    प्रिंटरों का पैनल तैयार करने के लिए अभिरूचि की अभिव्‍यक्ति (ईओआई) का आमंत्रण  
     
    भारत निर्वाचन आयोग  डिजाइनिंग एवं प्रिंटिंग कार्यों के लिए भारत निर्वाचन आयोग में पैनल तैयार करने के लिए प्रिंटरों से अभिरूचि की अभिव्‍यक्ति (ईओआई) आमंत्रित करता है। निम्‍नलिखित पात्रता मानदंडों को पूरा करने वाली प्रिंटिंग एजेंसियां आवेदन कर सकती हैं-
    पिछले तीन वर्षों के दौरान एजेंसी का औसत वार्षिक कारोबार 2 करोड़ रु. और इससे अधिक का होना चाहिए, जिसमें से प्रिंटिंग कार्यों का औसत कारोबार 1 करोड़ रु. का होना चाहिए। संबद्ध कार्य आदेश आवेदन  के साथ प्रस्‍तुत किए जाने चाहिए। ब्रॉशरों, बैनरों, पोस्‍टरों, मैनुअलों, पुस्‍तकों, रिपोर्टों एवं अन्‍य प्रिंट दस्‍तावेजों की डिजाइनिंग एवं मुद्रण का कम से कम 5 वर्ष का व्‍यावसायिक अनुभव एजेंसी ने पिछले 3 वर्षों में किसी सरकारी/मंत्रालय/विभाग/कार्यालय/पीएसयू इत्‍यादि के साथ इसी प्रकार का कार्य अवश्‍य किया हो। एजेंसी के पास पूर्णतया स्‍वाचालित मशीनों के साथ डिजाइनिंग एवं डिजीटल/ऑफसेट मुद्रण की उचित इन हाउस सुविधाएं होनी चाहिए। एजेंसी के पास दिल्‍ली/राष्‍ट्रीय राजधानी क्षेत्र में आधारभूत संरचना होनी चाहिए।  2.     उपर्युक्‍त पात्रता मानदंडों को समय-समय पर आयोग की अपेक्षाओं के अनुकूल परिवर्तित अथवा तब्‍दील किया जा सकता है।
    3.     विहित प्रपत्र में अभिरूचि की अभिव्‍यक्ति प्रस्‍तुत नहीं करने के परिणामस्‍वरूप एजेंसी की निरर्हता होगी और आगे किसी अनुरोध पर ‍वि‍चार नहीं किया जाएगा।
    4.     यह पैनल निम्‍नलिखित पैरा 7 के उपबंधों के अध्‍यधीन सामान्‍यतया 3 (तीन) वर्षों की अवधि के लिए विधिमान्‍य होगा।
    5.     निविदाओं के साथ 20,000 रु. (बीस हजार रुपये मात्र) की बोली प्रतिभूति राशि ‘अवर सचिव, भारत निर्वाचन आयोग’ के पक्ष में नई दिल्‍ली में देय डिमांड ड्राफ्ट के रूप में संलग्‍न की जानी चाहिए। जीएफआर के नियम 170 के अनुसार, एमएसएमई विभाग द्वारा जारी एमएसई खरीद नीति में यथा परिभाषित सूक्ष्‍म एवं लघु उद्यमों (एमएसई) के रूप में पंजीकृत फर्मों और एनएसआईसी में पंजीकृत फर्मों को बोली प्रतिभूति राशि जमा कराने से छूट है।
    6.     नामिकागत एजेंसी को नामिकायन की पूरी अवधि के लिए पीएओ, भारत निर्वाचन आयोग, नई दिल्‍ली के नाम से डिमांड ड्राफ्ट अथवा सावधि जमा रसीद (एफडीआर) अथवा बैंक गारंटी के रूप में 40,000/-रु. (चालीस हजार रुपये मात्र) की निष्‍पादन प्रतिभूति राशि अनिवार्य रूप से जमा करानी है, जिसे कार्य के संतोषजनक ढंग से पूरा होने पर ही लौटाया जाएगा। सफल बोलीदाता की बोली प्रतिभूति राशि जमा कराई गई प्रतिभूति राशि जमा प्राप्‍त होने पर लौटा दी जाएगी। 
    7.     भारत निर्वाचन आयोग समय-समय पर अपनी अपेक्षाओं के अनुसार निविदाएं/विज्ञापन जारी करेगा। पैनल में शामिल इच्‍छुक एजेंसियां विज्ञापनों/निविदाओं के समय आवेदन कर सकती हैं। भारत निर्वाचन आयोग किसी भी कार्य के लिए कोई अग्रिम भुगतान नहीं करेगा। कार्य के संतोषजनक ढंग से पूरा होने और बिलों को प्रस्‍तुत किए जाने के बाद ही भुगतान किया जाएगा।
    8.     पैनल में शामिल होने से यह गारंटी नहीं होगी कि एजेंसी को ही अनिवार्य रूप से कार्य प्रदान किया जाएगा।
    9.     निविदाओं अथवा इसकी प्रक्रिया को किसी भी चरण में स्‍थगित/रद्द/रोकने/समाप्‍त करने के अधिकार भारत निर्वाचन आयोग के पास सुरक्षित हैं।  भारत निर्वाचन आयोग को असंतोषजनक सेवाओं के आधार पर किसी भी समय किसी भी एजेंसी को पैनल में शामिल रहने को रद्द/इंकार करने का अधिकार होगा।
    10.    आयोग को आयोग से संबंधित सभी मुद्रण/डिजाइनिंग पर कॉपीराइट सहित सभी अधिकार होगा। आयोग की जानकारी के बिना ऐसी सामग्री का प्रयोग सख्‍ती से निषिद्ध होगा। ऐसे मामलों पर समुचित कार्रवाई की जाएगी।
    11.    डिजाइनिंग/मुद्रण कार्य का अंतिम सॉफ्ट कॉपी (खुले एवं मुद्रण के ‍लि‍ए तैयार दोनों रूप में) मांगे जाने पर आयोग को प्रदान की जाएगी।
    12.   सीलबंद अभिरूचि की अभिव्‍यक्ति (ईओआई) व्‍यक्तिगत रूप से या डाक द्वारा अधोहस्‍ताक्षरी को 09 दिसम्‍बर, 2022 को अपराह्न 1.00 बजे तक  अवश्‍य प्रस्‍तुत की जानी चाहिए।

    General Terms & Conditions:
