    CIRCULAR
                   The Election Commission of India invites applications to engage 02 eligible candidates as Research Associate (Accounts) for a period of one (01) year from the date of engagement, purely on contract basis.
   1.            Job and Role Description
   To assist the Election Expenditure Policy Section (EEPS) with relation to the following functions:-
   Analysis of Audited Annual Accounts filed by political parties to check for adherence to accounting standards laid down by ICAI; Review of part and full Expenditure Statements filed by political parties and candidates and to capture details of trends of expenditure. Analysis of details of assets and liabilities filed by candidates in Form 26 at the time of nomination; Analysis of Contribution Reports filed by political parties and Annual Accounts filed by electoral trusts; Documentation of findings and creation of new documents for dissemination of information to the public; Preparation of detailed policy and procedural documents regarding reporting by political parties and candidates; Preparation of reports on international best practices pertaining to auditing of accounts of political parties and candidates; and Any other work assigned by DG (Expenditure), Election Commission of India. 2.            Essential Educational Qualification:-
   The Applicant must be a graduate in Accounts or a Chartered Accountant (as on the date of appearing in the interview) from any School/College/University/Institution established by law in India.
   3.            Work Experience / Professional Requirements:-
   The Candidate should have working knowledge of electoral systems, election law and election expenditure regulation policy and procedures; At least 4 years of relevant work experience in auditing of accounts/advisory services pertaining to audit; Prior work experience in a government department or independent regulatory commission is desirable; Excellent communication and presentation skills; Proven ability to produce reports of highest academic quality; and Proven ability to work and coordinate with different divisions and work as a team player. 4.         Salary and Allowance:-  Remuneration of Rs. 50,000/- per month and a fixed transport allowance of Rs. 12,000/- per month will be admissible to Research Associate(Accounts).  No other allowances of any kind will be admissible.
   5.          Mode of engagement:-  
   The candidates will be shortlisted for interview on the basis of academic qualification, work experience in relevant field e.t.c. Those short-listed will be interviewed to ascertain their suitability.
   The engagement will be purely on contract basis initially for one year subject to further renewal of the contract and shall be subject to satisfactory performance of duties. However, the Commission reserves the right to curtail the period of engagement or  terminate the contract at any point of time without any notice.               
   It is made clear that the above position needs full time engagement but it will not confer any right on the selected candidate to claim regular appointment in the Commission.
    6.            Last date of submission of the application 05th December, 2019, at 5:00 PM either by post or by email at bcpatra@eci.gov.in in the form attached at Annexure (A). Incomplete applications or any application received after last date and time will be summarily rejected.
    7.          Interview:- List of the candidates shortlisted for interview will be put on the ECI website (www.eci.gov.in). Only these candidates will be allowed to appear in the interview. The date of interview will be notified and intimated later on.

