordance with the Department of Personnel and Training OM No. 6/8/2009-Estt. (Pay-II), dated 17.06.2010, as amended from time to time.
    4.  Eligible and interested persons and whose services can be spared immediately by their parent office may apply, through proper channel in prescribed format (Annexure-I), to the undersigned latest by 07.02.2021.
    5.  While forwarding the application in the prescribed format, it may be ensured that following documents are enclosed with the applications:-
            I.     Attested copies of the Character Rolls of the person concerned for the last three years.
            II.    Vigilance clearance and Integrity Certificate.
            III.   Statement of Penalties imposed, if any, during the last ten years.
    6. Selection will be based on qualifying in the Interview/Personal Talk conducted by the Commission. The candidates selected will not be allowed to withdraw their candidature subsequently. No TA/DA or any other allowance shall be provided for Interview/Personal Talk.
    7.  Incomplete applications, in any form, will not be considered.
