  11. Tender for supplying of cartridges of various printers in the Election Commission of India

    NOTICE INVITING TENDER
    Sealed tenders are invited on behalf of Election Commission of India for supplying of cartridges of various printers from competent agencies with sound technical and financial capabilities and meeting the Bidder’s Qualification Criteria. The rates shall be quoted in prescribed format enclosed with the tender notice.
    2. The Bidder shall have registered office in Delhi/NCR region to bid for the ECI Bidding Document in compliance with all the requirements as stated in the bidding document including OEM support for all the items for the duration of the contract.
    3. Annual Turnover of the Bidder shall not be less than INR 20,00,000.00 (Indian Rupees Twenty Lakh Only) in at least one of the immediate preceding three financial years as per the audited annual financial results. 
    4. The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supplying of cartridges of various printers in the Election Commission of India”.
    5. The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 30.12.2021 before 2.30 PM to the Section Officer (IT-1 Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    6. The bidder shall have to submit duly signed Bid Security Declaration along with Bid document as per Annexure-A.
    7. The Tender shall be opened on the scheduled date and time on 30.12.2021 at 3.30PM in Room No. 207, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all cartridges (Annexure-B) on L1 basis meeting the criterion.
    8. Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    9. The period of Contract shall start from the date of issue of Letter of Acceptance (LOA) till the supply of all cartridges. Bidder to quote for every cartridge, but the payment shall be made on actuals based on the number of cartridges supplied per month.
    10. On award of contract, successful bidder has to deposit 3% of the value of total contract. This may be in form of Bank Draft/Cheque of any nationalised bank.
    11.The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    12. The cost of tender is ‘NIL’.  The tender documents are non-transferable.
    13. In case of any dispute, the decision of the Election Commission of India will be final and binding.
    14. The payment will be released by Public Financial Management System on production of original bill only after completion of the work.
    15. Bidder shall be liable for any deficiency in the service due to whatsoever reasons. ECI will not pay any additional charges for replacement, transportation, labour, etc. SLA for supply of cartridges may be as follows: -
    Cartridges/faulty cartridges should be delivered/replaced within 4 days – No penalty. If cartridges/faulty cartridges delivered/replaced between 4 to 7 days, then penalty of 1% of amount of cartridges to be delivered/replaced may be imposed. If cartridges/faulty cartridges delivered/replaced beyond 7 days, then penalty of 1% of amount of cartridges to be delivered/replaced + Rs.100/- per day for subsequent days. 16.  Quantity of every cartridge mentioned at Annexure-B shall be increased or decreased by 10% and payment may be made on actuals and as per rate quoted by L-1 bidder. Monthly Payment shall be released on the basis of cartridges delivered by the supplier in a month.

    भारत निर्वाचन आयोग सचिवालय, नई दिल्ली में पुस्तकालय एवं सूचना अधिकारी के एक पद को लेवल 11 (रु. 67,700-208700) में वेतन मैट्रिक्स (वेतन बैंड-3, रु 15600-39100 सहित रु. 6000/- का तद्नुरुपी ग्रेड वेतन) में प्रतिनियुक्ति आधार पर भरा जाना प्रस्तावित है।
     
    2.     केन्द्र सरकार या राज्य सरकार या संघ राज्य क्षेत्रों के ऐसे अधिकारी जो:  
          (क) (i) मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद का धारण किए हों:
                                                                                          या
               (ii) वेतन मैट्रिक्स के लेवल-7 (वेतन बैंड-2 रु. 9300-34800/- तथा रु. 4600/- के तदनुरूपी ग्रेड वेतन) या समतुल्य पद पर सात वर्ष की नियमित सेवा की हो तथा  
                   (ख)   निम्नानुसार शैक्षणिक योग्यता एवं अनुभव रखते हों:-
                 (i)  मान्यता प्राप्त विश्वविद्यालय या संस्थान से पुस्तकालय विज्ञान या पुस्तकालय सूचना विज्ञान में स्नातकोत्तर उपाधि 
                 (ii) केन्द्रीय/राज्य सरकार/स्वायत्तशासी अथवा सांविधिक संगठन/सार्वजनिक क्षेत्र  उपक्रम/विश्वविद्यालय या मान्यता प्राप्त अनुसंधान अथवा शैक्षणिक संस्थान के अंतर्गत पुस्तकालय में पांच वर्ष का वृत्तिक अनुभव।
     
    वांछनीय:-
    (i)                केन्द्र/राज्य सरकार/स्वायत्तशासी या  सांविधिक संगठन/सार्वजनिक क्षेत्र उपक्रम/विश्वविद्यालय या मान्यता प्राप्त अनुसंधान या शैक्षणिक संस्थान के अंतर्गत पुस्तकालय में पुस्तकालय क्रियाकलापों को कम्प्यूटरीकृत करने में एक वर्ष का अनुभव।
    (ii)              विभाग/मंत्रालय के क्रियाकलापों के विशिष्ट क्षेत्र अर्थात तकनीकी या वैज्ञानिक, यदि कोई हो, में एक वर्ष के वृत्तिक अनुभव को भर्ती नियम तैयार करने के समय निर्दिष्ट किया जाए।
    (iii)             मान्यता प्राप्त विश्वविद्यालय/संस्थान से कम्प्यूटर अनुप्रयोग में डिप्लोमा।
     
    नोट:-  प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी।
     3.   भारत निर्वाचन आयोग या केन्द्र सरकार के किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित अन्य संवर्ग-बाह्य पद में प्रतिनियुक्ति की अवधि सहित प्रतिनियुक्ति की अवधि साधारणतया तीन वर्षों से अधिक नहीं होगी।
     4.   ऐसे अधिकारी जिन्हें उनके चयन होने की दशा में मुक्त किया जा सकता है, के पिछले 5 वर्षों की पूर्ण एवं अद्यतनीकृत गोपनीयता रिपोर्ट डोसियर के साथ संलग्न प्रपत्र में दो प्रतियों में आवेदन प्रधान सचिव, (प्रशासन), भारत निर्वाचन आयोग, निर्वाचन सदन, अशोक रोड, नई दिल्ली-01 को दिनांक 14.09.2019 को या उससे पहले अग्रेषित किए जा सकते हैं। अंतिम तिथि के पश्चात प्राप्त आवेदनों या अन्यथा अपूर्ण पाए गए आवेदनों पर विचार नहीं किया जाएगा।
     5.   प्रतिनियुक्ति पर चयनित अधिकारियों के वेतन कार्मिक एवं प्रशिक्षण विभाग के कार्यालय ज्ञापन सं. 6/8/2009-स्था. (वेतन-II) दिनांक 17.06.2010, समय-समय पर यथासंशोधित, में निहित उपबंधों के अधीन विनियमित किए जाएंगे।
     6.   यदि किसी ऐसे व्यक्ति का चयन होता है जिसका वेतनमान/वेतन अधिक होता है, तो उसका वेतन आयोग द्वारा सुरक्षित किया जाएगा।
     7.   इस पद के लिए आवेदन करने वाले अधिकारियों को बाद में अपना नामांकन वापस लेने की अनुमति नहीं दी जाएगी।