    Bidders may inspect the items on the stipulated dates & time. The items Shall be sold to the highest bidder. The bids are invited for the lot (i.e. all the items contained in the list of obsolete/unserviceable Furniture/Air-conditioners/office equipment/scrap and other items as detailed in Annexure “A”) as a whole, and no bid would be accepted for any part of the same. List of items is given at annexure “A”.  The earnest money Deposit (EMD) of successful bidder shall be adjusted from the total payment. The successful bidder has to make full balance payment, after due adjustment of the EMD, in the form of Demand draft in favour of “Pay & Accounts Officer, Election Commission of India, payable at New Delhi” within three days after confirmation, failing which the offer will be cancelled and the EMD shall stand forfeited. The EMD of unsuccessful bidders shall be returned within one month after the auction date, without any interest. No item once disposed to the successful bidder shall be taken back by this Department on any condition whatsoever. The successful bidder will be required to lift all the items from the disposal site within five days after the payment of the balance amount. On failure to do so this office shall have the right to forfeit the entire amount of the bidder and dispose of the items through the alternate bidder. The successful bidder, on their own cost, will also be required to make their own arrangement of transport, labour etc. for lifting the disposed items. Quotation letter in the sealed envelope super subscribed (TENDER FOR DISPOSAL OF OBSOLETE/UNSERVICEABLE FURITURE/AIR-CONDITIONERS/OFFICE EQUIPMENTS/SCRAP AND OTHER ITEMS” should be addressed to Smt, Mukesh Kumar, Under Secretary (General Administration), Room No 210, Nirvachan Sadan, Ashoka Raod, New Delhi-110001. The quotation must be deposited in the Receipt & Issue Section, at ground floor, adjacent to the Reception office, Nirvachan Sadan, Ashoka Road, New Delhi on or before the due date and time otherwise it is liable to be rejected. Tenders received after the due date and time due to any reason whatsoever shall not be considered. The financial bid should be given in both in figures and words. Any overwriting or erasing in the figures shall not be considered for acceptance of the rates offered by the tenderer. The Election Commission of India reserves the right to accept or reject any/all quotations without assigning any reason whatsoever. 1Each page of tender document should be signed by the bidder(s). Incomplete and unsigned quotations are liable to be rejected. The bid is to be submitted for the entire lot, as mentioned in Sl.No 2 of General terms and conditions. Bidder must enclose copy of address proof (Voter I-card/Aadhar Card/Driving License etc.) and PAN card along with the bid.     TENDER
    The Election Commission of India invites competitive and sealed tenders from experienced agencies/ companies for making arrangements (as per the list enclosed) for its “National Voters Day” to be held on 25th January 2019 in Manekshaw Centre, Delhi Cantt, New Delhi. The tender has to be submitted in two bid systems i.e Technical Bid and Financial Bid. These two bids should be kept in a separate sealed envelope superscribing “Technical Bid” and “Financial Bid. These two bid covers should be put in a single large envelope superscribing “Quotation for hiring of backdrop, signages, audio visual etc. on 25th January 2019”.  The Financial Bid of only those agencies shall be opened who found to be qualify in Technical Bid.  
