    सं. ईसीआई/प्रे.नो/75/2018 दिनांक : 7 नवंबर, 2018 प्रेस नोट विषय : आयोग ने विचार-विमर्श करने हेतु श्री सुदीप जैन, उप-निर्वाचन आयुक्‍त, के नेतृत्‍व में एक उच्‍च स्‍तरीय दल को मिजोरम भेजा। भारत निर्वाचन आयोग ने आगामी मिजोरम विधान सभा निर्वाचनों से संबंधित विभिन्‍न मुद्दों पर चर्चा करने के लिए अधिकारियों के एक दल को प्रतिनियुक्‍त किया था। भारत निर्वाचन आयोग ने 6 नवंबर, 2018 को आइजोल में सेंट्रल वाईएमए, मिजोरम सीनियर सिटिजन एसोशिएशन, मिजोरम वुमेन फेडरेशन, मिजो स्‍टूडेंट एसोशिएशन तथा मिजो स्‍टूडेंट यूनियन एवं मिजोरम चर्च लीडर्स कमिटी को शामिल करते हुए, अखिल एनजीओ समन्‍वय समिति के नेताओं एवं प्रतिनिधियों के साथ विस्‍तृत चर्चा की । बैठकों का आयोजन अत्‍यंत सौहार्दपूर्ण माहौल में किया गया था जिसमें विभिन्‍न मुद्दों पर विस्‍तृत चर्चा की गई जिसके पश्‍चात् श्री वनलालरूआता, श्री एल. रामदिनलियाना रेन्‍थलेई, श्री तनलालीआना खेंगते, श्री आर.के.थांगा, सुश्री साईपुई एवं श्री लाल्हमाच्‍युआना द्वारा हस्‍ताक्षरित एनजीओ समन्‍वय समिति के एक संयुक्‍त संकल्‍प को 7 नवंबर, 2018 को ईसीआई को प्रस्‍तुत किया गया। आयोग, अत्‍यंत शांतिपूर्ण निर्वाचन कराने के लिए मिजोरम के लोगों की गौरवशाली परंपरा की हमेशा सराहना करता है। इस मामले की तात्‍कालिकता पर विचार करते हुए, इस आपसी समझ को और अधिक मजबूत करने के लिए आज, दिनांक 7 नवंबर, 2018 को पूरे आयोग की बैठक आयोजित की गई। संकल्‍प पर सम्‍यक विचार-विमर्श करने के पश्‍चात्, अखिल एनजीओ, मिजोरम द्वारा पारित संकल्‍प की विस्‍तृत रूप-रेखा को स्‍वीकार करते हुए, आयोग ने अखिल एनजीओ मिजोरम के प्रतिनिधियों के साथ 9 नवंबर, 2018 को आइजोल में उनके संकल्‍प पर और अधिक चर्चा करने के लिए उप निर्वाचन आयुक्‍त, श्री सुदीप जैन, मिजोरम के प्रभारी, के नेतृत्‍व में एक उच्‍च स्‍तरीय ईसीआई दल को प्रतिनियुक्‍त करने का निर्णय लिया। इस दल के अन्‍य सदस्‍यों में श्री लालबियकथांगा खियांग्‍ते, मुख्‍य निर्वाचन अधिकारी झारखण्‍ड, श्री एस.बी.जोशी, सचिव, ईसीआई और श्री लालजरमावी, अपर मुख्‍य निर्वाचन अधिकारी मिजोरम शामिल होंगे। आयोग ने कोलासिब में कल हुई उग्र घटना पर अपनी गंभीर चिंता व्‍यक्‍त की है। आयोग आशा करता है कि मिजोरम में शांतिपूर्ण समाज के लोकाचार और परंपरा के अनुरूप, सभी हितधारक ईमानदारी से एक साथ कार्य करेंगे ताकि संपूर्ण निर्वाचन प्रक्रिया के दौरान भविष्‍य में ऐसी घटना दोबारा न हो और हमेशा की तरह अधिकतम भागीदारी के साथ शांतिपूर्ण रूप से निर्वाचन आयोजित किए जा सकें।

    सं. ईसीआई/प्रेस नोट/76/2018 दिनांक : 9 नवंबर, 2018 प्रेस नोट विषय : छत्‍तीसगढ़, मध्‍य प्रदेश, राजस्‍थान, मिजोरम और तेलंगाना की विधान सभाओं के साधारण निर्वाचन, 2018 - एग्जिट पोल पर प्रतिबंध। लोक प्रतिनिधित्‍व अधिनियम, 1951 की धारा 126क की उप-धारा(1) के अधीन प्रदत्‍त शक्तियों का प्रयोग करते हुए, भारत निर्वाचन आयोग दिनांक 12.11.2018 को पूर्वाह्न 7.00 बजे और दिनांक 07.12.2018 को अपराह्न 5.30 बजे तक के बीच की अवधि को एसी अवधि के रूप में अधिसूचित करता है जिसके दौरान छत्‍तीसगढ़, मध्‍य प्रदेश, राजस्‍थान, मिजोरम और तेलंगाना की विधान सभाओं के वर्तमान साधारण निर्वाचन, 2018 में किसी भी प्रकार के एग्जिट पोल का संचालन करने तथा प्रिंट या इलेक्‍ट्रॉनिक मीडिया द्वारा इसके परिणाम के प्रकाशन या प्रचार अथवा किसी भी अन्‍य तरीके से उसका प्रसार करने पर प्रतिबंध होगा। इसके अतिरिक्‍त, लोक प्रतिनिधित्‍व अधिनियम, 1951 की धारा 126(1)(ख) के अधीन उक्‍त साधारण निर्वाचन के संबंध में प्रत्‍येक चरण में मतदान की समाप्ति के लिए नियत समय पर समाप्‍त होने वाले 48 घंटों के दौरान किसी भी इलेक्‍ट्रॉनिक मीडिया में किसी भी ओपीनियन पोल या अन्‍य किसी मतदान सर्वेक्षण के परिणामों सहित किसी भी निर्वाचन संबंधी मामले के प्रदर्शन पर प्रतिबंध होगा। इस संबंध में दिनांक 9 नवंबर, 2018 को जारी की गई अधिसूचना सभी संबं‍धितों की सूचना हेतु इसके साथ संलग्‍न है।

    PRESS NOTE Subject: Election Commission of India organises Sign language Training Session for Election Officials Election Commission of India, in its commitment towards Accessible Elections, organised Sign Language Training Session for officials of the Commission in collaboration with ISLRTC (Indian Sign Language Research and Training Centre) on September 12, 2018 at ECI Headquarters in New Delhi. The training was conducted by experts from ISLRTC (Indian Sign Language Research and Training Centre) wherein the officers were acquainted with basic as well as election related sign languages symbols such as Election, Identity Card, Address and Polling Booth etc. Besides, information related to basic etiquette while conversing with persons with disabilities was also shared with the Officials of the Commission and they were sensitised regarding the needs of Deaf persons. The session saw enthusiastic participation of the officials. A sensitisation activity was conducted through a live demonstration of a mock poll to understand the frequently asked questions/ issues of the deaf voters. The aim of the workshop was to sensitise election officials to the needs of persons with disabilities so as to be better able to respond to their needs & facilitate them during the election process. In July 2018, Election Commission of India organised a two day National Consultation on Accessible Elections in New Delhi where the Commission declared a series of facilitation measures for Persons with Disabilities, including training and sensitisation of Election Officials.     