   3.    किसी भी राष्‍ट्रीयकृत बैंक से वेतन और लेखा अधिकारी, भारत निर्वाचन आयोग के पक्ष में जो कि दिल्‍ली में देय हो, को एकाउन्‍ट पेयी बैंक ड्राफ्ट/भुगतान आदेश के रूप में निविदा के साथ 5,000/-रूपये (पांच हजार रूपये केवल) की बयाना राशि भी जमा कराई जानी चाहिए।
   सामान्‍य निबंधन व शर्तें:
   1.     बोलीदाता निर्धारित तिथि और समय पर मदों की जांच कर सकते हैं।
   2.     सबसे अधिक बोली लगाने वाले को मदें बेची जाएंगी। बोली सभी मदों (अर्थात अनुबंध ‘क’ में दिए गए अप्रचालित/अनुपयोगी फर्नीचर/ एयर कंडीशनर/दफ्तर के उपकरण/स्‍कैप की सूची में निहित मदें) के लिए समग्र रूप से आमंत्रित की जाती हैं  और उसके किसी हिस्‍से के लिए कोई भी बोली स्‍वीकार नहीं की जाएगी।
   3.     मदों की सूची अनुबंध ‘क’ पर दी गई है।
   4.     सफल बोलीदाताओं की बयाना राशि (ईएमडी) कुल भुगतान में से समायोजित की जाएगी।
   5.     सफल बोलीदाता को ईएमडी के पूर्ण समायोजन के पश्‍चात ही तीन दिनों के अंदर      ‘‘वेतन और लेखा अधिकारी, भारत निर्वाचन आयोग, नई दिल्‍ली में देय’’ के पक्ष में डिमांड ड्राफ्ट के रूप में शेष पूर्ण भुगतान करना होगा, ऐसा न करने पर यह प्रस्‍ताव निरस्‍त कर दिया जाएगा और बयाना राशि जब्‍त हो जाएगी। असफल बोलीदाताओं की बयाना राशि बिना किसी ब्‍याज के नीलामी की तारीख के बाद एक महीने के अंदर ही वापस कर दी जाएगी।
   6.     सफल बोलीदाताओं को एक बार किसी मद के बेच देने के पश्‍चात उसे किसी भी शर्त पर इस विभाग द्वारा वापस नहीं लिया जाएगा।
   7.     सफल बोलीदाता से अपेक्षा की जाती है कि वे बची हुई राशि के भुगतान के पश्‍चात पांच दिनों के अंदर नीलामी स्‍थल से सभी मदें उठा लें। ऐसा न करने पर इस कार्यालय के पास बोलीदाता की संपूर्ण रशि जब्‍त करन लेने तथा वैकल्पिक बोलीदाता के माध्‍यम से मदों को निपटान करने का अधिकार होगा। सफल बोलीदाता से यह अपेक्षा की जाती है कि वे निपटान की मदों को उठाने के लिए अपनी लागत पर परिवहन और श्रमिकों इत्‍यादि की व्‍यवस्‍था करेंगे।
   8.     मुहरबंद लिफाफे में कुटेशन पत्र होगा, जिसके ऊपर (अप्रचलित/अनुपयोगी फर्नीचर/एयर कंडीशनर/दफ्तर के उपकरण/स्‍क्रैप और अन्‍य मदें के निपटान के लिए निविदा) लिखा होगा, को श्री मुकेश कुमार, अवर सचिव (सामान्‍य प्रशासन), कक्ष संख्‍या 302, निर्वाचन सदन, अशोक रोड, नई दिल्‍ली-110001 को संबोधित किया जाना चाहिए।
   9.     कुटेशन को प्राप्ति और निर्गम अनुभाग, जो कि निर्वाचन सदन, अशोक रोड, नई दिल्‍ली के भूतल पर स्‍वागत कार्यालय के पास है, में निर्धारित तारीख व समय को जमा कराया जाना चाहिए अन्‍यथा वह अस्‍वीकृत हो सकता है। किसी भी कारण से निर्धारित तारीख व समय के बाद प्राप्‍त की गई निविदाओं पर विचार नहीं किया जाएगा।
   10. वित्‍तीय बोली अंकों व शब्‍दों दोनों रूपों में दी जानी चाहिए। आंकड़ों में किसी प्रकार की ओवर राइटिंग या उसके मिटाने पर उस निविदा पर निविदाकार द्वारा प्रस्‍ताव की गई दरों की स्‍वीकार्यता हेतु विचार नहीं किया जाएगा।
   11. भारत निर्वाचन आयोग के पास बिना कोई कारण दिए किसी भी/सभी कुटेशनों को स्‍वीकार या अस्‍वीकार करने का अधिकार सुरक्षित है।
   12. निविदा दस्‍तावेज या प्रत्‍येक पृष्‍ठ बोलीदाता(ओं) द्वारा हस्‍ताक्षरित होने चाहिए।
   13. अपूर्ण और अहस्‍ताक्षरित कुटेशन अस्‍वीकार कर दी जाएंगी। बोली, निविदा सूचना की क्रम संख्‍या-2 में यथा-उल्लिखित संपूर्ण लॉट के लिए प्रस्‍तुत की जाएगी।
   14. बोलीदाता को बोली के साथ पते के साक्ष्‍य स्‍वरूप (मतदाता पहचान पत्र/आधार कार्ड/ड्राइविंग लाइसेंस इत्‍यादि) और पैन कार्ड की प्रति अनिवार्य रूप से संलग्‍न करनी चाहिए।
   15. कुटेशन के साथ 5,000/-रूपये (पांच हजार रूपये केवल) की बयाना राशि अनिवार्य रूप से संलग्‍न की जानी चाहिए जिसके बिना सुसंगत बोली सरसरी तौर पर अस्‍वीकृत कर दी जाएगी।

               Sealed tenders are invited at a short notice on behalf of Election Commission of India for supply of Five (05)Apple MacBook Air(13-inch Retina Display, 1.6 GHz Dual-core Intel Core i5, 256GB) – Space Grey from the authorized dealers on L1 basis.  The rates shall be quoted in prescribed format enclosed with the tender notice.
