    भारत निर्वाचन आयोग की ओर से अधिकृत डीलरों से एल1 आधार पर 07 नग पॉलीकॉम रियल प्रेजेंस ग्रुप 310 (वीडियो कॉन्फ्रेंस सिस्टम) की आपूर्ति के लिए सीलबंद निविदाएं आमंत्रित की जाती हैं। दरें इस निविदा सूचना के साथ संलग्न निर्धारित प्रारूप में उद्धृत की जाएंगी।
     
    2.     इच्छुक एजेंसियों को सलाह दी जाती है कि वे अपनी दरें सीलबंद लिफाफे में उद्धृत करें जिस पर मोटे अक्षरों में "भारत निर्वाचन आयोग को वीडियो कॉन्फ्रेंस सिस्टम की आपूर्ति के लिए निविदा" लिखा होना चाहिए।
     
    3.     बोलीदाताओं को “भुगतान और लेखा अधिकारी, भारत निर्वाचन आयोग, अशोक रोड, नई दिल्ली” के नाम से बयाने के रूप में डिमांड ड्राफ्ट के माध्‍यम से 100,000/- रु (केवल एक लाख रुपए) जमा करने होंगे और उसे बोली प्रस्‍तुत करने की अंतिम तिथि और समय से पहले अनुभाग अधिकारी, आईसीटी प्रभाग, भारत निर्वाचन आयोग, कक्ष सं. 509, 5वीं मंजिल, निर्वाचन सदन, अशोक रोड, नई दिल्ली -110001 के पास जमा करना होगा।
     
    4.     इच्छुक डीलर/फर्में अन्य अपेक्षित दस्तावेजों के साथ हर प्रकार से पूर्ण निविदा दस्तावेज 24.06.2019 के अपराह्न 2.00 बजे से पहले अनुभाग अधिकारी (आईसीटी अनुभाग), भारत निर्वाचन आयोग, निर्वाचन सदन, अशोक रोड, नई दिल्ली -110001 को प्रस्तुत कर सकते हैं। सीलबंद निविदा निर्वाचन सदन भवन के भूतल पर स्थित आर एंड आई अनुभाग में भी प्रस्तुत की जा सकती है। निविदा प्रस्तुत करने की नियत तिथि और समय के बाद देर से प्राप्‍त निविदा स्वीकार नहीं की जाएगी। भारत निर्वाचन आयोग डाक के कारण हुए नुकसान/देरी के लिए जिम्मेदार नहीं होगा।
     
    5.     निविदा आयोग द्वारा इस प्रयोजन के लिए नियुक्त समिति द्वारा निर्धारित तिथि और समय अर्थात दिनांक 24.06.2019 को अपराह्न 3.00 बजे कक्ष संख्या 201, निर्वाचन सदन, अशोक रोड, नई दिल्ली में निविदाकारों, यदि कोई हो, के ऐसे प्रतिनिधियों की उपस्थिति में खोली जाएगी, जो उस समय मौके पर उपस्‍थित रहना चाहते हैं।
     
    6.     भारत निर्वाचन आयोग बिना कोई कारण बताए किसी भी चरण पर किसी या सभी निविदाओं को अंशत: या पूर्णत: स्वीकार करने या अस्वीकार करने का अधिकार रखता है।
    7.     संविदा दिए जाने पर, सफल बोलीदाता को संविदा के कुल मूल्य का 5% जमा करना होगा। यह किसी भी राष्ट्रीयकृत बैंक के बैंक ड्राफ्ट/चेक के रूप में हो सकता है।
     
    8.     सामग्री की आपूर्ति अनुबंध-क के अनुसार क्रय आदेश प्राप्त होने के 7 दिनों के भीतर की जानी है। अगर फर्म विनिर्देश और अनुमोदित दर के अनुसार निर्धारित समय के भीतर वीसी सिस्टम्स की आपूर्ति करने में विफल रहती है, तो वह सक्षम प्राधिकारी द्वारा यथा-अधिरोपित दंड का भागी होगा।
     
    9.     आयोग सचिवालय और जीवन तारा बिल्डिंग-पार्लियामेंट स्ट्रीट के उसके शाखा कार्यालय के भीतर सिस्‍टम के संस्थापन का उत्‍तरदायित्‍व विक्रेता का होगा। इसके अलावा, यह माना जाता है कि विक्रेता संस्थापन प्रक्रिया के समय सभी उप-संसाधनों जैसे माइक, स्पीकर सिस्टम आदि मुहैया करवाएगा।
     
    10.    वीसी सिस्टम्स की आपूर्ति सभी दृष्‍टियों से अनुबंध-क के अनुसार की जानी है। निविदाकर्ता या तो सीधे या अपने अधिकृत प्रतिनिधि के माध्यम से बोली प्रस्तुत कर सकते हैं। यदि निविदा निविदाकर्ता के प्राधिकृत प्रतिनिधि द्वारा प्रस्तुत की जाती है, तो निविदा, निविदाकर्ता द्वारा दिए गए विधिक पावर ऑफ अटार्नी के तहत प्राधिकृत प्रतिनिधि द्वारा हस्ताक्षरित और प्रस्तुत की जाएगी।
     
