EOI FOR PUBLISHING OF ECI’S QUARTERLY MAGAZINE
“VOICE-INTERNATIONAL”
Election Commission of India invites TENDER from the experienced and reputed creative-cum-printing agencies established in New Delhi/NCR, for publishing of ECI’s quarterly Magazine “Voice-International”. The contract will be awarded for one year (four quarters), which may be extended for another one year depending upon the performance of agency. Interested agencies are requested to submit their formal quotation along with their status and Company profile etc. The agency will be responsible for all the aspects of the designing viz. photo editing, formatting and proof reading etc.
Scope of Work
The job includes all aspects relating to production of the Magazine including compilation of documents/material provided by the Commission, typing, editing, designing, proof reading, photo editing & printing of magazine and dispatching (local/ outstation/abroad).
Besides, the Agency will also be responsible for dispatching of 950 (+/- 5%) nos. Magazine to local/out station/abroad {780 nos. outstation and local destinations (by speed post) and 170 nos. abroad/overseas (by Air Mail) after final printing. All magazines to be sent via India Post and agency will be responsible for co-ordinating with India Post. The bills will be reimbursed as per India Post. Mailing address for the same would be provided to the agency.

Inner pages :- 65gsm white glaze LWC paper

vii. Cover/Inner :- Will be provided by the selected agency

ix. E-book version :- Will be provided by the agency

* Dispatching charges will be admissible to the agency as per the actual rate of D/o Post
Short listing Criteria
Agencies will be shortlisted, based on their past experience of handing similar types of projects, strength of their manpower and financial strength of the firm. Those agencies, who will be successful in Technical Parameters including Presentation, their Financial Bids would be opened.

Method of evaluation is as under
The tender will be awarded to the bidder with the highest score in the evaluation as detailed below on the basis of Quality cum Cost Based Selection (QCBS) Method. The award criterion will be “the most economically viable & technologically feasible” tender that includes the requested services.
The evaluation will be based on Four-Step process:
Step-1: Technical Evaluation (qualifying)
Technical Evaluation will be made on the basis of past experience of handling similar types of jobs, strength of their manpower & financial strength and presentation of the agency.
Step-2: Capability Evaluation (Vendor Presentation/Demo)
Bidders qualifying technical evaluation will be called for Presentation. The total presentation marks would be 100. Out of these qualified bidder(s) securing a total score equal and above 70 will be considered for the next level i.e. evaluation of Financial Bid.
Step-3: Financial Evaluation
Bidder with lowest qualifying financial bid (L-1) will be awarded 100% Financial score. Financial Scores for other than (L-1) bidders will be evaluated using the following formula:

Step-4: Combined Final Evaluation
This total financial Score for each qualified agency will further be used to calculate the Final Score for Evaluation-cum-section of an agency. Total Final Score will be calculated as per the formula given below:
Final Score = (Presentation Score x 0.5) + (Financial Score x 0.5)
Agency with the Highest Total Score (H-1) would be consider as winner. If there is a tie, then the bidder with the Highest Total Presentation Score would be the winner.
(If there is tie, then the bidder with the Highest Techinical Score would be the winner)
How to apply:
Interested agencies who fulfill/agree with all the required Terms and Conditions may submit their sealed tenders, under two Bid System i.e. Technical Bid and Financial Bid as per Annexure A and Annexure B in two separate envelopes. Both the envelopes super scribed “Technical Bid” and “Financial Bid” respectively. Both the sealed envelopes should be sealed in a big outer envelope super scribed “Quotation for the ECI’s Quarterly Magazine “Voice-International” and addressed to the undersigned.
Sealed tenders must reach the undersigned by 1.00 PM on 28th July, 2022. The Technical Bid will be opened on 28th July, 2022 at 03:30 pm. Bidders or their representatives may be present at the said date and time. Necessary terms & conditions are enclosed. The tenders, not fulfilling any of the enclosed terms and conditions, will be summarily rejected without opening Financial Bid. Financial bid of only those agencies will be opened who fulfill the conditions of technical bid. Rates quoted should be inclusive of all taxes.