   2.  The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of Apple MacBook Air to the ECI”.
   3.   The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 10.04.2019 before 12.00 Noon to the undersigned (Room No. 201), Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender should be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building.  Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.
   4. The Tender shall be opened on the scheduled date and time on 10.04.2019 at 2.30 PM in Room No 201, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderes, if any, who wish to be present on the spot at that time.
   5.  Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
   6.  The supply of MacBook to be done within 03 days of the receipt of the Purchase order as per Annexure-A.  If the firm fails to supply the MacBook within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority.
   7.   The supply of MacBook is to be done in all respect as per Annexure-A.  The tenderers can submit the bid either directly or through their authorized representative.  In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
   8.   The cost of tender is ‘NIL’.  The tender documents are not transferable.
   9.   In case of any dispute, the decision of the Election Commission of India will be final and binding.
   10. The payment will be released by PFMS on production of original bill only after completion of the work.

    अनुभाग अधिकारी/ सहायक अनुभाग अधिकारी या समकक्ष पद के स्तर से केंद्र सरकार की सेवा से सेवानिवृत्त हुए हों। पद के लिए आवेदन जमा करने की अंतिम तिथि को अधिकतम आयु 65 वर्ष से अधिक न हो। सरकारी कार्यालयों की कार्यप्रणाली से भलीभांति परिचित हों। केंद्र सरकार के विभिन्न सेवा नियमों/ विनियमों की अच्छी जानकारी हो, प्रशासनिक / स्थापना मामलों (सामान्य प्रशासन सहित), नियम, विनियम बनाने, सतर्कता मामले, न्यायालय मामले, संसद के प्रश्न एवं संबंधित मामले, आरटीआई, लोक शिकायतें, लेखा परीक्षा एवं बजट, रोकड़ एवं  लेखा, आरक्षण, वित्तीय प्रस्तावों का परीक्षण, निर्वाचन इत्यादि कार्य करने में सक्षम हो।    स्नातक स्तर पर एक विषय के रूप में विधि, राजनैतिक शास्त्र, और सूचना प्रौद्योगिकी का अध्ययन करने वाले, संवैधानिक संस्थाओं में कार्य कर चुके  व्यक्तियों को वरीयता दी जाएगी। आवेदक दिल्ली/एनसीआर का निवासी हो। उसे कम्प्यूटर का कार्यसाधक ज्ञान हो।  2.    कार्यालय सहायकों की नियुक्ति निम्नलिखित शर्तों के अध्यधीन होगी :--
