CIRCULAR
                The Election Commission of India invites applications to engage 02 eligible candidates as Research Associate (Accounts) for a period of one (01) year from the date of engagement, purely on contract basis.
1.            Job and Role Description
To assist the Election Expenditure Policy Section (EEPS) with relation to the following functions:-
Analysis of Audited Annual Accounts filed by political parties to check for adherence to accounting standards laid down by ICAI; Review of part and full Expenditure Statements filed by political parties and candidates and to capture details of trends of expenditure. Analysis of details of assets and liabilities filed by candidates in Form 26 at the time of nomination; Analysis of Contribution Reports filed by political parties and Annual Accounts filed by electoral trusts; Documentation of findings and creation of new documents for dissemination of information to the public; Preparation of detailed policy and procedural documents regarding reporting by political parties and candidates; Preparation of reports on international best practices pertaining to auditing of accounts of political parties and candidates; and Any other work assigned by DG (Expenditure), Election Commission of India. 2.            Essential Educational Qualification:-
The Applicant must be a graduate in Accounts or a Chartered Accountant (as on the date of appearing in the interview) from any School/College/University/Institution established by law in India.
3.            Work Experience / Professional Requirements:-
The Candidate should have working knowledge of electoral systems, election law and election expenditure regulation policy and procedures; At least 4 years of relevant work experience in auditing of accounts/advisory services pertaining to audit; Prior work experience in a government department or independent regulatory commission is desirable; Excellent communication and presentation skills; Proven ability to produce reports of highest academic quality; and Proven ability to work and coordinate with different divisions and work as a team player. 4. Salary and Allowance:-  Remuneration of Rs. 50,000/- per month and a fixed transport allowance of Rs. 12,000/- per month will be admissible to Research Associate(Accounts).  No other allowances of any kind will be admissible.
5.   Mode of engagement:-
The candidates will be shortlisted for interview on the basis of academic qualification, work experience in relevant field e.t.c. Those short-listed will be interviewed to ascertain their suitability.
The engagement will be purely on contract basis initially for one year subject to further renewal of the contract and shall be subject to satisfactory performance of duties. However, the Commission reserves the right to curtail the period of engagement or  terminate the contract at any point of time without any notice.
It is made clear that the above position needs full time engagement but it will not confer any right on the selected candidate to claim regular appointment in the Commission.
6.            Last date of submission of the application 05th December, 2019, at 5:00 PM either by post or by email at bcpatra@eci.gov.in in the form attached at Annexure (A). Incomplete applications or any application received after last date and time will be summarily rejected.
7.          Interview:- List of the candidates shortlisted for interview will be put on the ECI website (www.eci.gov.in). Only these candidates will be allowed to appear in the interview. The date of interview will be notified and intimated later on.

IIIDEM has been established by the Election Commission of India inter alia to train, prepare and equip election officials and other stake holders for delivery of free, fair and credible and error free elections. It also aims at sensitization, motivation and preparation of the machinery as well as the stake holders of the international democratic community and helping them in overcoming shortcomings and challenges of election management. 1.    The broad terms of reference are on the following lines: -
a) Composite method of selection
The process for selection on deputation basis and also on contract basis shall continue simultaneously. In case applications are received from eligible candidates for selection on deputation basis & suitable candidates are found for appointment on deputation basis, even after issuance of advertisement for appointment on contract basis, there will be no scope for consideration of candidature of any candidate for appointment on contact basis. It is only under those circumstances where under no suitable candidate is available for appointment on deputation basis that appointments on contract basis will be considered. The terms and conditions explained in succeeding sub-paras are relevant only for appointments on contract basis.
b)    Remuneration
Selected candidates will be eligible to draw their allowances in the scale of pay attached to the posts, as per usual terms and conditions.
c)   Qualification & Experience
The conditions of eligibility i.e. qualifications & experience for various posts will be in terms of UGC Notification 18th July 2018, in addition, condition of minimum qualifying service, for appointment at different levels in the pay matrix in terms of 7th CPC shall be followed.
d)   Field of selection
Application for appointment on deputation basis from the candidates in the zone of eligibility as specified in OM no. 590/IIIDEM/Academic Affairs/Centre Head/2020 dated 26th March 2020 are to be considered upto 31st August, 2021. The candidates who have already applied for selection on deputation basis and those who are eligible for consideration for appointment on deputation basis in terms of the said circular, shall not be considered for appointment on contract basis.
e)    Maximum Age limit for eligibility
40 years for the post of Assistant Professor & 65 years for all other categories.
f)   No right or claim for appointment on regular basis
The arrangements of contractual assignments will be purely by way of ad-interim arrangements. The service rendered on contract basis will not be reckoned in any manner for the purpose of consideration of candidature for regular appointment, consequent upon finalization of the conditions of service.
3.  The engagement will be for a period of 1 year, extendable upto a total period of 3 years on the basis of review of conduct and performance etc. The pay & allowances and other Terms & Conditions of the persons selected for such assignment on contract basis shall be regulated in terms of extant guidelines issued by the University Grants Commission (UGC) and Department of Personnel & Training (DoP&T) from time to time, as may be decided by the Commission, keeping in view the exigencies of Public service.
4.   The details like general conditions, eligibility criteria and pro forma of application form etc. is attached (Annexures A to F).
5.   Willing and eligible candidates may send their application in the prescribed pro forma, through proper channel along with copies of the ACRs/ APARs, at least for a period of 05 years, for the period ending on 31.12.18/31.03.19 [Duly attested], cadre and vigilance clearance (wherever applicable) to the undersigned on or before 31st August, 2021.

On behalf of Election Commission of India New Delhi, Secretary, SVEEP Division invites applications from agencies to conceptualize, fabricate and display of a tableau during Republic Day Parade 2021. The following Preconditions have to be fulfilled for applying:
Agencies having experience of conceptualization of theme, fabrication and display of Republic Day Tableau at the National level at least for 3 years. OR
Agencies having experience of fabrication and display of tableau in other events of repute at least for 5 years can also apply. Agencies should have a minimum annual turnover of Rs. 2.0 crore from fabrication of tableau and related works in each of the last 3 years. Agencies must have experienced creative personnel like visualizers or concept director, fabricators etc. either on its rolls or on retainer's basis. Agencies that have won prizes/commendations for tableau designed by them in the Republic Day Parade in the last 3 years at National level and/or having experience of fabricating tableau will be given preference. Agencies must be registered with competent authority for GST/Income Tax. The contract will be valid for 1(one) year. NB: Agencies fulfilling the above eligibility conditions may submit their technical and financial bids latest by 02.11.2020 (05:00 P.M.) as per the tender document. The tender form/bidder document may be downloaded from the Website: www.eci.gov.in/tender/ and https://eprocure.gov.in/ Any changes/modifications in the tender inquiry will be intimated by corrigendum through this website only. The ECI reserves the right to reject/cancel the tender at any time without assigning any reason, No correspondence in this regard shall be entertained.
