LIMITED TENDER INVITING QUOTATION FOR CATERING SERVICES
India International Institute of Democracy & Election Management (IIIDEM), a training institute of the Election Commission of India, invites interested caterers to submit their bids for providing eatable items to senior entitled officers of the IIIDEM, and officials attending office work on holidays like Saturday/Sunday, and/or for meetings with Office Staff/ visiting guests, invitees etc., as and when required for a period of one year. Additionally, a delivery charge will be provided extra, per order to the selected caterer/firm/organization/company for providing the eatable provisions of items as per the proforma list enclosed herewith: -
TERMS & CONDITIONS
TECHNICAL BID
1. The Technical bid must be submitted as per Annexure – I.
2. The Bidder should be registered for GST & Income Tax, where his business is located.
i. GST Registration
ii. Income Tax/PAN number
3. The bidders must have work experience of serving food to at least 30 persons on at least 02 occasions with in last one year.
4. The Bidder should have FSSAI Certificate.
5. Bid Security Declaration Form: -
Bidders shall submit along with the tenders the Bid Security Declaration Form enclosed herewith as Annexure II. Bids not accompanied with the requisite Bid Security Declaration Form shall be rejected.
(a). Exemption from submission of Bid Security Declaration Form:
Bidders registered under Micro and Small Enterprises (MSEs) as defined in MSME Department of Micro, Small and Medium Enterprises (MSME) are exempt from submission of Bid Security Declaration Form upon submission of valid registration certificates along with the Technical bid.
6. Performance Security/ Security Deposit
a. The successful bidder would be required to submit a Performance Security equivalent to 3% of the total value of the work order placed on the agency in the form of bank guarantee. The Performance Security would be kept with IIIDEM/ECI till the time of completion of contract period. IIIDEM/ECI shall not pay any interest on this deposit.
b. IIIDEM reserves the right to forfeit part or full security deposit amount without assigning any reason, if performance of the successful Bidder is not found up to the mark or is in violation of all/ any of the IIIDEM terms & conditions.
7. Refund/Forfeiture of Security Deposit:
a. Forfeiture of Security Deposit:
The SD made by the Bidder will be forfeited if the Bidder.
Withdraws the tender bid after acceptance by IIIDEM; or
Withdraws the tender bid before the expiry of the validity period of the tender; or
Violates any of the provisions of the terms and conditions of the tender.
b. Refund of Security Deposit
Performance security should remain valid for a period of sixty (60) days beyond the date of completion of all contractual obligations.
8. FINANCIAL BID
a. The financial bid will be opened only of those vendors which are found eligible under of the technical bid. Any vendor not qualifying on these parameters will not be considered for the opening of financial bid. The financial bid must be submitted in the proforma mentioned at Annexure-III.
b. The successful bidder will be responsible for ensuring standard quality.
c. Any kind of complaint from the participants will invite cancellation of the work-order.
d. Payment will be released through cheque / e-payment only after satisfaction of the services extended by the vendor on monthly basis. The payment will be released after successful completion of the delivery of requisite items in the IIIDEM.
e. The IIIDEM of ECI, at its discretion, reserves the right to reject or accept any or all the vendors without assigning any reasons thereof.
f. The technically qualified bidder who quotes the lowest total cost as per the financial bid shall be awarded the contract.
9. Arbitration
If any difference arises concerning this Agreement, its interpretation on the payment to be made there under, the same shall be settled by mutual consultations and negotiations. In the event of any question, dispute or difference arising under the agreement or in connection there with (except as to matter the decision to which is specifically provided under this agreement), the same shall be referred for arbitration to a sole Arbitrator to be appointed by mutual consent. The agreement to appoint an arbitrator will be in accordance with the Arbitration and Conciliation Act 1996. The arbitration proceedings shall take place in Delhi only and shall be conducted in English. The provisions of Arbitration and Conciliation Act, 1996 and the rules framed there under and in force shall be applicable to such proceedings.
Note:
Interested vendors may submit their sealed tenders to the undersigned, so that same will reach the undersigned latest by 11:00 A.M. on 01st March 2022. Both technical bid and financial bid should be sent in separate envelope. The sealed envelope containing the tender (Technical Bid and Financial Bid) should be superscripted "TENDER FOR EATABLE ITEMS". The tenders may be sent by Post or may be delivered to by the stipulated date and time to the following address: -

The technical bid will be opened at 11:30 A.M. on 01st March 2022 and financial bid will be opened at 12.30 P.M. on 01st March 2022.