    The tender should reach to the undersigned by 3.00 PM on 8th January, 2019 and the Technical Bid shall be opened at 4.00 PM on the same day and followed by Financial Bid. 
    Terms and Conditions: -
    1.    The Agency should be registered under the provisions of Companies Act and should complied with all the requirements of ROC (Registrar of companies).
    2.    The Agency should be empanelled with any Govt. / Public Undertaking organisation.
    3.    It should have minimum experience of 5 years in the field of providing audio/visual services, stage work and fabrications.
    4.    The minimum turnover of the agency should be 3 crores during the last 3 years. (Copy of ITR for the last 3 financial years to be attached)
    5.    The agency should have successfully executed at least 50 events during the last 3 years (till 31/03/2018) and out of which at least 15 events should be for Hon’ble President/ Prime Minister/ Chief Minister and Govt. Organizations/Ministries.
    6.    The Agency should have experience of holding event at major Government premises like Vigyan Bhawn, Manekshaw, Pravasi Bharitiya Kendra.
    7.    The Company should be registered with PF/ESI (certificate to enclosed). 
    8.    The Agency should neither be a black listed firm nor have its contracts been terminated/foreclosed by any company/ department/ organization till date. (certificate to be attached).
    9.    In case of any dispute, the decision of the Election Commission of India will be final and binding.
    10.    Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    11.    The payment will be released by PFMS on production of original bill only after successful completion of the work
    12.    The Earnest Money Deposit (EMD) of Rs. 50,000/-by way of cheque/demand draft shall be deposited in favour of “Under Secretary, Election Commission of India” alongwith the tender documents.

    TENDER NOTICE
    Sealed Tenders are invited in two bid system i.e. “Technical bid” and “Financial bid” on behalf of Election Commission of India for providing Courier Services, International only, from the reputed firms.
    2. Sealed Tenders with separate envelopes clearly superscripting on it ‘Technical bid’ and ‘Financial bid’ duly filled in the enclosed Proforma in Annexure-I and II respectively and addressed to the Under Secretary (General Administration), Election Commission of India, NirvachanSadan, Ashoka Road, New Delhi-110001, should reach latest by 3:00 PM on 17.06.2022 in NirvachanSadan, Ashoka Road, New Delhi.
    3. Both the bids shall be submitted simultaneously by the same date of receipt i.e.3:00 PM on 17.06.2022. Both the bids should be put in separate and duly sealed envelopes superscripting clearly Technical and Financial Bids respectively and put together in third envelope superscripting Technical and Financial Bids for Annual Contract of Courier Service. The main cover should also be wax sealed.
    4. The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer. The sealed tenders can be submitted in the Receipt & Issue Section located at the ground floor of the NirvachanSadan building during office hours.
    5. Tender received after the prescribed time and date shall not be entertained. The Election Commission of India will not be responsible for the postal loss/delay.
    6. The technical bids shall be opened on the same day 17.06.2022 at 4:30 PM in Room No.316 by a committee constituted for the purpose by the commission, in the presence of tenderers or their representatives who may choose to be present.
    7.  The Financial bids of only those tenderers who qualify the conditions for technical bids shall be opened. The date for opening of financial bids shall be intimated separately. The Financial bids shall also be opened by a Committee Constituted for the purpose in the presence of qualified tenderers or their representatives who may choose to be present.
    8. The Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason therefore.
    9. The cost of tender is NIL. The tender documents are not transferable.
    10. The undersigned shall be the accepting officer and hereinafter referred to as such for the purpose of this contract.
    11.  The Annexures hereto should be dully filled-up and Annexure-I be put with technical bid cover while Annexure-II be put with financial bid cover.