    11.    निविदा की लागत ‘शून्‍य’ है। निविदा दस्तावेज हस्तांतरणीय नहीं हैं।
     
    12.    किसी भी विवाद की दशा में, भारत निर्वाचन आयोग का निर्णय अंतिम और बाध्यकारी होगा।
     
    13.    इसका भुगतान सार्वजनिक वित्तीय प्रबंधन प्रणाली (पीएफएमएस) द्वारा कार्य पूरा होने के बाद मूल बिल प्रस्‍तुत करने पर ही जारी किया जाएगा।

    CIRCULAR
    Sub:    Filling up of one (01) post of Library and Information Officer in Level 11 [Rs.67, 700-208700] of the Pay Matrix (PB-3, Rs.15600-39100/- with corresponding Grade Pay of Rs.6600/-) in the Secretariat of the Election Commission of India.
    It is proposed to fill up one post of Library and Information Officer in Level 11 [Rs.67, 700-208700] of the Pay Matrix (PB-3, Rs.15600-39100/- with corresponding Grade Pay of Rs.6600/-) in the Secretariat of the Election Commission of India, New Delhi on deputation basis. 
    2.  Officers under the Central Government or State Government or Union territories: 
    (a)(i) Holding analogous post on regular basis in the parent cadre/department;    
                                                                                                 or
     (ii) With seven years regular service in post in Level 7 of the Pay Matrix (Pay Band-2 Rs.9300-34800/- with corresponding Grade Pay of Rs.4600/-) or equivalent and 
    (b)  possessing the educational qualification and experience as below: -
     (i) Master’s Degree in Library Science or Library Information Science of a recognized University or Institute;
     (ii)  Five years’ professional experience in a Library under Central/State Government/ Autonomous or Statutory organization/PSU/University or recognized Research or Educational Institution.
    Desirable: -
    (i)  One year experience of computerizing Library activities in a Library under Central/State Government/ Autonomous or Statutory organization/PSU/University or recognized Research or Educational Institution.
    (ii)  One year Professional experience in the specific areas of activities of the Department/Ministry viz. Technical or scientific, if any, to be specified at the time of framing RRs
    (iii)  Diploma in Computer Applications from a recognized University/ Institution 
    Note: The maximum age limit for appointment by deputation shall not exceed 56 years as on closing date for receipt of applications. 
    3.  The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the Election Commission of India or some other organization/ department of the Central Govt. shall not ordinarily exceed three years.
    4. The applications, in duplicate, in the enclosed proforma, along with the complete and up-dated C.R. dossier for the last 5 years of the officials who could be spared in the event of his/her selection, may be forwarded to the Principal Secretary (Admin.), Election Commission of India, NirvachanSadan, Ashoka Road, New Delhi-01 on or before 22.11.2020. Applications received after the last date or otherwise found incomplete will not be considered.
    5.  Pay of the Official selected on deputation will be regulated under the provisions contained in the Deptt. of Personnel and Training O.M. NO.6/8/2009-Estt.(Pay-II) dated 17.06.2010 as amended from time to time.
    6. If anyone is selected from a higher Scale/pay his or her pay shall be protected by the Commission.
    7. The official applying for the post will not be allowed to withdraw their nomination subsequently.