     कार्यालय सहायक किसी तरह के भत्ते और आवासीय सुविधा पाने का पात्र  नहीं होगा।  वे टेलीफोन सुविधाएं, सीजीएचएस, चिकित्सा खर्च की प्रतिपूर्ति, परिवहन  सुविधाएं,        स्टाफ कार और केंद्रीय सरकार के पूल से आवासीय सुविधा पाने के पात्र भी नहीं होंगे।           कार्यालय सहायक की नियुक्ति पूर्णत: संविदा आधार पर होगी।    आवेदक को एक स्व-घोषणा  भी करनी होगी कि उसके विरुद्ध कोई आपराधिक मामला लम्बित नहीं है। उनके चयन हो जाने की स्थिति में राजनैतिक असंबद्धता के बारे में गैर न्यायिक स्टाम्प पेपर पर उन्हें एक शपथ-पत्र देना भी अपेक्षित होगा।  जानकारी बाहर न भेजने (Non disclosure) के एक वचन-पत्र पर अभ्यर्थी को हस्ताक्षर  करने होंगे।  कार्यालय सहायक का मुख्यालय दिल्ली में होगा।  कार्यालय सहायक को आयोग के कार्य-समय के अनुसार कार्य करना होगा। बहरहाल,  कार्य की आवश्यकता होने पर उन्हें देर तक बैठना पड़ सकता है और उन्हें शनिवार/  रविवार और राजपत्रित अवकाशों पर भी बुलाया जा सकता है।  कार्यालय सहायक की सेवाएं कोई कारण बताए बिना किसी भी समय समाप्त की जा सकती हैं।  बहरहाल, यदि कार्यालय सहायक किसी भी करण से सेवाएं जारी रखने का           इच्छुक न हो, तो उसे कार्यालय को कम से कम एक माह का नोटिस देना होगा।  आयोग के दिनांक 13.07.2018 के परिपत्र में उल्लिखित अन्य शर्तें एवं निबंधन लागू होंगे।   3.    प्रति माह भुगतान किया जाने वाला समेकित परामर्शी शुल्क 39000 रु. (परिलब्धियां 30000 रु.+ 9000 रु.परिवहन भत्ता) होगा। किसी भी तरह का अन्य कोई भत्त्ता अनुमत्य  
          नही होगा।  
    4.    जो व्यक्ति, पात्रता संबंधी मानदंड पूरा करते हैं और संविदा आधार पर कार्यालय सहायक के रूप में अपनी सेवाएं देना चाहते हैं, वे विहित प्रोफॉर्मा (संलग्न) में ही विधिवत भरा हुआ
          अपना आवेदन ईमेल-bcpatra@eci.gov.in पर श्री बी.सी.पात्रा, सचिव,  भारत निर्वाचन आयोग को 09.09.2020 तक अवश्य भेज दें। अधूरे आवेदन-पत्रों को निरस्त कर दिया
          जाएगा।    
    5.    प्राप्त आवेदन-पत्रों की, साक्षात्कार हेतु आमंत्रित करने से पहले, शैक्षिक योग्यता और आयु के आधार पर छंटनी की जाएगी। छंटनी की प्रक्रिया के दौरान, उपर्युक्त पैरा1(v) में दी गई शर्त  के अलावा, उच्चतर शैक्षिक योग्यता वाले और हाल ही में सेवानिवृत व्यक्तियों को वरीयता दी जाएगी। कार्यालय सहायक के रूप में उपयुक्त अभ्यर्थियों का अंतिम चयन आपसी       वार्तालाप/ साक्षात्कार के आधार पर किया जाएगा। छंटनी किए गए अभ्यर्थियों को साक्षात्कार  की पूरी जानकारी उचित समय पर ई-मेल के माध्यम  से दे दी जाएगी।   
    6.    आयोग के पास नियुक्ति प्रक्रिया को किसी भी समय बिना कारण बताए निरस्त करने का अधिकार सुरक्षित है।

    The Election Commission of India invites competitive and sealed tenders from experienced agencies/ companies for making arrangements (as per the list enclosed) for its “National Voters Day” to be held on 25th January 2019 in Manekshaw Centre, Delhi Cantt, New Delhi. The tender has to be submitted in two bid systems i.e Technical Bid and Financial Bid. These two bids should be kept in a separate sealed envelope superscribing “Technical Bid” and “Financial Bid. These two bid covers should be put in a single large envelope superscribing “Quotation for hiring of backdrop, signages, audio-visual etc. on 25th January 2019”.  The Financial Bid of only those agencies shall be opened who found to be qualify in Technical Bid.