    12.  All bidders are therefore required to submit their offers in two covers as under:-
          (a) FIRST COVER (Technical Bid) should contain the following details:-
         as prescribed in Annexure-I
    Tender documents duly completed and signed BUT WITHOUT INDICATING THE RATES QUOTED. Details of E.M.D. Performance statement for last three year along with supporting documents Copy of PAN No. GST Registration Number copies. Any other relevant document which the firm wishes to submit and Valid on the date of Tender Enquiry. This cover should be superscribed “Technical Bid for providing Courier Services in Election Commission of India.      (b) SECOND COVER (Financial Bid) should contain the financial offer giving following details:- as in Annexure-III
         (c) The Composite bid i.e. offers with rates indicating in the Technical bids shall be summarily ignored.
    13.  Bidders shall have to submit a Demand Draft of Rs.20,000/- as EMD in favour of PAO, Election Commission of India from any of the Commercial Banks, with the bids.
    14.  Bidders registered underMicro and Small Enterprises (MSEs) as defined in MSME Department of Micro, Small and Medium Enterprises (MSME) are exempted from submission of Bid Security Declaration Form upon submission of valid registration certificate(s)alongwith the technical bid.
    15.Successful bidder will be required to submit interest free performance security equivalent to 3% of tender value in form of Bank Draft/Bank Guarantee.
    16.  In case of any dispute, the decision of the Election Commission of India will be final and binding.
    17.  All payments to the firm shall be released by the Election Commission of India on the basis of work on monthly basis and amount certified by Section Officer, Receipt and Issue Section.

    विषय: आई टी मदों की वार्षिक अनुरक्षण सेवा उपलब्ध कराने के लिए निविदा संबंधी वित्तीय बोली खोलना-तत्संबंधी। 
    महोदय,
          उपर्युक्त विषय पर आयोग के दिनांक 18.03.2021 की निविदा सं. 485/एएमसी/2021/आईटी-ओएण्डएम के संदर्भ में, मुझे यह कहने का निदेश हुआ है कि आई टी मदों के लिए वार्षिक अनुरक्षण सेवा उपलब्ध कराने हेतु निविदा से संबंधित तकनीकी रूप से अर्हक बोलीदाताओं (मैसर्स ओ. ए. कॉम्पसर्व प्राइवेट लिमिटेड, मैसर्स कॉरपोरेट इंफोटेक प्राइवेट लिमिटेड और मैसर्स कार्वी इनोटेक लिमिटेड अर्हक हैं) की वित्तीय बोलियों को निर्धारित तिथि एवं समय पर दिनांक 02.06.2021 को अपराह्न 03.00 बजे कमरा सं. 602 ए, निर्वाचन सदन, अशोक रोड, नई दिल्ली में खोला जाएगा।

    NOTICE INVITING TENDER
                Sealed tenders are invited on behalf of Election Commission of India for supply of 98 laptops from the authorized dealers on L1 basis. The rates shall be quoted in prescribed format enclosed with the tender notice.
    2.  The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of 98 laptops to the Election Commission of India”.
    3.   The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 12.07.2021 before 2.30 PM to the Section Officer (IT-1 Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    4.   Bidders shall have to deposit Rs.1,00,000/- (Rupees one lakh only) as EMD in the form of Demand Draft in the name of “Pay and Accounts Officer, Election Commission of India, Ashoka Road, New Delhi” on or before bid submission closing date and time and submit before the Section Officer, IT-1 Section, Election Commission of India, Room no. 509, 5th Floor, Nirvachan Sadan, Ashoka Road, New Delhi -110001.
    5.   The Tender shall be opened on the scheduled date and time on 12.07.2021 at 3.30 PM in Room No. 207, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all laptops (Annexure-A) on L1 basis meeting the criterion.
    6.  Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    7.  On award of contract, successful bidder has to deposit 5% of the value of total contract. This may be in form of Bank Draft/Cheque of any Nationalised bank.
    8.  The supply of laptops to be done within 15 days of the receipt of the Purchase order as per Annexure-A.  If the firm fails to supply the laptops within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority. Laptops of Lenovo/Dell/HP brand shall be accepted and rest shall be summarily rejected. Firm has to produce Manufacturing Authorisation Form (MAF) of the respective OEM. Firm shall also be liable for any issue arising out of supply of defected laptops. Also, defected laptops shall be instantly replaced with new working laptops.
    9.  The supply of laptops are to be done in all respect as per Annexure-A.  The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    10. The cost of tender is ‘NIL’.  The tender documents are non-transferable.
    11.  In case of any dispute, the decision of the Election Commission of India will be final and binding.
    12.  The payment will be released by Public Financial Management System on production of original bill only after completion of the work.