    भारत निर्वाचन की ओर से प्राधिकृत डीलरों से एल1 के आधार पर (i) 02 (दो) एचपी क्यूए180आईएन 27 इंच की स्क्रीन के साथ ऑल इन वन डेस्कटॉप, (ii) 01 (एक) एचपी मल्टीफंक्शनल प्रिंटर 180एन, (iii) 01 (एक) एचपी मल्टीफंक्शनल प्रिंटर 226डीडब्ल्यू और (iv) 01 (एक) लेनोवो योगा 530 लैपटॉप की आपूर्ति के लिए सीलबंद निविदाएं आमंत्रित की जाती हैं। निविदा सूचना के साथ संलग्न निर्धारित प्रारूप में दरों को उद्धृत किया जाएगा।
     2. इच्छुक एजेंसियों को सलाह दी जाती है कि वे अपनी दरों को सीलबंद लिफाफे में उद्धृत करें जिसके ऊपर "भारत निर्वाचन आयोग को कम्प्यूटिंग उपकरणों की आपूर्ति के लिए निविदा" लिखा हो।
    3.  इच्छुक डीलर / फर्में पूरी तरह से भरे हुए निविदा दस्तावेजों और अन्य अपेक्षित दस्तावेजों को अनुभाग अधिकारी (आईसीटी अनुभाग), भारत निर्वाचन आयोग, निर्वाचन सदन, अशोक रोड, नई दिल्ली-110001 को दिनांक 26.04.2019 को अपराह्न 2.00 बजे से पहले जमा कर सकते हैं।  सीलबंद निविदा को निर्वाचन सदन भवन के भूतल पर स्थित आर एन्ड आई अनुभाग में भी जमा करवाया जा सकता है। निविदा जमा करने की नियत तिथि और समय के बाद देरी से प्राप्त / विलंबित निविदा स्वीकार नहीं की जाएंगी। डाक से होने वाले नुकसान / विलम्ब के लिए भारत निर्वाचन आयोग उत्तरदायी नहीं होगा।
    4. निविदा, निविदाकारों के प्रतिनिधि, यदि कोई हों, जो उस समय उस स्थान पर उपस्थित होने का इच्छुक हो, की उपस्थिति में आयोग द्वारा इस प्रयोजनार्थ नियुक्त की गई समिति द्वारा कमरा संख्या 509, निर्वाचन सदन, अशोक रोड, नई दिल्ली में 26.04.2019 को अपराह्न 2.30 बजे निर्धारित तिथि और समय पर खोली जाएगी।
    5. भारत निर्वाचन आयोग कोई भी कारण बताए बिना निविदा के किसी भी स्तर पर आंशिक अथवा पूर्ण रूपेण किसी भी अथवा सभी निविदाओं को  स्वीकार या निरस्त करने का अधिकार सुरक्षित रखता है
     6. उपर्युक्त मदों की आपूर्ति अनुबंध-क के अनुसार क्रय आदेश प्राप्त होने के 3 दिनों के भीतर की जानी चाहिए। यदि फर्म अनुमोदित विनिर्देशन और दर के अनुसार निर्धारित समय के भीतर उपर्युक्त वस्तुओं की आपूर्ति करने में विफल रहती है, तो वह सक्षम अधिकारी द्वारा लगाए गए अर्थदंड की भागी होगी।
    7. उपर्युक्त मदों की आपूर्ति पूरी तरह से अनुबंध-ए के अनुसार की जानी चाहिए। निविदाकर्ता सीधे या अपने प्राधिकृत प्रतिनिधि के माध्यम से बोली प्रस्तुत कर सकते हैं। यदि निविदा, निविदाकर्ता के प्राधिकृत प्रतिनिधि द्वारा प्रस्तुत की जाती है, तो निविदा निविदाकर्ता के कानूनी मुख्तारनामे के अंतर्गत प्राधिकृत प्रतिनिधि द्वारा हस्ताक्षरित और प्रस्तुत की जाएगी।
    8. निविदा की लागत ‘शून्य’  है। निविदा दस्तावेज हस्तांतरणीय नहीं हैं।
    9. किसी भी विवाद के मामले में, भारत निर्वाचन आयोग का निर्णय अंतिम और बाध्यकारी होगा।

    NOTICE INVITING TENDER
                Sealed tenders are invited on behalf of Election Commission of India for supply of 98 laptops from the authorized dealers on L1 basis. The rates shall be quoted in prescribed format enclosed with the tender notice.
    2.  The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of 98 laptops to the Election Commission of India”.
    3.   The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 12.07.2021 before 2.30 PM to the Section Officer (IT-1 Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    4.   Bidders shall have to deposit Rs.1,00,000/- (Rupees one lakh only) as EMD in the form of Demand Draft in the name of “Pay and Accounts Officer, Election Commission of India, Ashoka Road, New Delhi” on or before bid submission closing date and time and submit before the Section Officer, IT-1 Section, Election Commission of India, Room no. 509, 5th Floor, Nirvachan Sadan, Ashoka Road, New Delhi -110001.
    5.   The Tender shall be opened on the scheduled date and time on 12.07.2021 at 3.30 PM in Room No. 207, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all laptops (Annexure-A) on L1 basis meeting the criterion.
    6.  Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    7.  On award of contract, successful bidder has to deposit 5% of the value of total contract. This may be in form of Bank Draft/Cheque of any Nationalised bank.
    8.  The supply of laptops to be done within 15 days of the receipt of the Purchase order as per Annexure-A.  If the firm fails to supply the laptops within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority. Laptops of Lenovo/Dell/HP brand shall be accepted and rest shall be summarily rejected. Firm has to produce Manufacturing Authorisation Form (MAF) of the respective OEM. Firm shall also be liable for any issue arising out of supply of defected laptops. Also, defected laptops shall be instantly replaced with new working laptops.
    9.  The supply of laptops are to be done in all respect as per Annexure-A.  The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    10. The cost of tender is ‘NIL’.  The tender documents are non-transferable.
    11.  In case of any dispute, the decision of the Election Commission of India will be final and binding.
    12.  The payment will be released by Public Financial Management System on production of original bill only after completion of the work.