PRESS NOTE Subject: Election Commission of India holds a meeting with all the recognised National and State Political Parties at New Delhi on various electoral reforms. Today Election Commission comprising Chief Election Commissioner Shri O. P. Rawat, Election Commissioners Shri Sunil Arora and Shri Ashok Lavasa held an in depth interactive session with all the recognised National and State Political Parties on a broad range of issues concerning various matters pertaining to elections. Altogether 7 National parties and 34 State parties were present. In his opening remark, CEC said that political parties are important stakeholders in our electoral process and the Commission always values their inputs in making out electoral process robust, fair and credible. 2. Chief Election Commissioner observed that political parties are initiators of reforms and act as agents for mobilizing people and electors, enabling them to express their political choice. The Commission considers political parties as the most important stakeholders in its endeavour to strengthen electoral democracy. Commission further observed that the Commission is uniquely privileged and honoured to enjoy trust and confidence of people, media and all political parties, because the Commission is having an open door policy treating all with respect, impartiality and fairness. Commission urged the representatives of political parties to put forward their views on important issues such as transparency in political funding, media management including that of social media, bringing in trust and confidence of all stakeholders in the voting and counting process and as such strengthening democracy in our country while setting an example globally. Chief Election Commissioner mentioned about the challenge faced by all the democracies globally in view of the new media and advancements in information technology and the Commission is taking initiatives to prevent such interference. Commission sought suggestions and support of political parties to comprehensively meet these and other challenges for ensuring free and fair elections. 3. All the parties assured the Commission that they would extend the requisite support in the process of preparation of electoral roll. They also suggested sharing with them copies of the list of deletion in electoral roll. Some parties also suggested to strengthen the system of Booth Level Officers for better preparedness of electoral roll. Some parties requested for avoiding the festival season for roll revision. Commission has already taken this into account and revision in all states excluding poll going states, will start from 1st September itself for 2 months which is more than usual one month period. 4. Political parties urged the Commission to link Aadhar numbers with electors’ detail for better electoral roll management. 5. Political parties expressed concern on Paid News and suggested to make it an electoral offence to curb this menace. 6. Political parties also asked the Commission that on the lines of Doordarshan and AIR, the free airtime to political parties should be provided on private media for electoral campaigns. 7. All parties appreciated the Commission’s effort in making elections inclusive for all especially PwD electors. They also lauded the steps taken under SVEEP to enhance the awareness and participation of electors. 8. Some political parties requested the Commission to fix a certain % of VVPAT slips counting to enhance the trust in EVM. Commission assured them that it is being looked into with input from experts. Commission also informed that any candidate may approach the Returning Officer concerned for the specific count of VVPAT of a polling station under the law already available. 9. They suggested for a ceiling on expenditure limit for council elections, as suggested by the Commission. 10. All political parties welcomed the discussion on taking the steps for enhancing the role of women in the Electoral process. 11. For no campaign period, they suggested for more measures in view of current electronic and digital environment.     PRESS NOTE Sub: Supply of VVPATs & EVMs is on track and not a matter of concern. The Election Commission of India would like to allay any unfounded apprehensions regarding the supply of VVPATs for the Lok Sabha Election in 2019. The Commission is committed to 100% deployment of VVPATs at all polling stations in future General, as well as bye elections to the Lok Sabha and State Legislative Assemblies. In order to meet the requirement of 100% VVPATs for all polling stations for the upcoming Lok Sabha Election in 2019, the Commission placed an order of 17.45 lakh VVPATs to Bharat Electronics Limited (BEL), Bangalore and Electronics Corporation of India Limited (ECIL), Hyderabad. Till date, 9.45 lakh units have been produced by the PSUs. Both PSUs have assured the Commission that the remaining VVPAT units (8 lakh) will be manufactured and supplied to the various States/UTs comfortably before end of Nov 2018. The Commission has been consistently and periodically reviewing the status of production and supply of VVPATs with the CMDs of PSUs, as well as the Technical Expert Committee (TEC), to ensure that the design, production and supply activities of all the units of EVMs and VVPATs is streamlined and completed in a time-bound manner after incorporating the features suggested by the TEC which is carrying out a rigorous supervision of the production process and product performance. The officers of the Commission are monitoring the manufacturing and supply of machines on a daily basis in order to ensure timely delivery and pre poll preparedness. The Commission has indeed enhanced the requirement of additional VVPATs from 125% to 135% considering the trend of failure rate of VVPATs in past elections. The Commission has estimated 171% Ballot Units, 125% Control Units and 135% VVPATs requirements for upcoming Lok Sabha Elections. It may be noted that in case of any error in VVPAT, only VVPAT is replaced with the reserve one, whereas, in case of any error in Ballot Unit or Control Unit of the EVM, entire set of Ballot Unit(s), Control Unit and VVPAT is changed, resulting in an increase in requirement of VVPATs than the requirement of Control Units of EVMs. It is pertinent to mention that learning from experience of Kairana and Bhandara-Gondiya bye-polls held in May, 2018 where the errors were mainly caused by excessive exposure to illumination in the polling stations, the Commission has adopted the hardware improvement recommended by the Technical Expert Committee to prevent auto shutdown of VVPATs due to excessive light. It is also pertinent to note that comprehensive and systematic preparatory activities for the Lok Sabha Elections, including the detailed First Level Checking of EVMs and VVPATs have already commenced across various States/UTs and will be completed in an efficient, effective and timely manner. First Level Checks workshops and trainings of polling officials are being regularly conducted by the Commission to minimize EVM/VVPAT failures due to human errors. It may be appreciated that over the last twenty years, the Election Commission of India has successfully conducted 113 State Legislative Assembly Elections and 03 Lok Sabha Elections using EVMs. Since, June 2017, Voter Verifiable Paper Audit Trail (VVPAT) machines have also been used successfully along with EVMs in General as well as Bye elections in all State Assembly and Parliamentary constituencies for enhanced voter verifiability. The Commission is fully geared to use VVPATs in all forthcoming elections. The Election Commission of India is mandated under Article 324 to 329 of the Constitution of India to provide superintendence, direction and control for conduct of elections in accordance with the law in force. ************

    PRESS NOTE Sub: ECI-EVMs are totally distinct from ones used in elections held by other Organisation/Institution. 1. Certain complaints of alleged tampering of EVMs during the recently held elections held by different organizations/institutions elsewhere also generated wrong perception about EVMs of ECI. It was noted that confusion exists in the minds of many about the jurisdiction of ECI. We would like to clarify once again on this occasion that ECI is not responsible for the conduct of local body elections (Municipalities, Panchayats etc.) that are conducted by the State Election Commissions and elections held by various organisations/institutions in the country and consequently about various protocols and procedures adopted by them. 2. The Commission is confident and has firm conviction about the integrity, non-tamperability and credibility of ECI-EVMs. The basis of confidence of the Commission flows from a wide range of technical and administrative protocols and procedural safeguards that protects our EVMs and VVPATs against any sort of tampering during manufacture, transportation, storage, polling and counting process. 3. Till 2017, M/s Bharat Electronics Limited, Bangalore and M/s Electronics Corporation of India Limited, Hyderabad were allowed by the Commission to supply EVMs to State Election Commissions and other organisations (The permission letter issued in August, 2006 is enclosed). However, since May 2017, BEL and ECIL were directed to seek Commission’s prior approval and supply only EVMs that are different from ECI-EVMs to SECs or to other foreign countries, that too only after the current ordered quantities to ECI are fully supplied. 4.
